Meta Business Verification in Oman: Documents, Name Matching, Display Names and What It Really Unlocks

Verification is not needed to start on WhatsApp, but most growing Omani businesses reach the point where it matters. Here is how to prepare your Commercial Registration and portfolio so the review goes smoothly, and an honest account of what you get at the end.

Short answer: you do not need Meta business verification to start sending on WhatsApp. A newly created business portfolio can message 250 unique customers outside a service window in a rolling 24 hours, and verifying your business is one of three ways Meta offers to reach 2,000. For an Omani company the key document is normally your Commercial Registration (CR) from the Ministry of Commerce, Industry and Investment Promotion, managed on the Oman Business Platform. The legal name you enter in Meta must match the CR exactly, in the same language and spelling. Meta makes every decision; nobody can guarantee approval. Verification also does not give your number a badge: the display name and Official Business Account status are separate reviews with their own rules.

Three different reviews, often confused

Omani businesses often use "verification" for three separate things. Knowing which one you need saves weeks.

ReviewWhat Meta checksWhat it affectsNeeded to start?
Business verificationThat your business portfolio belongs to a real, registered business: legal name plus address or phoneOne route from 250 to 2,000 unique customers a day; higher template allowance; a requirement for Official Business Account statusNo
Display name approvalThat the name on your +968 number follows Meta's display-name guidelines and relates to your businessWhether your name can appear at the top of chats and in the chat list; reviewed automatically when you reach a higher messaging limitA display name is required to register the number
Official Business Account (OBA)Meta's eligibility criteria, including a verified portfolio, an approved display name, two-step verification and at least 30 days on the platformA blue checkmark beside the name in the contacts view and appearing in WhatsApp searchNo, and never guaranteed

This guide is mostly about the first, with a section on display names. If you have not connected a number yet, start with how to get the WhatsApp Business API in Oman.

Do you actually need it yet?

Meta sets messaging limits at the level of the business portfolio, shared by all its numbers, and counts unique customers you message outside an open customer-service window. Replies to customers who wrote to you are not the constraint. You reach 2,000 by one of three paths:

  • verifying your business;
  • having your onboarding partner verify it (only Meta-approved Select and Premier partners can do this);
  • delivering 2,000 template messages outside service windows to unique numbers within 30 days, using templates with a high quality rating.

After any of them, Meta reviews your message quality before approving automatic scaling. From 2,000, your limit rises one level (10,000, then 100,000, then unlimited) within about 6 hours whenever quality is high and you used at least half your current limit in the last 7 days.

A National Day example

A Muscat electronics retailer has 6,000 customers who opted in to offers and wants to send one marketing template before the National Day holiday on 25–26 November 2026. OMR at about 0.3845 rial per dollar, rounded.

Portfolio limitUnique customers per 24 hoursDays to reach all 6,000Meta's charge for the campaign
250 (new, unverified portfolio)25024 days6,000 × $0.0341 = $204.60 ≈ OMR 78.67
2,000 (after a scaling path)2,0003 days6,000 × $0.0341 = $204.60 ≈ OMR 78.67
10,00010,0001 day6,000 × $0.0341 = $204.60 ≈ OMR 78.67

The cost is identical; what changes is time. At 250 a day, a National Day offer would still be going out in December. If your campaigns, delivery updates or reminders will need more than 250 new customers a day, start verification at least a few weeks before the season. Preparing your Omani documents

Your Commercial Registration

Companies in Oman are registered with the Ministry of Commerce, Industry and Investment Promotion, and registration, renewals and most filings run through the Oman Business Platform at business.gov.om. Since September 2025 the platform's mobile app also lets you update CR data and renew CRs and licences.

Check two things before uploading:

  • It is current. The ministry has been cancelling expired and inactive registrations: the Times of Oman reported 35,778 cancelled in April 2025 alone. An expired CR is a weak document to send Meta, and a cancelled one will not work.
  • It shows what Meta needs. Meta must see your legal business name, plus your address or business phone number. If your CR printout shows the name but not the address you entered, add a second official document that does.

Other supporting documents

Meta's accepted list varies by country and is shown in the verification flow itself. The provider 360dialog (a third party, not Meta) lists common examples as business licences, certificates of incorporation, tax registration certificates, business bank statements and utility bills, and stresses that documents must be official, valid and unexpired. For an Omani company that might mean a CR plus a municipality licence, a Tax Authority registration certificate if you have one, or a recent statement for the company's bank account.

Free-zone and branch companies

A company registered in a free zone, such as Sohar, Salalah or Duqm, or the Omani branch of a foreign company, will have its own registration documents. The rule does not change: the document must show the exact legal name you enter in Meta.

Name matching: where most Omani applications go wrong

Many Omani companies have an Arabic legal name on the CR, an English trading name on the shop sign and website, and a slightly different English spelling at the bank. Meta compares what you type with what it reads on the document.

  • Type the legal name exactly as on the CR, including "LLC", "SAOC" or "SPC" where it appears. If the CR is in Arabic, use the name as it appears there; do not translate it yourself.
  • Do not use your brand name in the legal-name field. "Al Noor Perfumes" the shop is not "Al Noor Modern Trading LLC" the company. The brand belongs in the display name and business profile.
  • Make your website agree. Put the legal name and address in the website footer or contact page. 360dialog lists a legal name missing from the website among common rejection reasons.
  • Use the same address everywhere. Building, way number and wilayat as on the document. Areas covered by the new national addressing system will show governorate, wilayat, street name and unit number.
  • Use a business email on your own domain ([email protected]) for the portfolio admin, rather than a personal Gmail address. It ties the portfolio to the website you are asking Meta to check.

Step by step

  1. Use the right portfolio. If your business already runs Facebook or Instagram ads, verify that portfolio rather than creating a new one; its limits and history follow it.
  2. Check the portfolio details. Legal name, address, phone and website, all matching the CR.
  3. Start verification from the portfolio's settings in Meta Business Suite. 360dialog describes the entry point as Security Centre in the business portfolio; Meta's own messaging-limits page links to its help article on verifying your business.
  4. Choose the legal entity, enter details, and upload the CR and any supporting document. Use clear, complete scans or the official PDF, not cropped phone photos.
  5. Wait for the decision. Meta does not publish a fixed review time, so start well before you need the higher limit.

Partner-led verification, where an approved Select or Premier Solution Partner submits documents for you, averages about 5 minutes according to Meta, but Meta limits it to three submissions per client before the business must verify on its own. Ask your provider whether it is approved before relying on it; otherwise you verify directly with Meta.

Common rejection reasons, and the fix

ReasonTypical Omani causeFix
Legal name not found in the documentsBrand name or self-translated English name typed instead of the CR nameEnter the name exactly as on the CR and resubmit
Address or phone does not matchCR shows an old branch address in Ruwi; the portfolio shows the new office in Al MoujUpdate the CR on the Oman Business Platform, or add an official document showing the current address
Document unreadable or incompleteCropped phone photo, glare on a stamp, only page one of a multi-page documentUpload the official PDF or a full, flat scan
Document expiredCR renewal due but not completedRenew on the platform or app, then resubmit
Website does not show the businessWebsite shows only the brand, or is an Instagram linkAdd the legal name, address and phone to the site footer

"Legal name not found in documents" is one of the rejection codes Meta documents for partner-led submissions; the other rows reflect common reasons listed by 360dialog, which notes that Meta does not disclose the specific reason for a rejection. Fix the cause before resubmitting, rather than sending the same files again.

Display-name approval for your +968 number

Every number needs a display name when it is registered. According to Meta, the name can appear at the top of chats and in the chat list once it is approved through display-name verification, which runs automatically when your portfolio reaches a higher messaging limit. If the customer has saved you under another name, their name shows instead.

  • Relate the name to your business. "Al Noor Perfumes" for the shop of that name works; "Best Perfumes Muscat" or "Oman Offers" does not. Meta's help article on display-name guidelines sets the rules.
  • Match your branding. The same wording, spelling and capitalisation as your website and signage.
  • You can change it up to 10 times in 30 days, and each change is reviewed again. After approval the number must be re-registered within 14 days for the new name to take effect, or it must be reviewed again.
  • Arabic or English? Use the form your customers know from your shop sign and invoices, and keep it consistent with the business profile.

What verification unlocks, and what it does not

What it can unlock

  • A route to 2,000 unique customers a day, subject to Meta's quality review, and from there automatic scaling.
  • More templates. Meta allows an unverified portfolio 250 templates per WhatsApp Business Account; a verified one can go up to 6,000 if at least one number has an approved display name.
  • Eligibility to apply for Official Business Account status, which also needs an approved display name, two-step verification and 30 days on the platform. Meta does not grant OBA to WhatsApp Business app numbers, and rejected applicants wait 30 days to reapply.

What it does not do

  • It does not add a badge to your number. Verification is a check on your business, not a visible mark.
  • It does not protect your quality rating. Templates are still rated on blocks, reports and read rates, and poor templates can be paused.
  • It does not make you compliant. Oman's Personal Data Protection Law still requires explicit consent before any marketing; see our Oman marketing rules guide.
  • It does not change prices. Meta charges the same per-message rates whether you are verified or not.

QuickWA connects your number through Meta's own signup window, shows your number's quality and health, and stays out of Meta's decisions: we cannot speed up or guarantee verification, and nobody else can either. Plans start at $5/month, with 0% markup on Meta's message fees. More is on our Oman page.

Frequently asked questions

Do I need Meta business verification to use WhatsApp in Oman? +

No. You can start without it. A newly created business portfolio can message 250 unique customers outside a service window in a rolling 24 hours. Verification is one of three ways Meta offers to reach 2,000.

Which document should an Omani company use for Meta verification? +

Normally the current Commercial Registration from the Ministry of Commerce, Industry and Investment Promotion, managed on the Oman Business Platform. It must show your exact legal name and ideally your address; add another official document if it does not.

Why was my Meta business verification rejected? +

The most common causes are a legal name that does not match the document exactly, an address or phone mismatch, an unreadable or cropped document, an expired CR, or a website that does not show the legal business name. Fix the cause before resubmitting.

Does business verification give my WhatsApp number a badge? +

No. Verification checks your business; it does not add a visible mark. Official Business Account status is a separate application with its own criteria, and Meta decides it case by case.

How long does Meta business verification take? +

Meta does not publish a fixed review time, so start a few weeks before you need the higher limit. Partner-led verification by an approved Select or Premier partner averages about 5 minutes, according to Meta, but is limited to three submissions.

Can QuickWA get my business verified faster? +

No provider can speed up or guarantee Meta's decision. QuickWA connects your number through Meta's own signup window and shows your number's quality and health; verification is completed with Meta.
