How to Get the WhatsApp Business API in Oman: From Commercial Registration to Your First Approved Template

A practical walk-through for businesses in Muscat, Salalah, Sohar and Nizwa. Most of it takes an afternoon; the parts that take longer are the ones worth preparing for.

Short answer: you need a Meta business portfolio, a +968 number that can receive an SMS or voice call, and a provider that connects you to Meta's Cloud API. With QuickWA the connection runs through Meta's own signup window in a few minutes. Business verification is not needed to start sending: a newly created portfolio starts at 250 unique customers per 24 hours, and verification is one of three ways to reach 2,000. When you do verify, Meta asks for an official document showing your legal name. In Oman that is normally your Commercial Registration (CR), issued through the Oman Business Platform at business.gov.om. If your number already runs the WhatsApp Business app, Coexistence lets you keep using the app on the same number.

Step 1: get your CR details ready

Company registration and most later filings run through the Oman Business Platform at business.gov.om, which replaced the older Invest Easy portal. The platform also lets you search the national business registry, so you can check exactly how your company's name is recorded before you type it into Meta.

Take a moment over the name. Many Omani companies have an Arabic legal name and an English trading name, and the English spelling of the same Arabic name can vary between your CR, your bank and your website. Meta compares the name you enter with the document you upload. Use the name exactly as it appears on the CR, and make sure your website footer shows it too.

A branch of a foreign company, or a free-zone company in Sohar, Duqm or Salalah, will have its own registration documents. The rule is the same: the document must show the legal name you enter in Meta.

Step 2: create or check your Meta business portfolio

If your business already runs Facebook or Instagram ads, you probably have a portfolio. Use it rather than creating a new one, for a simple reason. Meta's messaging limit belongs to the business portfolio, not to a phone number, and Meta's documentation says newly created portfolios start at 250. An established portfolio may already have a higher limit that a new number inherits.

Check that the portfolio's legal name, address and website match your CR before you connect a number. Changing them later can send the account back through review.

Step 3: choose your number, and decide between Coexistence and a new number

This is the decision that matters most for an Omani business, because so many already serve customers on the WhatsApp Business app from a single mobile on the counter.

Option A: keep your current number with Coexistence

Coexistence connects the number you already use in the WhatsApp Business app to the Cloud API. You keep the app on the phone for one-to-one chats, and your team gets the shared inbox, broadcasts and automation on the same number. Meta's documentation says:

  • The app must be WhatsApp Business version 2.24.17 or later.
  • Up to 6 months of individual chat history can be synced into the platform.
  • Some app features change: broadcast lists become read-only, disappearing and view-once messages are turned off, group chats are not synced, and linked companion devices are unlinked.
  • A number used by both the app and the API has a fixed throughput of 20 messages per second.

Quick replies, labels and broadcast lists are not available through the API. QuickWA gives you inbox equivalents for these. If you rely on the app's broadcast lists today, plan to move them into segments in your provider.

Coexistence suits a Muttrah perfume shop or a Nizwa car-rental desk whose customers already have the number saved. Our Coexistence guide covers the steps in detail.

Option B: a new number for the API

Meta's documentation says a number already registered on WhatsApp cannot be added to the API until it is deleted from WhatsApp, unless you use Coexistence. A fresh Omantel or Ooredoo line avoids that. Meta recommends a number that can receive an SMS or voice call for the one-time code, and notes that fixed-line and VoIP numbers can be less reliable for SMS. Many Omani businesses use a new number for a separate brand, a call-centre line, or when the old number is tied to a staff member's personal phone.

Number format

Enter the number with the country code: +968 followed by the 8-digit number, with no leading zero. For example, a mobile might be written +968 9XXX XXXX.

Step 4: connect through Meta's signup window

With QuickWA you press Connect, and Meta's own window opens. You log in with Facebook, choose or create the business portfolio, choose or create a WhatsApp Business Account, enter the display name and number, and confirm the code Meta sends. QuickWA receives access to send and receive on your behalf, while the WhatsApp Business Account stays in your name. More about how it works for Omani businesses is on our Oman page.

Step 5: display name

The display name is what customers see on your profile. Meta reviews it; its status can be approved, pending review, available without review, or declined. A name that matches your brand, website and CR is the simplest to approve. Avoid generic names such as "Muscat Offers", and avoid using another company's brand.

Step 6: business verification (when you are ready)

Verification is not required to start, but it is one of three ways Meta lists to move from 250 to 2,000 unique customers a day. The other two are verification by your onboarding partner, or delivering 2,000 messages to unique numbers within 30 days using high-quality templates. Meta then reviews your message quality before raising the limit.

When you verify, upload your CR and make sure the legal name, address and phone or website match what you entered. Meta makes the decision, and no provider can guarantee the outcome.

Step 7: your first templates in Arabic and English

Any message you start after the 24-hour customer-service window has closed must use an approved template. Meta reviews each one, and decisions can take up to 24 hours. Each language is a separate template version, so submit Arabic and English together.

A utility template: appointment reminder

The clinic name below is a made-up example.

Hello {{1}}, this is a reminder of your appointment at Al Nukhba Dental on {{2}} at {{3}}. Tap Confirm to keep it, or Reschedule and we will find you another time.

A utility template: order on its way

طلبك رقم {{1}} طلع للتوصيل، ومتوقع يوصلك اليوم قبل الساعة {{2}}. إذا تحتاج تغيّر العنوان، ردّ على هالرسالة.
Your order {{1}} is out for delivery and should reach you today before {{2}}. If you need to change the address, just reply to this message.

Both are non-promotional and triggered by the customer's own booking or order, which is what Meta's utility definition requires. Add a discount line and Meta classes the whole template as marketing. Gulf-flavoured Arabic, as above, reads naturally to Omani customers; formal Modern Standard Arabic is also fine, especially for banks, clinics and government-facing services.

Rejection reasons worth avoiding

  • A template that starts or ends with a variable. Both examples above open with a word and close with text.
  • Variables numbered out of order, missing braces, or containing characters such as #, $ or %.
  • Too many variables for a short message.
  • Asking for full card numbers, bank account numbers or national ID (civil) numbers. Asking for the last few digits is allowed.
  • Threatening wording, such as warnings of legal action in a payment reminder.
  • Wording identical to a template you already have.

Messaging limits and quality, in plain terms

Limit (unique customers per rolling 24 hours, outside a service window)How you get there
250Where every newly created business portfolio starts
2,000Verify your business, have your partner verify it, or deliver 2,000 high-quality template messages to unique numbers in 30 days
10,000Automatic, within about 6 hours, if quality is high and you used at least half your limit in the last 7 days
100,000Same rule, one step at a time
UnlimitedSame rule

The limit is shared by every number in the portfolio, so one busy branch can use up capacity for the others. Replies inside an open 24-hour window do not count towards it.

Quality is the other half. WhatsApp Manager shows a rating for each template (high, medium or low, shown as green, yellow or red) based on how people respond, mainly blocks, reports and low read rates. Templates rated medium or low may be paused or disabled. A Khareef package sent to every number you collected over five years is the quickest way to turn a rating red. Send to people who asked to hear from you.

Your first week

  1. Day 1: connect the number and set your display name. Invite your team to the inbox.
  2. Day 1: submit three utility templates in Arabic and English: a booking confirmation, a reminder and an order or delivery update.
  3. Day 2: set your sending window in Settings, for example 8 AM to 9 PM Muscat time, so scheduled broadcasts never land at night.
  4. Day 2 to 3: import contacts with their consent source, and turn on automatic STOP handling.
  5. Day 3 to 5: start business verification if you will need more than 250 customers a day.
  6. Day 7: send your first small marketing message to your most engaged opted-in customers, and watch the quality rating before going wider.

Our Oman marketing rules guide explains the consent side, and the pricing guide shows what each message costs.
