WhatsApp for E-commerce in Saudi Arabia: From the National Address Check to the Seven-Day Return

Saudi online stores now have to ship to a valid National Address, notify buyers of delays, and honour a seven-day return right. WhatsApp is where most of those conversations already happen. Here is how to run them properly, and what Meta charges for each one.

Short answer: a Saudi online store should use WhatsApp for five jobs: order confirmation, cash-on-delivery confirmation, collecting a missing National Address, delivery and delay updates, and returns. All five are utility messages at SAR 0.0401 each under Meta's October 2026 Saudi rate card. Cart recovery and offers are marketing at SAR 0.2159. A Jeddah perfume store handling 3,000 orders a month pays Meta about SAR 2,913, and more than three-quarters of that is marketing. Two rules shape the flow: since 1 January 2026 carriers must not take a parcel without a valid National Address, and the E-Commerce Law gives buyers seven days to return an unused product and requires you to tell them about delays. QuickWA connects Salla, Shopify and WooCommerce from $5/month, and Meta bills you directly with 0% markup.

Why Saudi stores sell in chat

Saudi shoppers pay electronically more than ever. The Saudi Central Bank (SAMA) reported that electronic payments made up 85% of retail payments in 2025, up from 79% in 2024, with 14.6 billion electronic transactions in the year. Card and wallet checkouts — mada debit cards, Apple Pay, and buy-now-pay-later providers such as Tabby and Tamara, both of which now hold SAMA finance licences — are normal at checkout.

Yet cash on delivery has not disappeared from online orders, and the conversation around an order has not moved to email. Shoppers ask whether a size runs small, whether an oud blend is the same as last Ramadan's, and when the driver will come. They ask on WhatsApp, because that is where they already talk to family, colleagues and the shop down the road.

There are also more stores competing for those shoppers. The Ministry of Commerce's business bulletin counted 45,669 active e-commerce commercial registrations at the end of Q1 2026, up 9% on a year earlier, with Riyadh Province (20,039) and Makkah Province (11,569) holding most of them. A store that answers quickly in Arabic, in chat, stands out.

The five order messages every Saudi store needs

These are the messages that protect revenue on each order. All five can stay in Meta's utility category if you keep them strictly about the order — no discount codes, no "you may also like". Meta's categorisation rules say order messages must not "promote, recommend, upsell, or cross-sell", and a template that mixes an update with a promotion is treated as marketing.

Cash-on-delivery confirmation

A COD order that is refused at the door costs you the outbound delivery, often the return leg, and the stock that sat in a van for days. A confirmation with two quick-reply buttons — confirm or cancel — filters out most of the orders placed by mistake or on impulse, for four halalas each. Send it before you book the courier, not after.

The better version also offers a way to pay now. QuickWA's COD-to-prepaid workflow can follow a confirmed COD order with a payment link, so a buyer who is happy to pay by card or Apple Pay can do so in the chat; buyers who prefer cash simply keep the COD option. Keep the payment-link message separate from the confirmation and keep it neutral ("pay now if you prefer") so the confirmation stays utility. Our guide to COD-to-prepaid on WhatsApp covers the mechanics.

The National Address check

This is the step most guides written for other markets miss. Under a Transport General Authority decision, from 1 January 2026 parcel carriers in the Kingdom must not accept shipments without the recipient's official National Address, and carriers have asked senders to include the eight-character short address code on the waybill. Customers can find their address in the National Address service, Absher, Tawakkalna or SPL's own app — but many still type "Al Rawdah, behind the mosque" into a checkout field.

WhatsApp is the fastest fix. When the address field fails validation, send a short utility template asking for the short address, with a one-line explanation of where to find it. The customer replies in the chat, your team (or a no-code chatbot step) saves it to the order, and the parcel leaves on time. A customer who replies opens a 24-hour customer-service window, so any follow-up questions about the address are service messages — the first 1,000 a month per number are free.

Delivery and delay updates

Saudi stores ship through a mix of national and private carriers — SPL, SMSA, Aramex, J&T and others — and through their own drivers in Riyadh, Jeddah and the Eastern Province. Whatever the carrier, send two updates: one when the parcel leaves, with the tracking link, and one on the morning of delivery. A shopper in Al Khobar who knows the parcel arrives "today between 4 and 9 PM" is far more likely to be home.

The delay notice is a legal matter, not only a courtesy. Article 14 of the E-Commerce Law lets a consumer cancel and claim a full refund if delivery is more than 15 days late from the contract date or the agreed date (unless the parties agreed otherwise or the delay is force majeure), and requires the seller to notify the consumer of any anticipated delay. A dated WhatsApp message is clear evidence that you told the customer — and gives them the chance to agree a new date instead of cancelling.

Returns, refunds and the seven-day rule

Article 13 of the E-Commerce Law lets a consumer rescind the contract within seven days of receiving the product, provided it has not been used, and says the consumer bears the cost of the return unless agreed otherwise. The law lists exceptions — customised or made-to-order products (unless defective or not as specified), used software and media, newspapers, magazines and books, damage caused by the consumer's mishandling, accommodation, transport and catering services, and downloadable software.

A WhatsApp returns flow that respects this looks like this:

  1. Day 1 after delivery: a utility message confirming delivery, with a "Need help with this order?" button. Not a review request, not a coupon — just the door to support.
  2. Customer taps the button: a WhatsApp Flow or chatbot asks for the order number, the item, the reason and a photo, and checks the delivery date against the seven-day window.
  3. Agent approves: the customer receives the return instructions and, if you collect, the pickup slot.
  4. Refund issued: a utility message with the amount and method, which also satisfies Article 8's spirit of keeping the customer informed with itemised amounts.

Engraved pens, monogrammed abayas and custom-blended perfumes are "customised products" under the exceptions, so say so on the product page and again in the order confirmation. A customer who is told twice is far less likely to dispute it.

Cart recovery and offers: the marketing line

Meta lists "You left {{items}} in your cart … Checkout now" as a marketing example, so abandoned-cart reminders are billed at SAR 0.2159 — about 5.4 times a utility message. That does not make them a bad idea; it makes them a targeting decision.

  • Only message people who opted in to marketing. The PDPL and Meta's policy both require consent for marketing messages; our Saudi marketing rules guide covers the wording and records.
  • One reminder, not three. Send a single reminder an hour or two after abandonment. A second message the next day roughly doubles the cost of the recovery attempt.
  • Skip low-value carts. A SAR 0.2159 reminder on a SAR 25 cart is fine; three reminders on a SAR 25 cart from someone who has never bought are not.
  • Time it for Saudi evenings. Set a sending window in QuickWA's Settings so reminders and scheduled broadcasts wait until it reopens instead of landing at 2 AM. The general playbook is in our abandoned cart guide.

For seasonal peaks — White Friday, Ramadan, Founding Day, National Day and the payday at the 27th — plan offers using our Saudi campaign calendar rather than message-everyone blasts.

Catalogs and payment links

Many Saudi shoppers want to browse and ask before they click "buy". A WhatsApp catalog lets your team share products in the chat, and a payment link closes the sale without sending the customer back to the website. QuickWA's PayTabs, Telr and Stripe integrations generate links from the conversation; mada, Apple Pay and BNPL options appear on the checkout page according to how your payment gateway is set up, not because of WhatsApp. Messages your agents send inside the 24-hour window while helping the customer are service messages, not marketing.

Store platforms and how they connect

Salla is the platform many Saudi merchants start on — its CTO said in February 2025 that it had supported more than 60,000 online stores in the Kingdom over seven years. Shopify and WooCommerce are common for brands that sell across the GCC or were built by agencies.

Other platformsDeveloper API, signed webhooks or ZapierAny event your platform can send out

Whatever the platform, the logic is the same: an order event triggers a utility template in the customer's language, and replies land in a shared team inbox where an agent can be assigned, add notes and see the order history. QuickWA has no per-seat fees, so the warehouse team and the customer-service team can both work in the same inbox.

The 11,600 utility messages that protect every order cost SAR 465.16. The 10,500 marketing messages cost SAR 2,266.95 — 78% of the bill. On Meta's USD card the same month is about $777.07 (11,600 × $0.0107 + 10,500 × $0.0576 + 4,500 × $0.0107).

Where the money really goes

The COD confirmations cost SAR 72.18 for the month. As an illustration only: if one refused parcel costs this store around SAR 30 in two-way delivery (use your own carrier's rates), stopping just three refused parcels pays for all 1,800 confirmations. The marketing line is where discipline pays: cutting the offer list from 8,000 to the 5,000 customers who bought in the last year saves 3,000 × 0.2159 = SAR 647.70 a month.

The most expensive mistake is a promotional line in an order template. If the shipping update said "and enjoy 15% off your next order", Meta would treat it as marketing, and those 6,000 updates would cost 6,000 × 0.2159 = SAR 1,295.40 instead of SAR 240.60. Full rate-card detail is in our Saudi pricing guide.

Setting it up with QuickWA

  1. Connect your number through Meta's embedded signup — a new +966 number, or your existing WhatsApp Business app number through Coexistence (broadcast lists, labels and quick replies on that number move into the QuickWA inbox). Steps are in our Saudi setup guide.
  2. Connect Salla, Shopify or WooCommerce and map each order status to a template.
  3. Write each template in Arabic and English under one template name so each customer gets their language; our Arabic template library has ready wording.
  4. Turn on consent tracking so STOP replies are recorded as opt-outs automatically, and only opted-in contacts enter marketing segments.
  5. Set your sending window and assign order chats to the right team.

QuickWA plans start at $5/month, billed in USD, monthly or yearly at 20% less than twelve monthly payments. There is no setup fee and no per-seat fee, and every plan, feature and message limit is shown after you sign up. AI, automation, calling and integrations are included from Pro. Meta's message fees go directly from Meta to your own WhatsApp Business Account at the published rates — QuickWA adds 0% markup and holds no wallet or credits. More on Kingdom-specific setup is on our Saudi Arabia page.

Frequently asked questions

Is a COD confirmation on WhatsApp a marketing or utility message in Saudi Arabia? +

Utility, as long as it only asks the customer to confirm or cancel the order. At Meta's October 2026 Saudi rate that is SAR 0.0401 per message. Add a discount or cross-sell line and Meta treats it as marketing at SAR 0.2159.

Can I ask for the customer's National Address on WhatsApp? +

Yes. Since 1 January 2026 carriers must not accept parcels without a valid National Address, so a short utility template asking for the eight-character short address code is a sensible step whenever the checkout address fails validation.

How long do Saudi customers have to return an online purchase? +

Under Article 13 of the E-Commerce Law, seven days from receiving the product, provided it has not been used, with exceptions such as customised products, books and publications, and catering services. The customer pays the return cost unless you agree otherwise.

Do I have to tell customers when an order is delayed? +

Yes. Article 14 of the E-Commerce Law requires sellers to notify consumers of anticipated delays, and lets a consumer cancel for a full refund if delivery is more than 15 days late, unless agreed otherwise or caused by force majeure. A WhatsApp delay notice is a clear record that you did.

Are abandoned-cart reminders cheap on WhatsApp in Saudi Arabia? +

They are marketing messages, so each costs SAR 0.2159 — about 5.4 times a utility message. Send one well-timed reminder to opted-in customers rather than a sequence of three.

Does QuickWA connect to Salla? +

Yes. QuickWA integrates with Salla, Shopify and WooCommerce, so order events can trigger Arabic or English templates automatically. Plans start at $5/month and Meta bills message fees directly to your own account with 0% markup.
