Bulk WhatsApp Messaging in Oman (2026): How to Send Broadcasts the Legitimate Way

"Bulk WhatsApp" is sold in Oman as a cheap tool that sends from your phone. That route breaks WhatsApp's terms. The official route has limits, rules and a per-message price, and it is the only one that scales without putting your number at risk.

Short answer: to send WhatsApp messages to many customers in Oman, use the WhatsApp Business Platform: collect explicit opt-in, send approved marketing templates, and grow within Meta's messaging limits, which start at 250 unique customers per rolling 24 hours for a new business portfolio and rise to 2,000, 10,000 and 100,000 as you verify and keep quality high. Each marketing message delivered to a +968 number costs $0.0341 (about OMR 0.0131), so a 5,000-customer campaign costs Meta about $170.50 (OMR 65.56). Under Oman's PDPL as amended in September 2026, you need explicit consent before any marketing. Unofficial bulk senders and modified WhatsApp apps break WhatsApp's terms, which prohibit "bulk messaging, auto-messaging, auto-dialing, and the like". Nobody can promise a number will never be restricted; what you can do is follow the rules that keep quality high.

Three ways Omani businesses try to send in bulk

WhatsApp Business Platform (Cloud API) through a providerApproved templates sent to opted-in customers, within Meta's messaging limitsThe route Meta built for business messaging at scaleThe legitimate way; costs per delivered message, grows with quality

The WhatsApp Business Messaging Policy names "messaging people at scale in an unauthorized manner" as a violation, and says Meta may "limit or remove your access" to WhatsApp for Business. That covers businesses on the official platform too: the official route is not a licence to spam, it is a framework with limits.

Why unofficial bulk tools get numbers restricted

It is worth being precise, because sellers of these tools in the Gulf often claim their software is "safe". WhatsApp's own terms are not ambiguous. Under acceptable use, they prohibit sending communications "such as bulk messaging, auto-messaging, auto-dialing, and the like". Under harm to WhatsApp, they prohibit altering or modifying the services and creating accounts "through unauthorized or automated means". WhatsApp's Help Center has a page on unofficial apps, and The Quint reported in March 2019 that WhatsApp would temporarily ban users of modified apps such as GB WhatsApp and WhatsApp Plus, saying it cannot validate their security.

On top of the terms, there is a simpler mechanism: people who did not ask for your message block you or report it. The Business Messaging Policy says Meta's systems may limit the number of messages a business can send based on that kind of feedback. An unofficial tool sending to a scraped or bought list of +968 numbers generates exactly that feedback, on a number your customers know you by.

We do not name or test those tools, and we will not tell you which ones "work". The honest position is that any of them can lose you the number, and none of them gives you consent records, template approval or delivery reports.

Step 1: collect opt-in the way Oman's law and Meta both require

Under the PDPL as amended by Royal Decree 68/2026, in force since 7 September 2026, a business must obtain explicit consent before sending any commercial advertising or marketing, according to CMS. Meta's opt-in rules add that you must clearly tell people they are opting in to receive messages and clearly state your business's name. Our Oman marketing rules guide covers the law in detail; here is the practical side.

Good opt-in sources in Oman

  • At the till or counter: a QR code that opens a WhatsApp chat with a pre-filled "Yes, send me offers" message, in Arabic and English. The customer's own message is the clearest proof.
  • At online checkout: an unticked box, with wording that names your business and says WhatsApp.
  • Inside an existing chat: after you have helped someone, ask whether they would like offers and record the reply.
  • Click-to-WhatsApp ads: the customer starts the chat; ask for marketing consent inside it before adding them to campaign lists.

Lists you should not use

  • Numbers bought from a data seller or "Oman business directory".
  • Numbers copied from WhatsApp groups, delivery apps or marketplace orders.
  • Your whole phone contact list, or an old list with no record of how it was built.
هل تحب أن تصلك عروض {{1}} على واتساب؟ اكتب «نعم». تقدر توقفها في أي وقت بإرسال STOP.
Would you like to receive offers from {{1}} on WhatsApp? Reply YES. You can stop at any time by sending STOP.

Step 2: write templates that pass review and stay healthy

Outside a customer-service window, the platform only lets you send approved message templates. Promotions, new arrivals, Ramadan menus and National Day offers are marketing templates. A few rules that matter in practice:

  • One template, one purpose. A delivery update that also carries a discount is classed as marketing.
  • Say who you are. Use your business name in the first line, and include an opt-out line such as "Send STOP to unsubscribe".
  • Submit Arabic and English versions separately. Meta reviews each language as its own template. Our Arabic templates for Oman has examples.
  • Expect pacing on new templates. Meta may send a new marketing or utility template to part of your audience first and hold the rest, with the status held_for_quality_assessment. If early feedback is good, the rest are released; if it is negative, the template is paused and the held messages are dropped with error 132015.

Step 3: understand messaging limits

A messaging limit is the maximum number of unique WhatsApp users your business can deliver messages to outside customer-service windows in a rolling 24-hour period. Limits are set at the business portfolio level, not per phone number, so one number can use up the whole portfolio's capacity.

TierUnique customers per rolling 24 hoursHow you get thereA 20,000-customer list takes
Starting tier250Every newly created business portfolio starts here80 days, so not practical
Tier 22,000Verify your business, or send 2,000 delivered messages outside service windows to unique numbers in 30 days using high-quality templates; Meta then reviews quality10 days
Tier 310,000Automatic: high-quality messages across all numbers and templates, and at least half the current limit used in the last 7 days; the limit rises one level within 6 hours2 days
Tier 4100,000Automatic, same conditionsSame day
Top tierNo fixed numberAutomatic, same conditionsSame day

Two consequences for Omani businesses. First, plan big campaigns such as National Day (20 November, with the 2026 holiday on 25–26 November) or Ramadan weeks in advance, because you cannot jump tiers the day before. Second, verification matters: it is one of the two routes to 2,000. Our Meta business verification guide for Oman covers the documents. Your current limit shows in WhatsApp Manager under messaging limits.

Step 4: protect your quality rating

Quality is what decides whether you grow or stall. Meta reads signals such as blocks and reports from recipients. When a template reaches the lowest quality rating, Meta pauses it automatically:

  • first time: paused for 3 hours;
  • second time: paused for 6 hours;
  • third time: disabled.

Sends to a paused template are rejected, are not billed and do not count against your limit. A disabled template has to be replaced. What keeps quality high is boring: send only to people who asked, send less often than you think, make each message useful, honour STOP immediately, and remove contacts who have not opened or replied in months.

Step 5: send at the right time

The Telecommunications Regulatory Authority's August 2026 regulation limits promotional calls and messages to 8:00 AM–9:00 PM Oman time and requires clear opt-out options, with fines reported at OMR 500 to OMR 30,000. As reported, it is written for licensed operators and telecom traffic; coverage does not mention WhatsApp. Treat the hours as best practice: they match what Omani customers expect from any channel, and a 10 PM promotion is the kind that gets blocked. During Ramadan, late morning and the hours after iftar work better; see our Oman campaign calendar.

What a broadcast costs in Oman

Meta charges per delivered message, by the recipient's country code. For +968 numbers since 1 October 2026: marketing $0.0341, utility $0.0247. OMR at 0.3845 per dollar, rounded. Provider charges and VAT are extra.

Campaign size (delivered marketing messages)Meta's charge, USD≈ OMRTier needed to send in one day
1,0001,000 × $0.0341 = $34.1013.112,000
5,0005,000 × $0.0341 = $170.5065.5610,000
20,00020,000 × $0.0341 = $682.00262.23100,000
50,00050,000 × $0.0341 = $1,705.00655.57100,000

Segmenting is the biggest saving

A Muscat perfume and oud retailer has 20,000 opted-in contacts. Sending a Ramadan offer to all of them costs $682.00. Sending it to the 6,000 who bought or replied in the last six months costs 6,000 × $0.0341 = $204.60, a saving of $477.40 (about OMR 183.56). The smaller send also gets fewer blocks, which protects the quality rating for the next campaign. Replies from customers are free, and your answers inside the 24-hour window are service messages, free for the first 1,000 per number each month.

Test before you send to everyone

Send two versions of the offer to 500 customers each, wait a few hours, and send the one with more replies and fewer opt-outs to the rest. The test costs 1,000 × $0.0341 = $34.10 and often saves more than that in wasted sends.

Running broadcasts on QuickWA

QuickWA is built on Meta's official WhatsApp Cloud API. You connect your own WhatsApp Business Account, and Meta invoices you directly at the rates above; QuickWA adds 0% markup and has no message wallet or credits. Plans start from $5/month, billed in USD for Gulf accounts, with no per-seat fees and $0 setup. AI, automation, calling and integrations are included from Pro. Every plan, feature and message limit is shown after sign-up.

  • Contacts and segments, with consent tracking that records the source of each opt-in, and automatic STOP opt-outs across broadcasts and journeys.
  • Broadcasts to segments and A/B tests, with multilingual templates (Arabic right-to-left and English).
  • A sending window you set in Settings, for example 8 AM–9 PM Muscat time; scheduled broadcasts that fall outside it wait until it reopens.
  • A number quality and health view, so you see a falling quality rating before a template is paused.
  • Drip journeys for welcome and follow-up sequences, and Click-to-WhatsApp ad leads to grow an opted-in list.

QuickWA does not raise Meta's messaging limits and cannot stop Meta from acting on a number; those depend on your quality and verification. If you are deciding whether you need the platform at all, see our app vs API comparison for Oman. Setup is on our Oman page.

Frequently asked questions

Is bulk WhatsApp messaging legal in Oman? +

Sending marketing on WhatsApp is lawful when customers gave explicit consent, as Oman's amended PDPL requires, and you use the official WhatsApp Business Platform with approved templates. Unofficial bulk-sender tools break WhatsApp's Terms of Service.

How many WhatsApp messages can I send per day in Oman? +

It depends on your business portfolio's messaging limit: 250 unique customers per rolling 24 hours for a new portfolio, then 2,000, 10,000 and 100,000 as you verify and keep quality high. Replies inside a customer-service window do not count toward the limit.

How much does a WhatsApp broadcast cost in Oman? +

Meta charges $0.0341 per delivered marketing message to a +968 number since 1 October 2026. A 5,000-message campaign costs about $170.50, roughly OMR 65.56, before provider charges and VAT.

Why do bulk WhatsApp tools get numbers blocked? +

WhatsApp's terms prohibit bulk messaging, auto-messaging and modified clients, and recipients who did not ask for messages block and report them. Meta's systems may limit or remove access based on that feedback.

Can I send WhatsApp marketing at night in Oman? +

Avoid it. The TRA's 2026 regulation limits promotional telecom messages to 8 AM–9 PM. As reported it covers operators and telecom traffic, not WhatsApp, but it is good practice to use the same hours.

Can QuickWA make sure every broadcast is delivered? +

No provider can. QuickWA sends through Meta's official Cloud API, with consent tracking, STOP opt-outs, a sending window and a quality view to help you keep quality high. Delivery and limits are decided by Meta.
