WhatsApp for Real Estate in Saudi Arabia: Portal Leads, REGA Licences and Ejar Reminders
In the Kingdom a property message is not just a sales message. It carries a REGA advertising licence, it may touch an Ejar contract, and in Riyadh it has to respect a five-year rent freeze. Here is how brokers, developers and property managers run WhatsApp inside those rules.
Short answer: Saudi real-estate teams use WhatsApp for four jobs — answering portal leads from Property Finder, Bayut and Aqar, booking viewings, launching off-plan projects, and reminding tenants about rent and renewals. REGA's Real Estate Marketing and Advertising Regulations (approved May 2026) cover social media and digital channels, and every property ad needs its own advertising licence, so a WhatsApp listing should carry the licence number (or the QR code the rules allow). Residential rent on new contracts must be paid through Ejar's channels, and Riyadh rents are frozen for five years from 25 September 2025. Meta charges SAR 0.0401 per utility message and SAR 0.2159 per marketing message; a Riyadh brokerage that also manages 400 units pays about SAR 1,282 a month. QuickWA captures Bayut and Property Finder leads from $5/month, with 0% markup on Meta's fees.
How property is actually sold in the Kingdom
A Saudi property search usually starts on a portal and finishes on WhatsApp: a buyer filters villas in Al Narjis, taps the agent's contact button, and the photos, deed questions and viewing time after Maghrib all happen in chat.
The portals that matter are licensed by the regulator. In April 2025 the Real Estate General Authority (REGA) announced it had licensed 71 electronic real-estate platforms, a list that includes Property Finder and Aqar. Bayut runs a separate Saudi site, bayut.sa, from a Riyadh head office. Whichever portals you use, the lead ends up as a phone number — and the speed of your first WhatsApp reply decides who gets the viewing.
The market is also tightly regulated in ways a generic "WhatsApp for real estate" guide does not cover. Before a single template is written, a Saudi team needs to know three rules: the advertising licence, Ejar, and — in Riyadh — the rent freeze.
Rule 1: every property ad needs its own licence
REGA's implementing regulations for the Real Estate Brokerage Law require a broker to obtain a Real Estate Advertisement Licence for each advertisement, and treat a missing licensee name or licence number on an ad as a violation. A licence is issued only where there is a brokerage contract with the owner that explicitly includes marketing rights.
The Real Estate Marketing and Advertising Regulations, approved by REGA's board in early May 2026, go further. According to published summaries, they apply to social media platforms and tools, print and broadcast media, exhibitions, billboards and electronic platforms; and an ad (other than on a licensed platform) must show the advertising licence number and its expiry date, the advertiser's name, the broker's licence number, a description of the property, and a contact method identical to the one on the licence application. An ad may instead show just the licence number and a QR code that links to the full details.
What that means for a WhatsApp listing
The regulations do not name WhatsApp, but a property broadcast to a list of buyers is plainly advertising through a digital channel. The safe reading is to treat every listing you send as an ad:
- Put the advertising licence number in the template, or the QR code linking to it. Build it as a template variable so each listing carries its own number.
- Send from the number on your licence application. The contact method in the ad must match the one you registered, so a broker messaging from a personal number that is not on the application creates a mismatch.
- Withdraw sold or let units. Ads must be taken down once a property is sold or rented, so remove the unit from your WhatsApp catalog and broadcast segments the same day.
- Show price or rent and any brokerage fee. The summaries say ads must disclose prices or rents and brokerage fees.
Anyone can check a licence on REGA's inquiry service using the licence number, brokerage contract number or deed. Buyers increasingly do. A listing that cannot be verified is a listing that does not get the viewing. The broader consent and marketing rules are in our Saudi marketing rules guide.
Rule 2: residential rent goes through Ejar
REGA announced that from 15 January 2024, rent paid outside Ejar's designated channels on new residential lease contracts is not recognised as valid proof of payment. Tenants pay through mada or SADAD using biller number 153, and the money reaches the landlord's registered bank account within five business days. Commercial leases were excluded from that decision.
For a property manager this changes what a WhatsApp rent reminder should say. It should point the tenant to Ejar's payment channels — not to your company IBAN or a third-party payment link — because a transfer to your account may not count as proof of payment for a residential contract. The reminder is still worth sending; it is just a reminder, not a payment request.
Reminder: the rent instalment for unit {{1}}, SAR {{2}}, is due on {{3}}. You can pay through Ejar's channels (mada, or SADAD biller 153). Message us here with any questions.
Meta lists payment reminders under its utility category ("Account Alerts or Updates"), so this costs SAR 0.0401 per message — as long as no promotional line slips in.
Never ask for ID numbers in chat
Ejar contracts involve national ID and Iqama numbers. WhatsApp's Business Messaging Policy says not to share or ask people to share full payment card numbers, financial account numbers, personal ID card numbers or other sensitive identifiers. Collect those through Ejar itself or your own secure form, and tell the tenant in chat where to enter them.
Rule 3: in Riyadh, rents are frozen
Rules that took effect on 25 September 2025 freeze rents on residential and commercial properties within Riyadh's urban area for five years. Lease contracts must be registered on Ejar, leases renew automatically unless a party gives at least 60 days' notice before expiry, and violations can be fined up to twelve months' rent plus compensation. REGA's board can extend the measures to other cities with approval. King & Spalding's summary adds that escalation clauses in contracts signed before 25 September 2025 remain enforceable, while new contracts cannot apply escalation during the freeze.
Two practical consequences for WhatsApp:
- Audit your renewal templates. A Riyadh renewal message that announces a rent increase on a frozen contract is not just a bad message — it describes something the rules prohibit. Have separate renewal templates for Riyadh and for other cities.
- Time renewal notices around the 60-day rule. If a landlord does not want to renew (and is allowed not to), the notice must arrive at least 60 days before expiry. A dated WhatsApp message is a useful record alongside the formal notice — but check with your lawyer which channel the contract requires.
Answering portal leads fast
A buyer who enquires on three portals at once will often talk to whichever broker replies first. QuickWA captures leads from Bayut and Property Finder, Meta Lead Ads, and inbound webhooks from HubSpot, Zoho CRM and Bitrix24, creates the contact and a deal in the sales pipeline, and can send the first WhatsApp reply automatically.
| Lead source | How it reaches QuickWA | First message | Meta cost |
|---|---|---|---|
| Property Finder enquiry | Portal-lead capture | Utility template: acknowledges the listing and asks for a viewing time | SAR 0.0401 |
| Bayut enquiry | Portal-lead capture | Same template, portal name as a variable | SAR 0.0401 |
| Click-to-WhatsApp ad on Instagram or Facebook | Customer messages you first | Free-form reply inside the free entry-point window | Free for up to 7 days |
| Meta Lead Ads form | Meta Lead Ads integration | Utility template referencing the form they submitted | SAR 0.0401 |
| Aqar or another portal | Email or webhook into a custom integration, or manual | Utility template | SAR 0.0401 |
Keep the first message short and specific: the unit, the area, a question about timing. Meta's categorisation rules put "continue a conversation" that the user started under utility, but a first message that pushes three other villas is marketing at SAR 0.2159. Send the alternatives after they reply, inside the 24-hour window, where your agent's messages are service messages.
Lead privacy between brokers
The brokerage regulations bar a broker from disclosing client data without written consent. Many Saudi offices forward buyer numbers to co-brokers or owners by habit. A shared team inbox avoids that: the lead stays in one place, assigned to one agent, with notes the rest of the team can see — and nobody needs to forward a phone number on their personal WhatsApp.
Viewings, after Maghrib
Saudi viewings cluster in the evenings, at weekends (Friday and Saturday), and around prayer times. A viewing flow that works:
- Buyer picks a slot from a WhatsApp Flow or QuickWA's appointment booking, or replies to a list of times your agent sends.
- Confirmation with the address pin, the agent's name, and the building access instructions (utility).
- Reminder two hours before (utility), with a reschedule button.
- Follow-up the next morning — inside the 24-hour window if the buyer replied after the viewing, so it is a service message.
Calendly bookings can also feed QuickWA's appointment reminders automatically. The general version of this pattern is in our appointment reminders guide.
Off-plan launches through Wafi
Off-plan sales are licensed through Wafi, REGA's off-plan sales and lease programme. In November 2025 REGA launched instant licensing for off-plan projects, saying procedures that used to take more than 30 working days are now issued as soon as requirements are complete, with escrow accounts opened automatically at several banks. Wafi's page sets the conditions for collecting reservations during the marketing-licence period: disclose the project's status and plans, take no more than 5% of each unit's value, and deposit every reservation amount in the project's escrow account.
A WhatsApp launch campaign should reflect that:
- Show the Wafi licence and the ad licence in the launch template.
- Never ask for a reservation by transfer to the developer's or broker's own account. The reservation goes into escrow, so the message should point to the official payment instructions.
- State the reservation amount accurately — and within the 5% cap.
- Send only to opted-in contacts. A launch broadcast is marketing; consent and an opt-out are required. QuickWA records STOP replies as opt-outs automatically.
Launches are usually timed around Cityscape, Ramadan and the Riyadh Season months — see our Saudi campaign calendar.
A month for a Riyadh brokerage, worked out
An illustrative Riyadh brokerage that sells and leases residential units and manages 400 rental units for owners. Prices are Meta's Saudi SAR rate card from 1 October 2026.
| Line | Messages | Category | Arithmetic | SAR |
|---|---|---|---|---|
| First replies to portal leads | 900 | Utility | 900 × 0.0401 | 36.09 |
| Viewing confirmations + reminders (350 viewings × 2) | 700 | Utility | 700 × 0.0401 | 28.07 |
| Rent reminders (400 units × 2) | 800 | Utility | 800 × 0.0401 | 32.08 |
| Renewal notices | 35 | Utility | 35 × 0.0401 | 1.40 |
| Off-plan launch to opted-in buyers | 4,000 | Marketing | 4,000 × 0.2159 | 863.60 |
| Click-to-WhatsApp ad chats | 300 conversations | Free entry-point window | — | 0.00 |
| Agent replies | 9,000 (1,000 free) | Service | 8,000 × 0.0401 | 320.80 |
| Total | 97.64 + 863.60 + 320.80 | 1,282.04 |
Two-thirds of the bill is one launch. Every lead reply, viewing, rent reminder and renewal notice for the month — 2,435 messages — costs SAR 97.64 together. If the launch went to the 1,500 buyers who had actually asked about that district instead of 4,000, the marketing line would fall to 1,500 × 0.2159 = SAR 323.85, saving SAR 539.75.
The cost of a sloppy template
Suppose the rent reminder template ended with "Looking to move? See our new listings in Al Malqa". Meta would treat it as marketing, and the 800 reminders would cost 800 × 0.2159 = SAR 172.72 instead of SAR 32.08. Small in one month — but it also puts promotional content in a message tenants expect to be purely about their lease, which is a quick way to collect "block" and "report" taps. Our Saudi pricing guide covers the rate card in full.
Running it on QuickWA
- Portal-lead capture for Bayut and Property Finder, plus Meta Lead Ads, HubSpot, Zoho CRM and Bitrix24 — each lead becomes a contact and a deal in the sales pipeline.
- Shared team inbox with assignment and internal notes, so a lead belongs to one broker and the office manager can see every conversation. No per-seat fees, so every agent can be added.
- Appointment booking and reminders for viewings, and Calendly sync.
- Arabic and English templates under one name, with licence numbers as variables. Ready wording is in our Arabic template library.
- Coexistence, so a broker can keep the WhatsApp Business app on the number that appears on their REGA licence while the team works in the QuickWA inbox (broadcast lists, labels and quick replies on that number move into QuickWA).
- Android app for agents who are in the car between viewings.
Plans start at $5/month, billed in USD, with no setup fee. Every plan, feature and message limit is shown after you sign up; AI, automation, calling and integrations are included from Pro. Meta bills your own WhatsApp Business Account directly at its published rates, with 0% markup from QuickWA. Start from our Saudi Arabia page.

Frequently asked questions
Do I need a REGA advertising licence to share a property on WhatsApp? +
Treat it as yes. REGA requires an advertisement licence for each property ad, and its 2026 marketing and advertising regulations cover social media and digital channels. Include the licence number, or the QR code the rules allow, in every WhatsApp listing.
Can tenants pay rent through a WhatsApp payment link? +
Not for new residential leases. Since 15 January 2024, rent paid outside Ejar's channels on new residential contracts is not recognised as proof of payment. Use WhatsApp to remind tenants, and point them to Ejar's mada or SADAD (biller 153) payment.
Can I send rent increase notices to tenants in Riyadh? +
Rents in Riyadh's urban area are frozen for five years from 25 September 2025, with limited exceptions such as escalation clauses in contracts signed before that date. Keep separate renewal templates for Riyadh and check each contract before sending.
Is replying to a Property Finder or Bayut lead a marketing message? +
A short reply about the specific listing the buyer asked about can be a utility message at SAR 0.0401. If it promotes other properties, Meta treats it as marketing at SAR 0.2159 — send alternatives after the buyer replies, inside the 24-hour window.
How much does WhatsApp cost a Saudi brokerage per month? +
It depends mostly on broadcasts. In our worked example, a Riyadh brokerage managing 400 units paid about SAR 1,282 to Meta, of which SAR 863.60 was one off-plan launch and SAR 97.64 covered every lead reply, viewing and rent reminder.
Does QuickWA capture leads from Bayut and Property Finder? +
Yes. QuickWA has portal-lead capture for Bayut and Property Finder, plus Meta Lead Ads, HubSpot, Zoho CRM and Bitrix24. Each lead becomes a contact and a deal, and an automatic first reply can go out on WhatsApp.
