Best WhatsApp Business API Provider in the USA (2026): Prices, Seats and the US Marketing Pause
Fifteen platforms that sell to American businesses, compared on their own pricing pages and against Meta's North America rate card — plus the one rule none of them can get around.
Short answer: every provider pays Meta the same North America rates — $0.0034 per utility, authentication or service message to a US number from 1 October 2026 — and no provider can deliver marketing templates to US (+1) numbers, because Meta stopped delivering them on 1 April 2025. What differs is the platform fee and its billing basis, whether you pay per agent, and whether Meta's fees reach you at cost. On the pages we checked on 26 October 2026, QuickWA had the lowest paid flat monthly price for a full team inbox (from $5/month), with no per-seat fees and 0% markup because Meta invoices you directly. Tidio lists WhatsApp on a $0 plan, and Twilio, Bird and Gupshup charge per message instead of monthly. We make QuickWA, so every competitor figure links to that company's own page.
How we compared
We opened each provider's public pricing page on 26 October 2026 and wrote down what it showed: plan name, price, billing basis, seats and what it says about Meta's fees. No review sites, affiliate lists or AI summaries, and no "per conversation" prices — Meta has billed per message since 1 July 2025. Three rules applied:
- Billing basis matters. A "per month" figure that needs an annual contract is not a monthly plan. We say which.
- Only tiers that include WhatsApp count. Freshchat's $0 tier and HubSpot's Starter do not, so we quote the first tier that does.
- Meta's fee is separate. No provider can lower Meta's US rate. We check whether the provider adds its own per-message fee, resells messages from credits, or lets Meta invoice you directly. None of the pages said whether US sales tax is included.
The rule that applies to every provider: Meta's US marketing pause
Meta's developer documentation states: "Starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States." Such sends fail with error 131049, the restriction is not specific to any one API, and Meta has published no end date. It depends on the recipient's number: a US number does not receive marketing templates, a Canadian +1 number does, and a US business can still market to opted-in customers in Mexico, Colombia, India, the UK or anywhere else outside the US.
What still reaches US numbers, through any provider: replies inside the 24-hour service window; utility templates such as order, shipping, appointment and payment updates; authentication templates (one-time passcodes); and conversations started from a Click-to-WhatsApp ad, whose free entry-point window "may remain open for up to 7 days." So the useful question is not "who sends the best broadcasts?" but "who makes service, utility updates and ad conversations cheapest and easiest for my team?" Our guide to marketing messages and US numbers covers the pause in depth.
The comparison in one table
| Provider | Cheapest plan with WhatsApp (as shown) | Billing basis | Agents | Meta fees (their wording) | Marketing to +1 US numbers |
|---|---|---|---|---|---|
| QuickWA | from $5/month | Monthly, or yearly at 20% less | No per-seat fees | Meta invoices you directly, 0% markup; no wallet or credits | Not delivered (Meta rule) |
| ChatMaxima | Starter $19/month | Monthly; or $99 billed yearly | 3; extra $6/month each | Not stated on pricing page | Not delivered (Meta rule) |
| Freshchat | Growth $19 per agent/month | Billed annually | Priced per agent | Not stated on pricing page | Not delivered (Meta rule) |
| Kommo | Base $25 per user/month | 6-month minimum; "Monthly payment is not currently available" | Priced per user | Not stated on pricing page | Not delivered (Meta rule) |
| SleekFlow | Essential US$49/month | Billed yearly (US$588) | 3; extra US$15/seat | Per SleekFlow rate card; number hosting listed at US$15/month | Not delivered (Meta rule) |
| Zoko | Starter $49.99/month plus usage fees | Monthly or yearly | Agents free on Starter | Paid to Meta directly; Zoko lists "Markup on all conversations" at $0.015 on Starter | Not delivered (Meta rule) |
| respond.io | Starter $79/month | Billed yearly ($948); $99 billed monthly | 5; extra $12/user | "WhatsApp fees are not included in any respond.io subscription"; you top up WhatsApp credit | Not delivered (Meta rule) |
| Gallabox | Basic $112/month | Billed annually; $150 billed quarterly | 3 (hard cap) | Page mentions a "discounted markup" without amounts | Not delivered (Meta rule) |
| Zendesk | Suite Team $55 per agent/month | Paid yearly; $69 monthly | Priced per agent | "Additional fees apply" | Not delivered (Meta rule) |
| HubSpot | Service Hub Professional $90 per seat/month | Annual; $100 monthly; $1,500 one-time onboarding | Priced per seat | Not stated; "Up to 1,000 messages per month" | Not delivered (Meta rule) |
| 360dialog | Regular €49 per number/month | Monthly | API only; Inbox included from Premium (€99) | "+Meta WhatsApp Messaging Fees"; "no markup on Meta fees" | Not delivered (Meta rule) |
| Twilio | No monthly fee; $0.005 per message, inbound or outbound | Pay as you go; +$0.001 per failed message | API only | Meta's template fees "Twilio passes through to customers" | Not delivered (Meta rule) |
| Bird | Pay as you go, $0 deposit | $0.0050 Bird fee "on every outbound message" | — | Shown per message, e.g. US utility $0.0034 + $0.0050 = $0.0084 | Not delivered (Meta rule) |
| Gupshup | Self-serve $0.001 per message | Per message, template and session, incoming too | API | Meta "billed at actuals"; markup "NA" | Not delivered (Meta rule) |
The last column is identical on every row, and that is the point: no provider can route around Meta's pause. If a sales page promises promotional WhatsApp broadcasts to your US customer list, ask the vendor to show you a delivered marketing template to a +1 US number. Bird's page, to its credit, lists a US marketing total ($0.025 Meta + $0.0050 Bird = $0.030) — that price only becomes billable to US numbers if Meta lifts the pause.
Tidio lists a "WhatsApp integration" on its $0 plan (Starter $24.17/month), so if "starting price" means zero, Tidio starts lowest. Among paid flat monthly plans for a full team inbox, QuickWA's $5/month is the lowest we found. Twilio, Bird and Gupshup have no monthly fee, but each message carries their fee on top of Meta's and none is a ready-made team inbox. Wati showed us rupee prices only.
What a five-agent US team actually pays
Teams move to the API because more than one person needs to answer: a Miami brokerage with three agents and a coordinator, a Houston HVAC company with a dispatcher and two office staff, a Shopify brand with a small support team. Here is the platform cost for five agents before Meta's fees, using only published numbers. Our arithmetic.
| Provider | How five agents are covered | Platform cost per month |
|---|---|---|
| ChatMaxima Starter | $19 + 2 extra members × $6 (monthly billing) | $31 |
| respond.io Starter | 5 users included | $79 billed yearly · $99 monthly |
| SleekFlow Essential | US$49 + 2 extra seats × US$15 + US$15 number hosting (yearly billing) | US$94 |
| Freshchat Growth | 5 agents × $19 (billed annually) | $95 |
| Callbell Multiagent Chat | 5 users × 15 + WhatsApp "from 22$ / month" in credits (currency toggle on page) | from about $97 |
| Kommo Base | 5 users × $25 (6-month minimum) | $125 |
| Zendesk Suite Team | 5 agents × $55 yearly · × $69 monthly | $275 · $345 |
| HubSpot Service Hub Professional | 5 seats × $90 annual · × $100 monthly, plus $1,500 onboarding once | $450 · $500 |
| Zoko Starter | Agents free; $49.99 plus $0.015 per conversation in Zoko usage fees | from $49.99 |
| QuickWA | No per-seat fees; choose the plan that fits after sign-up | from $5 |
We do not put a five-agent figure on QuickWA because plan limits are shown after sign-up. The point is structure: with per-seat pricing the bill rises with every seasonal hire; without it, a sixth agent costs nothing extra. Gallabox is left out because Basic has a hard cap of 3 users.
Meta's US fees: the part every provider shares
Meta prices the US and Canada together as "North America" on its USD rate card. From 1 October 2026, per delivered message:
| Category | Rate (USD) | To US numbers today? | Example: 3,000 messages |
|---|---|---|---|
| Marketing | $0.025 | No — not delivered since 1 April 2025 (still billable to Canadian numbers) | — for US numbers |
| Utility | $0.0034 | Yes | $10.20 |
| Authentication | $0.0034 | Yes | $10.20 |
| Service | $0.0034 after the first 1,000 free per number each month | Yes | $6.80 (2,000 charged) |
Since 1 October 2026, service replies are charged after 1,000 free per business number per month (no rollover) and utility templates inside an open service window are charged too; messages customers send are free. Our US pricing guide works through full budgets.
The provider layer is where US bills diverge. At 10,000 messages a month, Twilio's own fee is $50 (inbound and outbound, plus $0.001 per failed message), Bird's $50 if all are outbound, Gupshup's $10, and QuickWA's nothing. Our arithmetic, before Meta's fees, which are identical for everyone.
Provider notes for US buyers
QuickWA
Built on Meta's official Cloud API with embedded signup: you connect your own WhatsApp Business Account and Meta invoices you directly — no wallet, credits or top-ups. From $5/month in US dollars, no per-seat fees, $0 setup; AI, automation, calling and integrations are included from Pro. Two US specifics: you can buy USA phone numbers inside the app and read their incoming SMS (such as Meta's verification code) in an SMS inbox — one is included on eligible paid plans while subscribed; the numbers receive SMS only, and Meta still decides whether a number can register. And the product fits the pause: English and Spanish AI replies, Shopify and WooCommerce utility updates, Click-to-WhatsApp lead capture, Stripe payment links, and automatic opt-outs for English keywords such as STOP and UNSUBSCRIBE (Spanish "ALTO" or "BAJA" need an agent). Android app, no iOS app. See the US page.
ChatMaxima
Starter is $19/month (or $99 a year) with 3 team members, $6 per extra, and a 10,000-message monthly allowance on ChatMaxima's side. The pricing page does not say how Meta's fees are charged — ask.
Freshchat (Freshworks)
WhatsApp starts on Growth at $19 per agent per month billed annually. Sensible if your support team already runs on Freshworks.
Kommo
A sales-pipeline CRM built around messaging: $25 per user per month, six-month minimum, one WhatsApp number included plus one per added user.
SleekFlow
Omnichannel with a commerce focus. The page says Essential "is currently rolling out by country," so confirm it is offered to US accounts.
Zoko
Built for Shopify-style stores, agents free on Starter. Zoko says you "pay all WhatsApp messaging fees directly to Meta" and publishes its own conversation markup: $0.015 on Starter, none on the first 5,000 on Plus, none on Max. Check how much of the value you expect is abandoned-cart marketing — under the pause that only reaches customers outside the US.
respond.io
A mature omnichannel inbox with strong workflows, 5 users on Starter and a 7-day trial; WhatsApp fees are topped up as credit on the platform. Suits a contact center running several channels.
Zendesk and HubSpot
Both add WhatsApp to an existing help desk or CRM. Zendesk notes "Additional fees apply"; HubSpot requires a $1,500 onboarding fee and lists "Up to 1,000 messages per month." If your tickets or deals already live there, that integration may be worth more than the price difference.
360dialog, Twilio, Bird and Gupshup
These sell the pipe, not the room: an API with no ready-made team inbox (360dialog's Inbox starts on Premium). Right for engineering teams sending order updates or passcodes from their own systems. Our Twilio alternatives guide runs the numbers at 1,000, 10,000 and 50,000 messages.
A note on US SMS tools
Many US businesses already text customers through SMS platforms. On the published plans we checked, SimpleTexting and EZ Texting list no WhatsApp channel, and Heymarket offers WhatsApp only on its custom-priced Enterprise plan, where each WhatsApp message uses one message credit. If you want WhatsApp alongside SMS, you will usually run two tools — see WhatsApp vs SMS (10DLC).
When to pick someone else
Choose another provider if:
- Your team already works in Zendesk, HubSpot or Freshdesk. Adding WhatsApp to the tool where your tickets and deals already live can beat a cheaper separate inbox.
- You need email, social DMs, SMS and WhatsApp in one support queue with a large team. respond.io and SleekFlow are built around that.
- You want to start at zero cost. Tidio lists WhatsApp on its $0 plan. QuickWA's paid plans start at $5/month.
- You are building your own software and only need an API for passcodes or order updates. Twilio, Bird, Gupshup or 360dialog fit that shape, and Twilio puts WhatsApp, SMS, voice and email behind one vendor.
- You need an iPhone app for agents. QuickWA's mobile app is Android only.
- Procurement wants a negotiated enterprise contract with named support response times — the larger vendors' enterprise tiers are built for that.
Verify any provider in 10 minutes
- Open their pricing page yourself — note annual-only prices and minimum terms.
- Check WhatsApp is on the tier you are buying, not one tier up.
- Count your agents and add per-seat prices beyond those included.
- Ask for their US per-message charges in writing and compare with Meta's $0.0034. Any extra is the provider's fee.
- Ask who invoices the messages: Meta directly, or the provider from credits.
- Ask about the US pause. A good answer names error 131049 and explains what still works.
- Confirm you own the WhatsApp Business Account, so you can move later with your number and templates.
- Test opt-out: send yourself a template and reply STOP.

Frequently asked questions
Which WhatsApp Business API provider is cheapest in the USA? +
On the pricing pages we checked on 26 October 2026, QuickWA had the lowest paid flat monthly price for a full team inbox at $5/month. ChatMaxima starts at $19/month and Freshchat at $19 per agent per month billed annually. Tidio lists WhatsApp on a $0 plan, and Twilio, Bird and Gupshup have no monthly fee but charge their own fee on every message on top of Meta's.
Can any provider send WhatsApp marketing messages to US numbers? +
No. Since 1 April 2025 Meta does not deliver marketing templates to WhatsApp users in the United States, whichever provider or API you use; sends fail with error 131049. Utility, authentication and service messages, and conversations started from Click-to-WhatsApp ads, are still delivered.
How much does Meta charge per WhatsApp message in the US? +
From 1 October 2026, $0.0034 per utility, authentication or service message to a US number, with the first 1,000 service messages per business number each month free. The marketing rate is $0.025, but marketing templates are not delivered to US numbers during the pause.
Do US WhatsApp providers charge per agent? +
Many do. Freshchat is $19 per agent per month (annual), Kommo $25 per user, Zendesk $55 per agent (annual) and HubSpot $90 per seat (annual), while respond.io and SleekFlow charge for extra users beyond those included. QuickWA has no per-seat fees, and Zoko Starter does not charge for agents.
Is Twilio a good WhatsApp provider for a small US business? +
Twilio is a developer platform: $0.005 per WhatsApp message in or out, plus $0.001 per failed message and Meta's fees, with no team inbox included. It suits engineering teams sending passcodes or order updates from their own systems. A team that needs to read and reply to chats usually wants an inbox product.
Can I switch WhatsApp provider later without losing my number? +
Often, if the WhatsApp Business Account is yours — but ask both providers in writing how your number and templates move, because Meta's migration rules differ by account model. With QuickWA you connect your own account through Meta's embedded signup, and Meta bills you directly.
