WhatsApp Business API vs the WhatsApp Business App in Oman: An Honest Guide for SMEs

Most of Oman's businesses are micro enterprises, and for many of them the free app is exactly right. This guide is about knowing when it stops being right, and what moving actually costs.

Short answer: the WhatsApp Business app is free and is enough for a business with a handful of staff who answer customers one by one. Move to the WhatsApp Business Platform (Cloud API) when you need more people on one number than the app's four linked devices allow, broadcasts that reach customers who have not saved your number, automation, integrations or consent records. Coexistence gives you both on the same +968 number. The API has no Meta monthly fee but charges per message: in Oman $0.0341 (≈ OMR 0.0131) per marketing message and $0.0247 (≈ OMR 0.0095) per utility or service message, with 1,000 free service messages per number each month. A three-person Sohar spare-parts shop typically pays Meta under $45 (OMR 17) a month; your provider's plan comes on top, from $5/month with QuickWA.

When the free app is enough

The Small and Medium Enterprises Development Authority reported 136,459 registered SMEs in Oman at the end of the first half of 2026, of which 116,195 were micro enterprises. Many of them are a tailor in Al Khuwair, a bakery in Bahla or a car-wash in Al Hail where one or two people answer every message. For that business, the app does the job, costs nothing, and paying for a platform would be money spent on features nobody uses.

Stay on the app if all of these are true:

  • One to three people answer customers, and four linked devices are plenty.
  • Your customers write to you first, and you reply.
  • Your occasional offers go to regulars who have your number saved.
  • You do not need WhatsApp to talk to your store, booking system or CRM.
  • You are comfortable keeping customer records on the phone.

Use the app's tools well: a clear business profile in Arabic and English, a greeting message, quick replies for prices and opening hours, labels for new, paid and delivered, and a catalog if you sell products.

Signs it is time to move

Too many people, one phone

A WhatsApp Business app account can link up to four companion devices. Once a showroom in Al Ghubra has a receptionist, two salespeople, a service adviser and a manager all needing the same chats, the phone becomes the bottleneck. Staff start forwarding screenshots to their personal numbers, and customer data leaves the business. A shared inbox with assignment and notes solves that.

Broadcasts that never arrive

WhatsApp's Help Center says a broadcast list holds up to 256 contacts and is only received by people who have your number saved. A Nizwa dates seller whose customers ordered once through Instagram, and never saved the number, may find half of an Eid broadcast simply disappears. API templates reach opted-in customers whether or not they saved your number.

You need things to happen automatically

Order confirmations from Shopify or WooCommerce, appointment reminders from Calendly, a reply at 11 PM when someone asks for your location, a handover to a person when the bot cannot help. The app's away message cannot do these; the API can. If you are considering a bot, our WhatsApp chatbot guide for Oman explains what a bot should and should not answer.

Consent has become a legal question

Since Royal Decree 68/2026 took effect on 7 September 2026, Oman's Personal Data Protection Law requires a customer's explicit consent before any commercial advertising or marketing, and covers data about people in Oman wherever it is processed. On the app, proof of consent is a scroll back through old chats. A platform can store consent on each contact with its source and turn STOP replies into opt-outs automatically. That does not make you compliant on its own, but it gives you a record. Our Oman marketing rules guide has the details.

Several branches or brands

A business with branches in Muscat, Sohar and Salalah can run them through one inbox with routing, or use separate numbers inside one Meta account. The app gives each number its own phone and no shared view.

What the API really costs in Oman

Meta charges nothing per month for the API itself. It charges per delivered message, by category and by the recipient's country code. For +968 numbers, since 1 October 2026: marketing $0.0341, utility $0.0247, authentication $0.0247, and service messages (your free-form replies inside the 24-hour window) $0.0247 after the first 1,000 per number each month. Messages customers send you are free. OMR figures below use about 0.3845 rial per dollar, rounded.

BusinessService repliesUtilityMarketingMeta's monthly charge
Spare-parts shop in Sohar, 3 staff800, all within the free 1,000 = $0.00400 "your part has arrived" × $0.0247 = $9.881,000 × $0.0341 = $34.10$43.98 ≈ OMR 16.91
Furniture showroom, 4 branches in Muscat, one number6,000, of which 5,000 billed × $0.0247 = $123.503,000 delivery and assembly updates × $0.0247 = $74.105,000 × $0.0341 = $170.50$368.10 ≈ OMR 141.53

Reading the numbers

  • The small shop pays mostly for marketing. Its replies sit inside Meta's free 1,000. If it sends no offers at all, its Meta bill is under $10.
  • The showroom's biggest line is still marketing, but service replies matter: 5,000 billed replies cost $123.50. On Coexistence, replies typed in the app remain free, which can be worth it for an owner who answers many chats himself.
  • Provider charges come on top. Some providers add per-message fees, per-seat fees or number fees. QuickWA plans start at $5/month, billed in USD, with no setup fee, no per-seat fee and 0% markup: you connect your own WhatsApp Business Account and Meta invoices you directly. Our Oman provider comparison lists other providers' published prices.

Coexistence, the middle path

For most Omani SMEs that outgrow the app, the real choice is not app or API but whether to keep the app alongside. Coexistence keeps your +968 number working in the WhatsApp Business app while connecting it to the Cloud API. Up to six months of chats can be imported once, and app messages stay free. In exchange, the app's broadcast lists become read-only, disappearing and view-once messages are switched off, linked devices are unlinked (WhatsApp for Windows is not supported afterwards), and the main phone must be opened at least every two weeks or Meta disconnects the API side. Our Coexistence guide for Oman covers each point.

Choose an API-only number instead when nobody needs the phone (a call centre, a courier, an e-commerce brand), when you send large volumes in bursts (a Coexistence number is fixed at 20 messages per second), or when you may later want to apply for Official Business Account status.

Migrating without losing customers

Path A: keep the number with Coexistence

  1. Update WhatsApp Business to version 2.24.17 or later.
  2. In QuickWA, press Connect and choose your existing app number; confirm in the app and agree to share history if you want it.
  3. Keep the app open while contacts and history import, then invite your team.

Path B: move the same number to the API only

Meta says a number already in use with WhatsApp cannot be registered on the API until it is deleted from WhatsApp. That means the app's chat history stays on the phone (back it up first) and the inbox starts fresh. Choose this only if you no longer want the app at all.

  1. Export or back up the chats you need, and note which customers have agreed to marketing.
  2. Delete the account from the WhatsApp Business app on that number.
  3. Connect the number through Meta's signup window, receive the code by SMS or call, and set a two-step verification PIN.

Path C: a new number for the API

Get a fresh Omantel or Ooredoo line and connect it. Keep the old app number for regulars, and use the new one for order updates, bookings and campaigns. Customers will need to be told about the new number, so print it on invoices and delivery labels.

Whichever path you take

  • Prepare your Meta business portfolio. Legal name and address should match your Commercial Registration; see Meta business verification in Oman.
  • Know your messaging limit. Meta's limit counts unique customers you message outside an open customer-service window in a rolling 24 hours, and a newly created portfolio starts at 250.
  • Submit templates early in Arabic and English. Meta reviews each one, and decisions can take up to 24 hours.
  • Ask for consent again before your first broadcast, in the chat customers already know.

Frequently asked questions

Is the WhatsApp Business app free in Oman? +

Yes. The WhatsApp Business app is free to use, and messages sent from it are not charged by Meta, including after connecting the number to the API through Coexistence.

What does the WhatsApp Business API cost in Oman? +

Meta charges per delivered message to +968 numbers: $0.0341 for marketing and $0.0247 for utility, authentication and service messages, with the first 1,000 service messages per number each month free. There is no Meta monthly fee; your provider's plan is separate. QuickWA starts at $5/month with 0% markup on Meta's fees.

When should an Omani SME move from the app to the API? +

When more people need the same number than four linked devices allow, when broadcasts must reach customers who have not saved your number, when you need automation or store and booking integrations, or when you need proper consent records for marketing.

Can I keep my WhatsApp Business app number when moving to the API? +

Yes, with Coexistence, which keeps the app working on the same number and imports up to six months of chats. Without Coexistence, Meta requires the number to be deleted from WhatsApp before it can be registered on the API.

Do customers need to save my number to receive API messages? +

No. Approved template messages reach opted-in customers whether or not they saved your number. App broadcast lists, by contrast, only reach people who saved it.

Is there a limit on how many customers I can message through the API? +

Yes. Meta's messaging limit counts unique customers you start conversations with in a rolling 24 hours. A newly created business portfolio starts at 250; verification is one of three routes to 2,000, and higher levels follow automatically with good quality.
