WhatsApp for Real Estate Agents in the US: International Buyers, Fast Lead Follow-Up and the Advertising Rules

A buyer in Bogotá will not answer an American text message, but she will answer WhatsApp. Here is how US agents and brokerages use it in 2026, what Meta lets you send to US and foreign numbers, and how NAR, Florida and Texas rules apply to a chat.

Short answer: WhatsApp is how many of your international buyers expect to talk. Foreign buyers bought 67,100 US homes worth $45.3 billion between April 2025 and March 2026 (NAR), 44% of them living abroad, with Florida (20%), California (19%) and Texas (12%) the top destinations. In South Florida they made up 15% of residential dollar volume in 2025, led by buyers from Colombia (15%) and Argentina (12%) (Miami Realtors). Because Meta has not delivered marketing templates to US WhatsApp users since 1 April 2025, new-listing alerts and price drops can go to opted-in buyers on Colombian, Mexican, Canadian or other non-US numbers, but not to +1 US numbers. For everyone, WhatsApp still works for lead replies, showing confirmations, offer and closing updates and conversations started from Click-to-WhatsApp ads. Every WhatsApp ad or listing message should name your brokerage, as NAR Standard of Practice 12-5 and state rules such as Florida's 61J2-10.025 and Texas's 22 TAC §535.155 require.

Who your WhatsApp buyers are

The two reports that matter most, with the WhatsApp context from Pew:

Three patterns come out of that table. Miami is a Latin American market: eight of its top nine origin countries speak Spanish or Portuguese. Texas buyers lean Mexican, and NAR's Mexico share (14%) shows up strongly in Houston, Dallas and San Antonio. And across the country, almost half of foreign buyers live abroad, which is exactly the group WhatsApp reaches best and the group Meta's US pause does not affect. At home, 56% of Hispanic adults use WhatsApp; our guide to Hispanic customers covers language in depth.

What you can send to whom

Meta's developer documentation: "Starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States." The send fails with error 131049, there is no announced end date, and the same document confirms that US business numbers can still send marketing messages to users outside the US. For a brokerage, that splits your contact list in two:

MessageBuyer on a US (+1) numberBuyer on a non-US number (+57, +54, +52, +55, Canada…)
New listing, price drop, open house invitation, market report (marketing)Not deliveredDelivered with opt-in. Meta USD rates: Colombia $0.0125, Mexico $0.0397, Argentina $0.0618, Brazil $0.0625, Peru $0.0703, Spain $0.0707, Venezuela (Rest of Latin America) $0.074, Canada $0.025
Showing confirmation, offer status, inspection and closing dates, document requests (utility)Delivered, $0.0034Delivered at that country's utility rate (Colombia $0.0008, Mexico $0.0085)
Your replies within 24 hours of the buyer's last message (service)Delivered; first 1,000 per number per month free, then $0.0034Delivered; same free allowance, then local service rate
Chat started by tapping your Click-to-WhatsApp adDelivered; free window "may remain open for up to 7 days"Same

Rates are Meta's USD list rates effective 1 October 2026, from Meta's rate-card file. Note the trap in NAR's numbers: the 56% of foreign buyers who are resident in the US, such as recent immigrants and visa holders, usually have US numbers, so they sit on the left of this table, not the right. Segment by the number's country code, not by where the buyer is from. Canadian numbers share the +1 code but are a separate market for Meta, so marketing to them is still delivered.

Lead follow-up: the job WhatsApp does best

Let the buyer write first

The best path to a US lead is to let them start the chat. That opens the 24-hour customer-service window, where you can reply freely with photos, floor plans, video and voice notes; the first 1,000 replies a month are free. Ways to get the first message:

  • A Click-to-WhatsApp ad on Facebook or Instagram (next section).
  • A wa.me link or WhatsApp button on every listing page and your agent bio, pre-filled with the listing address so you know which home they mean.
  • A QR code on yard signs, open-house sign-in sheets and printed flyers. Florida and Texas brokerage-name rules still apply to the sign itself.

When the lead came from a portal or form

Website, portal and Meta Lead Ads leads arrive with a number but no conversation, so your first message to a US number must be a template, and "thanks for your interest, here are three more homes" is marketing that will not be delivered. Keep it strictly about their request ("You asked about 123 Main St; reply here for disclosures and showing times") and expect Meta to class some as marketing. More reliable: answer by phone or email and invite them to message you on WhatsApp. Leads abroad who opted in can get a marketing welcome.

Click-to-WhatsApp ads for real estate

A Click-to-WhatsApp ad is an ordinary Facebook or Instagram ad whose button opens a WhatsApp chat with your business number. You build it in Ads Manager by choosing WhatsApp as the messaging destination, after linking the number to your Facebook Page. Three points specific to US real estate:

  1. Housing is a special ad category. Ads for homes for sale or rent fall under Meta's housing category, which limits targeting; Meta has said housing advertisers cannot target by age, gender or ZIP code. Set the category honestly; a rejected or restricted campaign costs more time than it saves.
  2. The ad is advertising. Your brokerage name has to appear in it, under the rules below, and the automated welcome message you set in Ads Manager should name the brokerage too.
  3. The window is generous. When a buyer taps the ad and you reply, Meta's free entry-point window "may remain open for up to 7 days", so a week of back-and-forth about the listing costs nothing in Meta fees, even with a US buyer.

Ads aimed at buyers in Colombia or Argentina work the same way; write them in Spanish (Portuguese for Brazil) and reply in that language.

Utility updates that keep a deal moving

Once a buyer is under contract, almost everything you send is utility: tied to a transaction they started, with no promotion inside. These are delivered to US numbers. Examples that pass review:

Hi {{1}}, your showing at {{2}} is confirmed for {{3}} at {{4}}. Reply 1 to confirm or 2 to reschedule. {{5}}, {{6}}

(Here {{5}} is the agent name and {{6}} the brokerage name, which keeps the advertising rules satisfied when a confirmation also carries listing details.)

Hi {{1}}, an update on {{2}}: the seller has {{3}} your offer. I'll call you shortly to go through next steps.

Property managers can send rent reminders, maintenance times and renewal dates to tenants as utility; add a "special discount" and it becomes marketing, undeliverable to US numbers.

Never send or change wiring instructions by chat; tell clients to confirm any wiring details by phone with the title company.

Advertising rules: NAR, Florida and Texas

NAR Code of Ethics, Article 12

The 2026 Code (effective 1 January 2026) requires REALTORS® to "present a true picture in their advertising, marketing, and other representations" and to make sure that recipients of all real estate communications know they come from a real estate professional. Standard of Practice 12-5 says REALTORS® shall not advertise "in any medium" without disclosing the firm's name "in a reasonable and readily apparent manner", either in the ad itself or, for electronic ads, via a link to a display with all required disclosures. A WhatsApp listing message or broadcast is a medium. Standard 12-1 also stops you calling your services "free" unless you receive no compensation from any source.

Florida: Rule 61J2-10.025

Florida's Real Estate Commission rule requires the licensed name of the brokerage firm in all real estate advertisements, and advertising must be done so that reasonable people know they are dealing with a licensee. For internet advertising, the brokerage name must sit above, below or next to the point of contact information, which Florida Realtors' guidance reads to include phone numbers and "any other means by which an individual would contact the brokerage or individual licensee". In practice: put the full licensed brokerage name in your WhatsApp Business profile name or description, and in the footer of every listing template.

Texas: 22 TAC §535.155

TREC's definition of advertisement expressly includes "email, text messages, social media, the Internet". Each advertisement must show the license holder's or team's name and the broker's name in at least half the size of the largest contact information. For social media or text, the information may sit on a separate page or the account profile if it is reachable by a direct link from the post or message. Communications with your current client are excluded from the definition. A profile with the broker name and website link, plus the broker name in listing templates, covers it.

Other states have their own versions, and fair-housing law applies to every message: no wording that steers or excludes buyers by a protected characteristic. Check your state commission's rule before launching broadcasts. This article is general information, not legal advice; TCPA and state telemarketing laws such as Florida's §501.059 and Texas SB 140 have not yet been tested against WhatsApp, so follow SMS-level consent.

Meta invoices this directly to the brokerage. QuickWA's fee is separate and starts from $5/month, with no per-seat fees for the six agents, no setup fee, and 0% markup on Meta's message fees. More US budgets are in our pricing guide.

One brokerage number, not twelve personal phones

Agents who run WhatsApp from their own phones lose the brokerage two things: the record of what was promised, and the client when the agent leaves. The Business Platform puts the conversation on a number the brokerage owns. In QuickWA that means:

  • A shared team inbox with assignment, internal notes and a sales pipeline for each buyer.
  • Lead capture from Click-to-WhatsApp ads and Meta Lead Ads, and syncing with HubSpot, Zoho CRM, Bitrix24, Google Sheets or Zapier.
  • Showing scheduling through Calendly or Cal.com, with appointment reminders.
  • Broadcasts to segments, used for utility updates to US clients and listing alerts to opted-in buyers abroad, with automatic opt-out on English keywords such as STOP and UNSUBSCRIBE (Spanish and Portuguese replies like BAJA or PARAR must be handled by an agent).
  • AI agent assist that drafts replies in the buyer's language, an Android app for agents between showings, and multilingual templates.
  • Coexistence, if your brokerage number already runs on the WhatsApp Business app: keep the app on the phone and add the platform, with some app features replaced by inbox equivalents.

Setting up a US number, display name and Meta verification is covered in our US setup guide, and choosing a number in the US phone-number guide. For an overview see our United States page.

Frequently asked questions

Can real estate agents send listing alerts on WhatsApp to US buyers? +

Not as marketing templates. Since 1 April 2025 Meta does not deliver marketing messages to WhatsApp users in the United States (error 131049). You can reply freely when a US buyer messages you, send utility updates such as showing confirmations and closing dates, and chat for up to 7 days after a buyer taps a Click-to-WhatsApp ad.

Can I send new listings to international buyers on WhatsApp? +

Yes, with their opt-in. The pause covers US users only, so buyers on Colombian, Argentine, Mexican, Brazilian or Canadian numbers can receive marketing templates. Meta's USD rates from 1 October 2026 include $0.0125 per message to Colombia, $0.0397 to Mexico, $0.0618 to Argentina and $0.025 to Canada.

Where do international home buyers in the US come from? +

Nationally, NAR's April 2025–March 2026 data puts Canada (16%), Mexico (14%), China (11%), India (9%) and the UK (4%) on top. In South Florida, Miami Realtors' 2025 report lists Colombia (15%), Argentina (12%), Mexico and Brazil (7% each) first.

Does NAR's Code of Ethics apply to WhatsApp messages? +

Yes. Standard of Practice 12-5 bars advertising real estate services or listed property in any medium without disclosing the firm's name in a reasonable and readily apparent manner, and Article 12 requires that recipients know a communication comes from a real estate professional. Put your brokerage name in the WhatsApp profile and listing templates.

Do Florida and Texas advertising rules cover WhatsApp? +

Florida's Rule 61J2-10.025 requires the licensed brokerage name in all real estate advertisements, next to contact information online. Texas's 22 TAC §535.155 defines advertisements to include text messages and social media and allows the required names on a linked profile page. Treat a WhatsApp listing message as an advertisement in both states.

How much does WhatsApp cost for a real estate team? +

Meta charges per delivered message: $0.0034 for utility and for service replies after the first 1,000 free per number each month in the US, and marketing at the recipient country's rate. Our worked Miami example comes to $33.88 in Meta fees for a month; QuickWA's platform fee starts from $5/month with no per-seat fees.
