Which US Phone Number Should You Use for the WhatsApp Business API? Mobile, Landline, Toll-Free or Virtual
Meta's actual number rules, how the verification code reaches each type of line, and the mistakes that leave a US business without its number.
Short answer: almost any US number with a +1 country code and an area code can be used on the WhatsApp Business Platform, as long as it can receive an SMS or a voice call for Meta's one-time code and is not already active on the ordinary WhatsApp app. Mobile numbers work with SMS or voice; landlines and toll-free numbers should use voice verification with call forwarding and IVR menus switched off; VoIP and virtual numbers work if the provider accepts international calls or SMS. Short codes are not accepted. A new business portfolio can register two numbers at first. Meta decides every registration, so no number type is certain to pass. One more US-specific fact shapes what the number is for: since 1 April 2025 Meta does not deliver marketing templates to US WhatsApp users, so a US number is a service, update and sales-conversation line, not a promo blaster.
What Meta actually requires
Meta's business phone number documentation is shorter than most vendor guides suggest. An eligible number must:
- have a country and area code. For the US that means +1 followed by a 10-digit number. Short codes (the 5 or 6 digit numbers used for SMS campaigns) are not supported;
- be able to receive voice calls or SMS, because Meta verifies the number with a code sent by SMS or a voice call;
- not be in use on WhatsApp Messenger. Meta says numbers already in use with WhatsApp "cannot be registered unless they are deleted first". A number registered on the platform can still make ordinary calls and texts, but cannot be used with the consumer WhatsApp app.
Registration then has two more steps that people trip over. You must set a 6-digit two-step verification PIN, which Meta asks for again if you ever change the PIN or delete the number, and which cannot be switched off through the API. And Meta limits the register call to 10 requests per number in a 72-hour moving window; go over it and you get error 133016 and wait 72 hours. Pressing "activate" again and again makes things worse, not better.
Finally, the cap. "New business portfolios are initially capped at two registered business phone numbers," and Meta raises it to 20 automatically once the business is verified or reaches the 2,000 messaging limit. Plan your first two numbers carefully: a test number you forget about still uses a slot, and Meta will not let you delete a number that sent paid messages in the last 30 days.
Your options for a US number
There are five realistic routes. Each one can work; each has a typical way of going wrong.
| Option | How Meta's code reaches it | Good for | Watch out for |
|---|---|---|---|
| Your existing business mobile | SMS or voice (Meta's recommended type) | A number customers already know from your van, receipts and Google profile | It must leave the consumer WhatsApp app; if it is on the WhatsApp Business app, use Coexistence instead |
| A second carrier line or SIM | SMS or voice | A clean number used only for the platform | Prepaid lines that lapse can be disconnected and later reassigned to someone else |
| Office landline (geographic) | Voice; SMS "not recommended" | Clinics, law firms, dealerships with a published main line | Call forwarding, hunt groups and IVR menus must be off while you verify |
| Toll-free (800, 888, 877, 866, 855, 844, 833) | Voice; SMS "not recommended" | National brands that already advertise a toll-free line | Many toll-free lines sit behind an IVR or block international callers, which stops Meta's call |
| VoIP or virtual number | SMS or voice, if the provider supports it | A separate number per brand, location or client without buying SIMs | The provider must accept international SMS or calls; some virtual numbers are refused at registration |
Your existing mobile
This is the easiest technically and the best commercially, because the number is already printed everywhere. The catch is the app. If the number runs the consumer WhatsApp app, you have to delete that WhatsApp account first, and the person who uses it loses it as a personal chat number. If it runs the WhatsApp Business app, you do not have to give the app up: Meta's Coexistence onboarding connects the same number to the platform while the phone app keeps working, with some app features (such as broadcast lists) limited. Meta's current Coexistence onboarding page lists no US restriction, but check the screen during setup. Our Coexistence guide walks through the steps; it is written for another market, but the screens are the same.
Landlines and toll-free numbers
Meta's own table marks SMS verification as "not recommended" for both fixed lines and freephone numbers, and voice as standard. In practice that means choosing voice call when you request the code and making sure a human, or at least a phone that rings, answers. Meta is explicit that "a WhatsApp registration call cannot navigate an IVR", and that numbers behind an IVR must be able to accept calls from international numbers. The practical fix for a dealership or clinic main line is to take the line off the auto-attendant for ten minutes, request the voice code, read it, and switch the menu back on. After registration the number no longer needs to receive anything from Meta, so your phone system can go back to normal.
Toll-free has a second trap. Some toll-free services are configured to reject calls originating outside North America, and Meta's verification call does not come from a US number. If the code never arrives, ask your telecom provider whether international inbound is blocked.
VoIP and virtual numbers
Meta allows them. Its table describes VoIP as "internet telephony, not tied to a physical line" and tells you to "confirm that the VoIP provider supports international SMS/calls for OTPs." That single sentence is the whole test. Many cloud phone systems, CPaaS providers and virtual-number services can receive SMS and calls from abroad; some cannot, and some consumer apps restrict business use in their own terms. A virtual number is also the one type where Meta most often declines registration without much explanation, which is why nobody can honestly promise you that a particular virtual number will register.
If you already use a CPaaS provider, its numbers are a reasonable option. Twilio, for example, lists a US long code at $1.15 per month on its SMS pricing page (checked 26 October 2026); you then point the number's incoming SMS somewhere you can read it during verification.
QuickWA's USA numbers and SMS inbox
Because getting the code is where most US setups stall, QuickWA lets a business search for and buy USA phone numbers inside the app, then read every incoming SMS to those numbers in a dedicated SMS inbox, which is where a WhatsApp verification code lands. What you should know before relying on it:
- One USA number is included on eligible paid plans while you stay subscribed. Further numbers are each a separate monthly subscription; the plan details are shown after sign-up.
- The numbers are receive-only for SMS. They are not an outbound SMS or 10DLC texting service, so you cannot run SMS campaigns from them.
- You can use the number to register on the WhatsApp Business Platform, but Meta may still refuse the registration. Meta decides, and virtual numbers depend on Meta accepting them and on the SMS code arriving.
- The SMS inbox is useful beyond WhatsApp: any service that texts a US verification code to the number shows up there.
When it suits you: an agency running several client brands, an overseas founder with a US company but no US SIM, or a business that does not want its owner's personal mobile tied to the platform. When it does not: if your customers already know a number, migrating that number (or using Coexistence) keeps the trust you have built, and that is usually worth more than a fresh line. QuickWA plans start at $5/month with no setup fee and no per-seat fees; see the QuickWA USA page for what is included.
Getting the code: step by step
- Prepare the line. Turn off call forwarding, voicemail-to-email-only rules, IVR menus and international-call blocking. Make sure the number is not on the consumer WhatsApp app.
- Start embedded signup from your provider's dashboard (in QuickWA it is under Settings). Enter the number in international format: +1 212 555 0143, never with a leading 1 twice and never with dashes in the wrong place.
- Pick the method. SMS for mobiles and virtual numbers that receive SMS; voice for landlines and toll-free lines.
- Enter the code once. If it fails, wait a few minutes before requesting another; repeated requests count toward Meta's limits.
- Set the 6-digit PIN and store it with your other business credentials. Losing it does not lose the number, but it makes moving or re-registering it slower.
- Enter a display name that matches your website and legal or trade name (see below).
Display names on a US number
You must provide display name information when registering the number. Meta reviews names against its display name guidelines; according to Meta's documentation the full check is triggered automatically when the business reaches a higher messaging limit, and a rejected name can be edited or appealed. You can change a display name up to 10 times in a 30-day period. The names that pass are the ones customers already recognize: "Lone Star Plumbing", not "Houston Plumber 24/7"; "Bayview Dental", not "Best Dentist SF". If you use a DBA, make sure the DBA appears on your website.
What you will (and will not) use the number for
Choosing a number is half the decision; the other half is knowing what a US number can carry. Meta's marketing messages documentation states that "starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States" (error 131049), with no end date announced. The pause follows the recipient's number, so your US number can still send marketing templates to customers in Mexico, Canada, India or Europe. For US recipients, this is what still works:
| Use | Delivered to US numbers? | Meta's North America rate (from 1 Oct 2026) |
|---|---|---|
| Replies inside the 24-hour customer-service window | Yes | Service: first 1,000 per number per month free, then $0.0034 |
| Utility templates (orders, appointments, shipping, payments) | Yes | $0.0034 |
| Authentication templates (one-time codes) | Yes | $0.0034 |
| Conversations started from Click-to-WhatsApp ads | Yes | Free entry-point window, open for up to 7 days |
| Marketing templates | No, error 131049 | $0.025, billable in practice only to Canadian numbers in this region |
Messages customers send you are free. For budgets, see our US pricing guide; for the pause itself, can you send WhatsApp marketing messages to US numbers?
Pitfalls that cost businesses their number
- Letting the line lapse. If a prepaid SIM or virtual number is cancelled, the carrier can eventually give it to someone else, who could then try to register it. Keep the subscription running for as long as the WhatsApp number matters to you.
- Registering the owner's personal mobile. When that person leaves, the business number leaves with them. Use a line the company controls and add a second admin to the business portfolio.
- Hammering "send code". Ten register attempts in 72 hours triggers a 72-hour block (error 133016). Fix the line first, then retry.
- An IVR you forgot about. Meta's call cannot press 1. Bypass the menu during verification.
- Using a test number as a real one. It occupies one of your two initial slots and cannot be deleted for 30 days after paid messages.
- Expecting promos to US customers. Pick the number for service and sales conversations, and keep SMS for US promotions. Our WhatsApp vs SMS (10DLC) guide covers how the two fit together.
Quick troubleshooting
| Symptom | Most likely cause | What to do |
|---|---|---|
| SMS code never arrives on a landline or toll-free | The line cannot receive SMS | Request a voice call instead |
| Voice call never rings | International inbound blocked, call forwarding or IVR | Ask the provider to allow international calls; disable forwarding and menus |
| "Number already in use" | Still registered on the WhatsApp app | Delete that WhatsApp account, or use Coexistence for a Business app number |
| Error 133016 | More than 10 register requests in 72 hours | Wait the full 72 hours; do not retry |
| Cannot add a third number | The initial 2-number cap | Verify the business or reach the 2,000 messaging limit |

Frequently asked questions
Can I use a virtual number for the WhatsApp Business API in the US? +
Yes, Meta allows VoIP and virtual numbers if the provider can receive international SMS or calls for the verification code. Meta still decides each registration, and virtual numbers are the type most often refused, so no provider can promise one will register.
Can I use a toll-free 800 number for WhatsApp Business? +
Often, yes. Request the code by voice call rather than SMS, switch off any IVR menu and call forwarding while verifying, and make sure the line accepts calls from international numbers, because Meta's verification call does not come from a US number.
Can I use my business landline for the WhatsApp Business API? +
Yes. Meta marks SMS as not recommended for landlines, so choose voice verification and answer the call yourself. Once the number is registered, the landline keeps working for normal calls.
How many phone numbers can a new business register on WhatsApp? +
Two at first. Meta raises the cap to 20 automatically once your business is verified or reaches the 2,000 messaging limit.
Does QuickWA give me a US number for WhatsApp? +
QuickWA lets you buy USA numbers in the app and read their incoming SMS, such as verification codes, in an SMS inbox. One USA number is included on eligible paid plans while subscribed. The numbers are receive-only for SMS, and Meta decides whether any number registers on WhatsApp, so a successful registration cannot be promised.
Can a US WhatsApp number send marketing messages? +
Yes, but only to customers outside the US. Since 1 April 2025 Meta does not deliver marketing templates to US WhatsApp users, while utility, authentication, service replies and Click-to-WhatsApp ad conversations are still delivered.
