WhatsApp Business API Pricing in the USA (2026): Meta's North America Rates, Real Budgets and What Providers Add

US messages are among the cheapest on Meta's rate card, replies stopped being automatically free on 1 October, and the marketing line is mostly theoretical while Meta's US pause lasts. Here is what a Houston clinic, a Miami brokerage and a Los Angeles Shopify brand actually pay.

Short answer: Meta charges per delivered message, by the recipient's country code, and prices the US and Canada together as North America. From 1 October 2026 a utility, authentication or service message to a US (+1) number costs $0.0034; each business number gets 1,000 free service messages a month. The marketing rate is $0.025, but Meta has not delivered marketing templates to US numbers since 1 April 2025, so in practice you only pay it for Canadian numbers. A Houston dental clinic sending 2,500 reminders and 1,800 replies pays Meta about $11.22 a month. Your provider's fee sits on top. QuickWA starts at $5/month, adds 0% markup, and Meta bills you directly.

Meta's North America rates, effective 1 October 2026

On the WhatsApp Business Platform you pay Meta for each delivered template message and, since October, for service replies above a free allowance. Two things set the price: the template category and the country code of the person who receives the message. Where your company is incorporated does not matter. A Delaware LLC messaging a +52 customer in Monterrey pays Meta's Mexico rate; a company in Bogotá messaging a +1 customer in Queens pays the North America rate below.

CategoryMeta rate (USD, per delivered message)Delivered to US numbers today?Typical US use
Marketing$0.025No (paused since 1 April 2025; Canadian numbers are still delivered and billed)Promotions, product launches, win-back offers, newsletters
Utility$0.0034YesAppointment reminders, order and shipping updates, payment receipts, showing confirmations
Authentication$0.0034YesOne-time passcodes for logins, sign-ups and checkout
Service$0.0034 after 1,000 free per number per monthYesFree-form replies while a customer-service window is open

These figures come from Meta's own USD rate-card file, "Cost per message in USD on the WhatsApp Business Platform, effective October 1, 2026", where the US and Canada share one row called North America. Messages your customers send you are free. So is everything inside the free entry-point window that opens when someone taps a Click-to-WhatsApp ad on Facebook or Instagram: Meta's pricing page says that window "may remain open for up to 7 days" and that while it is open, Meta does not charge for marketing, utility, authentication or service messages.

Put in perspective, the US utility rate is one of the lowest on the card. A UK utility message costs $0.022 and a German one $0.055 on the same USD card, so a US reminder costs about one-sixth of a British one (our arithmetic: 0.0034 ÷ 0.022 = 0.155). Meta's pricing changelog also lists North America among the markets whose utility and authentication rates went down on 1 January 2026.

Why the $0.025 marketing rate barely applies in the US

Meta's marketing-messages documentation states: "Starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States", with error code 131049, and says the restriction is "in place across all Business Messaging APIs", including the Cloud API. Meta has published no end date. Meta bills per delivered message, so a blocked marketing template is not charged by Meta, but it also does nothing for your business. The $0.025 line matters for two groups only: US businesses with Canadian customers, and anyone budgeting for the day the pause ends. Everything about the pause, including what still works and how to check whether you are affected, is in our guide to WhatsApp marketing messages to US numbers.

What changed on 1 October 2026

  • Service messages are charged again after the first 1,000 delivered per business phone number per month. Meta's page says the free tier resets monthly and does not roll over. In the US that means $0.0034 for the 1,001st reply and every reply after it.
  • Utility templates sent inside an open customer-service window are charged. Meta says these were previously free; the pricing type in your status webhooks changes from "free_customer_service" to "regular".
  • No payment method, no replies. Meta warned that if a business had no payment method on file by 30 September 2026, it would stop delivering service messages once they became charged. If your US replies stopped going out in October, check the payment settings of your WhatsApp Business Account in Meta Business Suite first.

Inbound messages and the Click-to-WhatsApp window stay free, and the North America rates themselves did not move in October. For a typical US business that mostly sends utility messages and replies, the change adds cents or a few dollars a month.

Volume tiers for utility and authentication

Meta lowers utility and authentication rates as monthly volume grows. Only charged messages count towards a tier, volumes are aggregated across the business portfolio for each market and category, and the count resets every month. The North America tiers from Meta's volume-tier file:

Utility messages per monthUtility rateAuthentication messages per monthAuthentication ratevs. list rate
0 – 80,000$0.00340 – 100,000$0.0034List rate
80,001 – 750,000$0.0032100,001 – 500,000$0.0032−5%
750,001 – 2,250,000$0.0031500,001 – 2,000,000$0.0031−10%
2,250,001 – 3,000,000$0.00292,000,001 – 5,000,000$0.0029−15%
3,000,001 – 6,000,000$0.00275,000,001 – 10,000,000$0.0027−20%
6,000,001 and above$0.002610,000,001 and above$0.0026−25%

Small businesses will almost always pay the list rate: 80,000 utility messages a month is about 2,600 a day.

Three US monthly budgets, worked out

These are illustrative volumes, not benchmarks. Every line shows its arithmetic so you can replace our numbers with yours. Service replies are billed only above the free 1,000 per number. Rates for non-US recipients come from the same Meta USD rate card.

BusinessMarketingUtility and authenticationService repliesMeta's monthly total
Family dental clinic, Houston, Texas (1 number)None (US patients cannot receive marketing templates)2,500 appointment reminders × $0.0034 = $8.501,800 sent, 800 billed × $0.0034 = $2.72$11.22
Real estate brokerage, Brickell, Miami (2 numbers: sales and rentals)New-listing alerts to opted-in buyers abroad: 1,000 in Colombia × $0.0125 = $12.50; 800 in Mexico × $0.0397 = $31.76; 500 in Brazil × $0.0625 = $31.25. Subtotal $75.511,500 showing confirmations × $0.0034 = $5.106,500 sent, 4,500 billed × $0.0034 = $15.30$95.91
Shopify apparel brand, Los Angeles, shipping to the US and Canada (1 number)2,500 promotions to opted-in Canadian customers × $0.025 = $62.5020,000 order and shipping updates × $0.0034 = $68.00; 3,000 login codes × $0.0034 = $10.204,000 sent, 3,000 billed × $0.0034 = $10.20$150.90

How the brokerage's service line works: the sales number sends 3,000 replies (2,000 billed) and the rentals number 3,500 (2,500 billed). Each number has its own 1,000 free, so 4,500 are billed in total.

What the three examples show

The clinic is the typical US case. Its whole Meta bill is reminders and replies, and it comes to about the price of a lunch. A single no-show on a crown appointment costs the practice more than a year of WhatsApp fees. October's change added $2.72. Note what the clinic is not doing: sending "20% off teeth whitening" to US patients, because Meta would not deliver it. (Clinics should also read our note on WhatsApp and HIPAA; keep reminders content-light.)

The brokerage spends most of its money on marketing, but all of it goes to buyers outside the US, which the pause does not touch. Miami's foreign-buyer market makes this realistic: Miami Realtors' 2025 international report found that 69% of its global buyers resided abroad, led by Colombia and Argentina. Notice how much the destination matters: an alert to Bogotá costs $0.0125, one to São Paulo $0.0625, five times as much. Its 6,500 replies are a reminder that a conversation business now pays something for every chat beyond the free allowance, about 8.5 cents for a 25-message showing negotiation (25 × $0.0034 = $0.085).

The Shopify brand is utility-led: 23,000 order updates and login codes make up just over half of its bill ($78.20 ÷ $150.90 = 0.518). Its only marketing goes to Canadian customers, who are billed at the same North America rate of $0.025. Abandoned-cart nudges and promotions for its US customers have to run on email or SMS while the pause lasts; our WhatsApp vs SMS (10DLC) guide compares the two channels.

What providers add on top of Meta

Meta's fee is the same whichever official provider you use, because every provider sends through the same WhatsApp Business Platform. What differs is everything around it. These examples are taken from each provider's own pricing page, checked on 26 October 2026:

  • Per-message platform fees. Twilio's WhatsApp pricing page states that its "per-message fee for WhatsApp is $0.005, inbound or outbound", plus $0.001 for each message that ends in a failed status, on top of the Meta fee it passes through. Bird charges a $0.0050 processing fee on every outbound message and shows a US total of $0.0084 for a utility, authentication or service message. Gupshup's self-serve plan lists $0.001 per message. On a US utility message, Twilio's fee is larger than Meta's own: $0.005 against $0.0034, or 147% on top (our arithmetic: 0.005 ÷ 0.0034 = 1.47).
  • Seat-based plans. respond.io's Starter plan is $79 a month billed yearly ($99 month to month) with 5 users and extra users at $12 a month; its FAQ says "WhatsApp fees are not included in any respond.io subscription" and that you top up WhatsApp credit on its platform. SleekFlow's Essential plan is US$49 a month billed yearly (US$588) with 3 seats, extra seats at US$15, and a WhatsApp Business API number hosting fee of US$15 a month. HubSpot puts WhatsApp in Service Hub Professional at $100 per seat a month (monthly billing) with a required $1,500 onboarding fee.
  • Published markups. Zoko's pricing page lists a markup of $0.015 per conversation on its Starter plan ($49.99 a month). Most providers do not state a markup; where they bill messages from their own rate card, ask for their US rate in writing and compare it with Meta's $0.0034.

What per-message fees do to a real US budget

Take the Los Angeles brand above. It sends 29,500 outbound messages a month (20,000 + 3,000 + 4,000 + 2,500). At $0.005 each, Twilio's or Bird's platform fee is $147.50 a month, about as much as the brand's entire Meta bill of $150.90. On Twilio, inbound messages are charged too, so 5,000 customer messages would add another $25.00 (our arithmetic: 29,500 × 0.005 = 147.50; 5,000 × 0.005 = 25.00). Gupshup's $0.001 would come to $29.50 on the outbound volume. Our Twilio alternatives guide runs the same sums at 1,000, 10,000 and 50,000 messages, and the US provider comparison lines up plans side by side.

How QuickWA charges US businesses

  • Plans start at $5/month, billed in US dollars, monthly or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel, and every plan, feature and message limit is shown after sign-up.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta. Meta invoices you directly at the rates in this article. QuickWA has no message wallet, credits or top-ups, and charges no per-message fee.
  • No per-seat fees and no setup fee. Front desk, leasing agents and customer-care staff share one inbox, including from the Android app.
  • AI, automation, calling and integrations are included from Pro, among them Shopify and WooCommerce order updates, Stripe payment links, HubSpot, Zoho CRM, Calendly, Cal.com and Zapier.
  • USA numbers. Inside the app you can search for and buy USA phone numbers, each a separate monthly subscription, and read their incoming SMS (such as verification codes) in a dedicated SMS inbox. One USA number is included on eligible paid plans while you are subscribed. The numbers receive SMS only; they do not send it. You can use one to register on the WhatsApp Business Platform, but Meta decides whether a number is accepted, so nobody can promise that registration will succeed.

For the clinic above, that means a total from about $16.22 a month ($5 + $11.22). More on what is included is on our USA page; for how direct Meta billing looks on an invoice, see no-markup WhatsApp Cloud API fees explained.

Six ways to keep your US WhatsApp bill low

  1. Keep utility templates purely transactional. "Your cleaning is Thursday at 2pm" is utility at $0.0034. Add "and get 15% off whitening" and Meta can recategorize the template as marketing, which for US recipients means it is no longer delivered at all, not just more expensive.
  2. Answer inside the customer-service window. A reply to someone who wrote in is a service message: 1,000 free per number each month, then $0.0034. Sending a template to answer a question costs at least as much and adds friction.
  3. Use Click-to-WhatsApp ads to start conversations. Inside the free entry-point window, which Meta says can stay open for up to 7 days, Meta charges nothing for any category. In the US this is also the main way to start a sales conversation now that cold marketing templates are blocked.
  4. Price your international lists by country. Marketing to buyers abroad is allowed, and costs vary widely: $0.0118 in India and $0.0125 in Colombia against $0.0625 in Brazil and $0.0635 in the UK.
  5. Add a payment method. Without one, Meta stops service messages once you pass the free tier. A missing card can look like a broken integration.
  6. Compare total cost per message, not plan prices. A $0 plan with a $0.005 fee per message costs more than a flat-fee inbox once you pass about 1,000 messages a month (our arithmetic: 1,000 × $0.005 = $5).

Frequently asked questions

How much does the WhatsApp Business API cost per message in the US? +

From 1 October 2026 Meta charges $0.0034 per delivered utility, authentication or service message to a US (+1) number, with the first 1,000 service messages per business number each month free. The marketing rate is $0.025, but Meta has not delivered marketing templates to US numbers since 1 April 2025.

Does Meta charge a monthly fee for the WhatsApp Business API? +

No. Meta charges only per delivered message, by category and by the recipient's country code. Any monthly fee comes from your provider's plan.

Are WhatsApp replies to US customers still free? +

Partly. Since 1 October 2026 each business phone number gets 1,000 free service messages a month, with no rollover; after that each reply to a US number costs $0.0034. Messages customers send you are always free, and so are messages inside a Click-to-WhatsApp ad's free entry-point window.

Do I pay for WhatsApp marketing messages that fail to US numbers? +

Meta bills per delivered message, so a marketing template blocked with error 131049 is not charged by Meta. Some providers charge their own fee on failed messages; Twilio, for example, lists $0.001 per failed message.

What is the cheapest way to run the WhatsApp Business API in the US? +

Pay Meta's rates directly and choose a flat-fee platform without per-message or per-seat charges. QuickWA starts at $5/month with 0% markup on Meta's fees and no per-seat or setup fees; Twilio, Bird and Gupshup have no monthly fee but add $0.005, $0.005 and $0.001 per message respectively.

Is Canada priced the same as the US on WhatsApp? +

Yes. Meta's rate card groups the US and Canada as North America, at $0.025 for marketing and $0.0034 for utility, authentication and service messages. The difference is delivery: marketing templates reach Canadian numbers but not US numbers.
