WhatsApp Business API Pricing in Oman (2026): Meta's New Oman Rates and What a Month Really Costs

On 1 October 2026 Meta moved Oman out of its "Rest of Middle East" group and gave +968 numbers their own rates. Reminders and order updates got noticeably more expensive. Here is the new arithmetic.

Short answer: since 1 October 2026 Meta charges Omani (+968) numbers $0.0341 per marketing message (about OMR 0.0131) and $0.0247 per utility, authentication or service message (about OMR 0.0095). Each business number gets 1,000 free service messages a month. The utility rate is the big change: under the old Rest-of-Middle-East card it was $0.0091, so it is now about 2.7 times higher. A Muscat clinic sending 3,000 appointment reminders, 800 offers and 2,500 replies pays Meta about $138 (OMR 53) a month. Your provider's charges come on top. QuickWA starts at $5/month (about OMR 1.9) and adds 0% markup, because Meta bills your own WhatsApp account directly.

Meta's Oman rate card from 1 October 2026

WhatsApp Business Platform messages are priced per delivered message. The price depends on the template category and on the recipient's country code, not on where your business is registered. A Muscat shop messaging a customer on a +971 number pays the UAE rate, and a Dubai brand messaging a +968 customer pays the Oman rate.

Meta's pricing page now lists Oman as a standalone market, with the note "Moved out of 'Rest of Middle East' region". Its utility and authentication rates went up, and it gained a separate international-authentication rate. Oman's rates are published in US dollars. The OMR figures below are our conversions at the rial's long-standing peg of about 0.3845 rial per dollar, rounded to four decimals.

CategoryUSD per delivered message≈ OMRWhat Omani businesses use it for
Marketing$0.03410.0131National Day offers, Ramadan menus, Khareef packages, new-collection launches
Utility$0.02470.0095Appointment reminders, order and delivery updates, booking confirmations, payment receipts
Authentication$0.02470.0095One-time passcodes for app logins and account recovery
Authentication — international$0.060.0231OTPs sent to +968 users by businesses based abroad
Service$0.0247 after 1,000 free per number per month0.0095Free-form replies inside the 24-hour customer-service window

Messages customers send you are free. Messages inside the free entry-point window are also free: when someone taps a Click-to-WhatsApp ad on Facebook or Instagram and you reply within the service window, that window can stay open for up to 7 days. VAT and any provider charges are extra.

What changed on 1 October 2026, and why Oman felt it more

Two changes landed on the same day. Meta changed pricing for every country, and it moved Oman onto its own rate card.

The global changes

  • Service messages are charged again. Each business phone number gets 1,000 free delivered service messages a month. Unused messages do not roll over.
  • Utility templates sent inside an open customer-service window are charged. These had been free since 1 July 2025. A "your order is out for delivery" template sent while the customer is still chatting with you now costs the utility rate.

The Oman-specific change

Before October, Oman was billed under Meta's "Rest of Middle East" group, whose utility rate is $0.0091. Bahrain still pays that rate. Oman's utility rate is now $0.0247, about 171% higher by our arithmetic. Marketing stayed at $0.0341, which is below the Rest-of-Middle-East marketing rate of $0.0392.

The result is unusual. In Oman a utility message costs about 72% of a marketing message. In most markets the gap is much wider, so relabelling a reminder from marketing to utility saves less here. The savings in Oman come from sending fewer messages to the right people, not from category tricks. That said, Meta decides the category anyway: a template that mixes an update with a promotion is classed as marketing.

Three Omani months, worked out

Each example uses Meta's USD rates. Service replies are billed only above the first 1,000 per number per month. OMR totals are converted at 0.3845 and rounded.

Dental or dermatology clinic in Al Khuwair, Muscat800 × $0.0341 = $27.283,000 reminders × $0.0247 = $74.102,500, of which 1,500 billed × $0.0247 = $37.05$138.43 ≈ OMR 53.23

What the clinic should notice

Reminders are now the clinic's largest line. At the old $0.0091 rate, 3,000 reminders cost $27.30. They now cost $74.10, an increase of $46.80 a month. If no-shows are already low, a single reminder the day before often works as well as two.

What the Salalah operator should notice

Khareef is a service-message season. Visitors from Muscat, the UAE and Saudi Arabia ask about rooms, car hire, airport transfers and weather, and a good team answers them one by one. Once the first 1,000 replies are used, every reply costs $0.0247. Here the 8,000 billed replies are the biggest single line, at $197.60. That is still cheap compared with a lost booking, but it is worth knowing before the season starts. A Click-to-WhatsApp ad campaign changes the picture: conversations that start from an ad run inside the free entry-point window.

What the online store should notice

Marketing is still the biggest cost, at 56% of the bill. Sending the 12,000 campaign messages only to customers who bought or replied in the last six months, rather than to the whole list, is the fastest saving.

What providers add on top of Meta

Meta's rates are the same whichever provider you use. What differs is what the provider adds. In Oman we see three patterns.

  • Per-message platform fees. Twilio adds $0.005 to every WhatsApp message, inbound or outbound, plus $0.001 for each message that fails. On the online store's 26,000 outbound messages that is another $130 (about OMR 50) a month, before counting inbound messages.
  • Number or hosting fees. SleekFlow's global pricing page lists a WhatsApp number hosting fee of US$15 a month on top of the plan.
  • Seat-based plans. respond.io's Starter plan includes 5 users, with extras at $12 a month. Gallabox's Basic plan is capped at 3 users.

Some providers sell messages through a prepaid wallet or credit balance that you top up. That is not a markup by itself, but check the rate the wallet deducts against Meta's card above. Several providers' Oman pages had not caught up with the October change when we checked. One page listed Oman's new rates while saying Oman is still billed under the Rest-of-Middle-East card. Another showed per-conversation OMR figures that it labelled as Meta's India rates. If a quote shows a utility rate of $0.0091 for +968 numbers, it predates 1 October. Our Oman provider comparison lists each provider's published price and seat rules.

How QuickWA charges businesses in Oman

  • Plans start at $5/month (about OMR 1.9). Gulf accounts are billed in USD, monthly or yearly. Yearly costs 20% less than twelve monthly payments, and subscriptions renew until you cancel.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account and add a payment method in Meta. Meta invoices you directly at the rates above. QuickWA has no message wallet, credits or top-ups.
  • No per-seat fees and no setup fee. Your reception desk, sales team and branch managers can share one inbox, and there is an Android app for staff who work away from a desk.
  • A sending window you set in Settings. Scheduled broadcasts that fall outside it wait until it reopens.
  • AI, automation, calling and integrations are included from Pro. Every plan, feature and message limit is shown after sign-up.

Six ways to keep an Omani WhatsApp bill down

  1. Count your reminders. At $0.0247 each, 10,000 reminders a month cost $247. Drop the duplicates first: second reminders, "we received your booking" followed by "your booking is confirmed", and so on.
  2. Answer inside the conversation. When a customer has written in the last 24 hours, a free-form reply is a service message, and the first 1,000 each month are free. Starting a new template costs at least the utility rate.
  3. Spend on acquisition through Click-to-WhatsApp ads. Messages in the free entry-point window cost nothing for up to 7 days. That suits Khareef enquiries and Muscat property viewings, where conversations run over several days.
  4. Segment seasonal campaigns. Send National Day and Eid offers to customers who opted in and have engaged recently, not to every number you have ever collected.
  5. Use one number per brand, not one per branch. Meta's 1,000 free service messages apply per number, but every extra number is something else to verify, monitor and keep at a good quality rating. Many Omani businesses do better routing branches inside one shared inbox.
  6. Compare per-message rates, not just plan prices. A $0.005 per-message fee looks small. On 26,000 messages a month it is $1,560 a year.
