WhatsApp for Education in Oman (2026): Schools, Universities and Training Institutes

Parents in Oman already expect the school to reach them on WhatsApp. The question is whether it happens from teachers' personal phones and class groups, or from one official number with records, consent and the right tone for results day.

Short answer: Omani schools, colleges and institutes should run parent and student messaging from one official WhatsApp number on the Business Platform, not from staff phones. Use utility templates for absence and bus alerts, fee reminders and admission updates ($0.0247, about OMR 0.0095 each to a +968 number since 1 October 2026), keep marketing such as open days and new courses ($0.0341, about OMR 0.0131) for families who opted in, and message parents or guardians, not children: Oman's PDPL requires a guardian's approval to process a child's personal data, unless it is in the child's best interests. A 900-pupil private school in Muscat pays Meta about $227 (OMR 87) a month. Note that since Royal Decree 14/2026 of January 2026, school and higher education sit under a single Ministry of Education.

Oman's education sector in 2026

One ministry since January 2026

On 12 January 2026 His Majesty issued a set of Royal Decrees that reshaped the sector. Royal Decree 14/2026 merged the Ministry of Education and the Ministry of Higher Education, Research and Innovation into one ministry, the Ministry of Education, and transferred both ministries' allocations, rights, obligations and assets to it. Royal Decree 11/2026 established a separate Research and Innovation Authority, and Royal Decree 12/2026 renamed the Oman Authority for Academic Accreditation and Quality Assurance of Education, now the Oman Authority for Quality Assurance of Education. If your templates, website or admissions material still name the Ministry of Higher Education, Research and Innovation, update them.

Two things stand out for messaging. Private education is large and growing, and private schools compete for families, so the speed and tone of admissions replies matter. And higher education admissions run through a national centre on fixed dates, so colleges get bursts of enquiries around each round.

Schools: the messages parents actually want

Admissions enquiries

A family moving to Muscat or Sohar will message three or four schools in the same evening. They ask about fees, curriculum, available places for a given grade, the bus route to Al Mawaleh or Bausher, and when they can visit. Answer with the fee schedule and a booking link for a school tour in one message. A reply inside the 24-hour window is a service message, free for the first 1,000 per number each month, then $0.0247. If the family found you through a Click-to-WhatsApp ad on their phone, Meta's free entry-point window can stay open for up to 7 days.

Absence alerts

A short, factual note to the parent when a child is marked absent is one of the most valued messages a school sends. It is tied to the family's own enrolment, so it is a utility template. Send it to the guardian's registered number, by mid-morning, with a way to reply.

Bus and transport

Delays, route changes and early dismissal before a holiday. Send to the parents on the affected route only, not the whole school. A segment per route keeps both cost and annoyance down.

Fee reminders

A reminder of an amount due on the family's own account, with the due date and how to pay, is utility. Keep it neutral and private: never mention a child's name and an overdue amount in a message that could be seen on a shared family phone without care, and never send fee chasers to class groups. If you take payments online, send a payment link; QuickWA creates them through Stripe, PayTabs or Telr if one of those is your gateway.

Events and newsletters

Parents' evenings, sports days and the school calendar are useful to current families. Meta decides the template category; in our budgets we price general newsletters at the marketing rate to be safe. An open day aimed at prospective families is marketing and needs their consent. Back-to-school timing is covered in our Oman campaign calendar.

Exam results: etiquette that protects the school

Results day is where schools get WhatsApp wrong. A few rules:

  • Notify, do not publish. Send "Term results for {{1}} are now available in the parent portal", not the marks. Marks belong behind a login.
  • Guardian only. Send to the registered parent or guardian. Do not message pupils under 18 directly unless the family has agreed.
  • Never in a group. No results, rankings or "top students" lists in class groups. Celebrate publicly only with the family's agreement.
  • Be ready for replies. Results notices bring questions and sometimes upset parents. Staff the inbox that afternoon and pass difficult conversations to the class teacher or counsellor.
  • Timing. Send in the morning or early afternoon, not late at night, and keep to the 8 AM–9 PM window that mirrors the TRA's 2026 promotional-message hours.

Consent, children and Oman's PDPL

Oman's Personal Data Protection Law (Royal Decree 6/2022) says it is prohibited to process the personal data of a child without the approval of a guardian, unless the processing is in the child's best interests, according to Clyde & Co's summary of the law. The September 2026 amendment, Royal Decree 68/2026, added a duty to delete personal data once its purpose is fulfilled and requires explicit consent before any marketing, according to CMS. Health data, such as allergies or medical conditions, is in the category that needs a permit from the Ministry of Transport, Communications and Information Technology before processing, according to Clyde & Co.

In practice, for a school in Oman:

  • Collect the guardian's WhatsApp number at enrolment, with a clear note in Arabic and English that the school will send attendance, transport, fee and academic updates on WhatsApp.
  • Ask separately for consent to marketing, such as summer camps or a new campus, and record it.
  • Keep medical information out of WhatsApp. Ask parents to update it through the school office or portal.
  • When a pupil leaves, remove the family from broadcast segments, and delete what you no longer need.
  • Stop running school business from teachers' personal numbers and class groups. A shared inbox on the school's own number keeps records, lets a teacher hand a conversation to the office, and means messages do not leave when a teacher does.

Our Oman marketing rules guide covers consent in more depth. This is general guidance, not legal advice.

Universities and colleges

Higher education admissions in Oman run through the Higher Education Admission Centre, which in August 2026 made 33,031 first-round offers for 2026/27: 17,430 at government institutions and 14,950 through domestic scholarships and grants, according to the Oman Observer. Private universities and colleges in Muscat, Sohar, Nizwa, Sur and Salalah receive their heaviest enquiry volumes around each round.

  • Before the round: answer programme, entry requirement and fee questions fast. An AI knowledge-base bot that answers in Arabic or English from your prospectus handles most of them; see our WhatsApp chatbot guide for Oman.
  • After offers: send accepted students a utility checklist of documents, deadlines and the registration date. Do not ask for document photos in the chat; point to the upload portal.
  • Interviews and tests: confirm the slot and location, with a map pin for the campus gate.
  • During the year: registration windows, timetable changes and graduation details. Keep grade notices behind the student portal.

Adult students can consent for themselves. If you also message parents of students under 18, follow the same guardian rules as a school.

Training institutes and language centres

English, IELTS, accounting, IT and driving-theory centres live on enquiries from Click-to-WhatsApp ads and walk-ins. The journey is short: course details and dates, a taster class or placement test booked through appointment booking or Calendly, a confirmation, and a reminder the evening before. After the course, a certificate-ready message, and with consent, news of the next intake. Corporate clients booking staff training in Duqm or Sohar want a single contact on WhatsApp, so assign their conversations to one coordinator.

Arabic and English templates

Note the absence template uses the child's first name only and says "marked absent", which leaves room for a register mistake. More ready-to-submit wording is in our Arabic templates for Oman.

A month of Meta fees for three Omani education providers

Meta's USD rates for +968 numbers, per delivered message. Service replies are billed above the first 1,000 per number per month. OMR at 0.3845 per dollar, rounded. VAT and provider charges are extra.

What the numbers say

  • For the school, the cost per family is low. Spread over 900 pupils, $227.46 is about $0.25 per pupil a month.
  • Replies are the biggest line for schools and colleges. Parents ask follow-up questions. Clear templates with the answer already in them, and a knowledge-base bot for routine questions, keep this down.
  • Ads make enquiries cheaper for institutes. Conversations that start from a Click-to-WhatsApp ad on a phone run inside Meta's free entry-point window.
  • Send bus alerts by route, not to everyone. An alert to 60 parents on one route costs 60 × $0.0247 = $1.48; the same alert to 1,600 numbers costs $39.52 and annoys 1,540 families.
