How to Get the WhatsApp Business API in the USA: Documents, Verification, Your +1 Number and First Templates

What an LLC, corporation or sole proprietor needs, the order to do things in, and the one US rule that changes what you should build first.

Short answer: you need a Meta business portfolio, a +1 number that can receive an SMS or voice call, and a website on your own domain. You can connect and send your first messages the same day. For Meta business verification, a US company normally uses its formation document from the Secretary of State (articles of incorporation or organization) or an IRS EIN letter (the CP 575 notice or Letter 147C), with the legal name typed exactly as it appears there. A newly created portfolio can start conversations with 250 unique customers per 24 hours, and verification is one of three routes to 2,000. Build utility templates first: since 1 April 2025 Meta does not deliver marketing templates to US WhatsApp users, so order, appointment and payment messages, replies and Click-to-WhatsApp ad conversations are what work for US customers.

Before you start: the checklist

  • Your exact legal name and address, as they appear on your state filing or IRS letter. "Acme Plumbing, LLC" is not the same as "Acme Plumbing".
  • A Meta business portfolio (formerly Business Manager) in the company's name, with at least two admins. If the only admin leaves, you can lose access to the number and its history.
  • A website on your own domain that shows the legal name or DBA, ideally in the footer with an address. 360dialog, a Meta solution provider, lists "the legal business name not being present or visible on the business website" among common rejection causes.
  • A US number you control that is not on the consumer WhatsApp app. A WhatsApp Business app number can join through Coexistence.
  • A card for Meta's message fees, in USD. Meta bills your WhatsApp Business Account directly, and the currency cannot be changed after the account is created.

Step 1: get your documents in order

Meta's business verification checks that the business exists and that the name, address or phone number you enter match an official record. For the United States, 360dialog's verification guide lists: articles of incorporation, business bank statement, business license, EIN, the IRS EIN assignment letter, IRS Letter 147C (EIN confirmation) and a taxpayer identification number. Which one is strongest depends on how your business is set up.

Your businessStrongest documentsWhere they come fromWatch out for
LLCArticles of organization (called a certificate of formation in some states); IRS EIN letterYour state's Secretary of State; the IRSInclude "LLC" or "L.L.C." exactly as filed
Corporation (Inc., Corp.)Articles or certificate of incorporation; IRS EIN letterSecretary of State; the IRSAfter a name change, use the amendment, not the original filing
Sole proprietorBusiness license; DBA (assumed or fictitious name) filing; business bank statement; EIN letter if you have oneCity or county; county clerk or state; your bank; the IRSNo state entity exists, so the name on the license or DBA is your legal name for Meta

Any of the above, for address or phoneBusiness bank statement or another official document with the addressYour bankRecent, complete, legible, in the business name

The IRS EIN letter: CP 575 or 147C

When the IRS assigns an EIN it sends a CP 575 notice, and it does so once. The IRS says the original CP575A to J notices "cannot be duplicated or recreated". There are two ways to replace a lost one. The IRS now offers a digital CP575 through your Business Tax Account, which "can be used as a substitute for the original CP575A-J notice series" and Letter 147C, and which the IRS says banks and other institutions accept as written confirmation of an EIN. The other is Letter 147C, the IRS's "EIN previously assigned" letter, which a person authorized for the business can request from the IRS. Whichever you use, the legal name and address on it should be the ones you type into Meta.

Common reasons US verifications fail

  • A brand name or DBA typed where the legal entity name was expected, or the reverse.
  • A registered-agent address on the articles while Meta has your shop address. Upload a bank statement that shows the trading address, or enter the address on the document.
  • A website that never mentions the legal name, or a free email address on a different domain.
  • Cropped, expired or unreadable scans. 360dialog notes documents must be "official, valid, and not expired".

Step 2: create the WhatsApp Business Account

The quickest route is Meta's embedded signup, opened from your provider's dashboard. In QuickWA it sits under Settings: log in with Facebook, choose or create the business portfolio, create the WhatsApp Business Account, add your number and confirm it with a code. The account belongs to your portfolio, not to the provider, so the number, templates and quality history stay yours if you change platforms. Then add a payment method in Meta Business Suite. Since 1 October 2026 Meta charges for service replies beyond 1,000 free per number per month, and it stops service messages beyond that allowance if no payment method is on file.

Step 3: choose your +1 number

Meta accepts numbers with a country and area code that can receive an SMS or a voice call; short codes are not supported. Mobile numbers can use SMS or voice; for landlines and toll-free numbers Meta marks SMS "not recommended", so use voice and switch off IVR menus and call forwarding while you verify. VoIP numbers work if the provider accepts international SMS or calls. A new portfolio can register two numbers at first and 20 after verification or the 2,000 limit. Registration asks you to set a 6-digit PIN and is limited to 10 attempts per number in 72 hours. All of this is covered in detail in which US phone number to use for WhatsApp Business.

If you have no spare line, QuickWA lets you buy USA numbers inside the app and read their incoming SMS, such as a verification code, in a dedicated SMS inbox. One USA number is included on eligible paid plans while subscribed. These numbers are receive-only for SMS, and Meta decides whether a number registers, so a successful registration cannot be promised.

Coexistence: keep your WhatsApp Business app number

If your team already answers customers in the WhatsApp Business app, Coexistence connects the same number to the platform while the app keeps working. Meta requires app version 2.24.17 or later. Some app features stop on that number, including broadcast lists (existing ones become read-only), voice and video calls, catalog, greeting and away messages, quick replies and labels; QuickWA's inbox provides equivalents. Setup is done on a computer with the phone in hand, because Meta shows a QR code to scan.

Step 4: pick a display name that will pass

The display name is what customers see at the top of the chat. You enter it when registering the number, and Meta reviews it against its display name guidelines; according to Meta's documentation that review runs automatically when you reach a higher messaging limit, and a rejected name can be edited or appealed. You can change the name up to 10 times in a 30-day period. Names that pass match your website and storefront: "Desert Bloom Dental", "Riverside Auto Group". Names that tend to fail are generic or geographic only ("Phoenix Dentist"), slogans or offers ("Best Tacos in Austin, 2 for 1"), or a person's name with no visible link to the business. If you trade under a DBA, make sure the DBA appears on your site.

Step 5: verify the business

You do not need verification to start. It matters when you outgrow 250 unique customers a day, need more than two numbers, or want your display name settled. Start it in Meta Business Suite's business settings, enter the legal name, address, phone and website exactly as on your document, upload one document, and complete any confirmation step Meta asks for, such as an email, phone or domain check. If it fails, change one thing at a time so you learn which detail was wrong.

Step 6: understand your messaging limits

The messaging limit is the number of unique customers you can deliver messages to outside open customer-service windows in a moving 24-hour period. Meta sets it for the business portfolio, and every number in the portfolio shares it. Replies to customers who wrote first do not count.

LevelUnique customers per 24 hoursHow you get there
Start250Every newly created business portfolio
22,000Any one of: verify your business; have the partner who onboarded you verify it; or deliver 2,000 messages outside service windows to unique numbers within 30 days using high-quality templates
310,000Automatic within 6 hours if quality is high and you used at least half your current limit in the last 7 days
4100,000Same rule
5UnlimitedSame rule

An established portfolio that already sends at a higher level shares that level with new numbers, so check WhatsApp Manager rather than assuming 250. A store planning Black Friday order updates should start sending wanted utility messages weeks earlier, because levels only rise with use.

Step 7: submit your first templates (utility first)

Outside the 24-hour customer-service window, every message you start must be an approved template. For US customers choose English (US), code en_US. For Spanish-speaking customers, note that Meta's language list has no US Spanish code; it offers es plus regional codes such as es_MX, so most US businesses file Spanish templates under es.

Why utility first: Meta's marketing messages documentation states that "starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States" (error 131049), and no end date has been announced. Marketing templates are still worth having for customers outside the US, but in the US your first wins come from these:

Utility: order shipped (online store)

Hi {{1}}, your order {{2}} has shipped with {{3}} and should arrive by {{4}}. Track it here: {{5}}. Reply to this message if anything looks wrong.

Utility: appointment reminder (clinic, salon, auto shop)

Hi {{1}}, this is a reminder of your appointment at {{2}} on {{3}} at {{4}}. Tap Confirm, or Reschedule if you need a different time.

Utility in Spanish (es)

Hola {{1}}, tu pedido {{2}} ya va en camino con {{3}} y debería llegar el {{4}}. Puedes seguirlo aquí: {{5}}. Si algo no está bien, responde a este mensaje.

Authentication

If you send login or checkout codes, use Meta's authentication template with a copy-code button. In North America utility and authentication templates both cost $0.0034 per delivered message from 1 October 2026; marketing is $0.025, billable in practice only for Canadian numbers while the US pause lasts.

Keep utility templates utility

Meta's template guidelines say a utility template must be "non-promotional", and an order update that includes a promotion is treated as marketing. Meta runs a recurring process to recategorize approved templates, normally with a day's notice, instantly for businesses warned about misuse. A shipping update with "use code SAVE10 on your next order" stops being a utility template, and in the US that means it stops being delivered.

In short, for US recipients:

  • Utility: delivered. Order, shipping, appointment, payment and account updates.
  • Authentication: delivered. One-time passcodes.
  • Service (free-form replies): delivered inside the 24-hour window; the first 1,000 a month per number are free.
  • Marketing: not delivered (error 131049). Still delivered to customers in Canada, Latin America, Europe or Asia.

The other channel that works for US customers is the Click-to-WhatsApp ad: a Facebook or Instagram ad that opens a chat, with a free entry-point window that Meta says can stay open for up to 7 days.

Quality rating and staying healthy

Meta rates each number on how people react. Blocks and reports lower it, and only high-quality senders move up the levels. Collect opt-in that names your business and says the person will receive messages from you, as Meta's opt-in policy requires, keep a record of when and how each customer agreed, and stop as soon as someone asks. Whether US telemarketing law reaches WhatsApp is unsettled, so the safe standard is the same consent you would collect for SMS. Our US marketing rules guide covers TCPA, state laws and quiet hours; this article is not legal advice.

Your first week

  1. Day 1: connect the number, add a USD payment method, submit three en_US utility templates and one in Spanish if you serve Spanish speakers.
  2. Day 2: start business verification with your articles or EIN letter. Import only customers who opted in, with the date and source of consent.
  3. Day 3: connect your store or booking tool. QuickWA integrates with Shopify, WooCommerce, Stripe payment links, Calendly, Cal.com, HubSpot and others, so order and appointment messages send themselves.
  4. Day 4: set a sending window in Settings if you schedule broadcasts (it is off until you switch it on), and turn on an after-hours bot reply for common questions.
  5. Day 5 onwards: launch a small Click-to-WhatsApp ad and answer every chat from the shared inbox.

QuickWA plans start at $5/month, with no setup fee and no per-seat fees, and Meta bills message fees to your own account at 0% markup. See the QuickWA USA page, and our US pricing guide for what messages will cost.

Frequently asked questions

What documents do I need for Meta business verification in the US? +

Usually your formation document from the Secretary of State (articles of incorporation or organization) or an IRS EIN letter, either the CP 575 notice or Letter 147C. Sole proprietors can use a business license, a DBA filing or a business bank statement. The legal name in Meta must match the document exactly.

I lost my CP 575. Can I still verify my business? +

Yes. The IRS offers a digital CP575 through your Business Tax Account that it says can substitute for the original notice and for Letter 147C, or you can request Letter 147C from the IRS. A business bank statement or your state filing also works for Meta.

Can a sole proprietor get the WhatsApp Business API in the US? +

Yes. You do not need an LLC. Connect first, then verify with a business license, DBA filing, business bank statement or an EIN letter in the name you trade under.

Do I need to verify my business before using the WhatsApp API? +

No. You can connect and message the same day. A newly created portfolio can start conversations with 250 unique customers per 24 hours, and verification is one of three ways to reach 2,000.

Which template language code should I use for US customers? +

Use en_US for English. Meta has no US Spanish code, so file Spanish templates under es, or a regional code such as es_MX if that matches your customers.

Can I send marketing templates once my US account is set up? +

Not to US numbers: Meta has not delivered marketing templates to US WhatsApp users since 1 April 2025. Utility, authentication, service replies and Click-to-WhatsApp ad conversations are delivered, and marketing still works for customers outside the US.
