WhatsApp Business API Pricing in Saudi Arabia (2026): Meta's SAR Rates and What a Month Really Costs

Saudi Arabia has its own line on Meta's rate card, an SAR billing option since April 2026, and one of the widest gaps in the region between a marketing message and everything else. Here is how to turn that into a monthly number.

Short answer: from 1 October 2026 Meta charges Saudi (+966) numbers SAR 0.2159 ($0.0576) per delivered marketing message and SAR 0.0401 ($0.0107) per utility, authentication or service message. Each business phone number gets 1,000 service messages free per month. A Riyadh fashion store on Salla sending 12,000 offers and 9,000 order updates a month pays Meta about SAR 3,152; a Jeddah dental clinic that mostly sends reminders pays about SAR 393. A marketing message costs roughly 5.4 times a utility one, so how you categorise templates matters more than which provider you pick. QuickWA starts at $5/month, adds 0% markup, and Meta bills your own WhatsApp account directly.

Two bills, and only one of them is fixed

Every WhatsApp Business API setup in the Kingdom produces two charges. The first is Meta's: a fee for each delivered message, set by Meta and identical whichever provider you use. The second is your provider's: a subscription, sometimes a per-seat or per-number fee, and with some providers a higher per-message price than Meta's. Most quotes Saudi businesses receive mix the two together, which is why a SAR 150 offer and a $499 plan are so hard to compare.

This guide separates them. Part 1 is Meta's Saudi rate card. Part 2 runs three real monthly bills with the arithmetic shown. Part 3 covers what providers add on top, and Part 4 the levers that actually reduce the total.

Part 1: Meta's Saudi rate card

Meta prices WhatsApp per delivered message, by message category and by the recipient's country code. Saudi Arabia is a standalone market on Meta's rate card, so a message to a +966 number is priced at the Saudi rate regardless of where your business is registered. These are Meta's figures effective 1 October 2026:

CategorySAR rate cardUSD rate cardWhat it is for
MarketingSAR 0.2159$0.0576Offers, White Friday and Ramadan campaigns, new-collection launches, win-back messages
UtilitySAR 0.0401$0.0107Order confirmations, COD confirmations, shipping updates, appointment reminders, invoices
AuthenticationSAR 0.0401$0.0107One-time passwords from a business registered in Saudi Arabia
Authentication — internationalSAR 0.224$0.0598One-time passwords sent to Saudi users by businesses registered abroad
ServiceSAR 0.0401 after 1,000 free per number per month$0.0107Free-form replies inside the 24-hour customer-service window

Messages customers send you are free. Messages sent inside the free entry-point window opened when someone taps a Click-to-WhatsApp ad (up to 7 days) are also free. Taxes and provider charges are separate.

SAR or USD?

Since 1 April 2026 Meta has offered SAR as a billing currency, with its own SAR rate card. Meta's pricing page notes that the currency is chosen when the messaging account is created and "cannot be changed" afterwards except through its currency-migration process. Because the riyal is pegged to the dollar, the two cards land within a halala of each other; the practical reason to pick SAR is cleaner bookkeeping — your finance team reconciles Meta's invoice in the same currency as the rest of your costs.

The ratio that shapes Saudi strategy

Divide the two main rates: 0.2159 ÷ 0.0401 ≈ 5.4. A Saudi marketing message costs about five and a half times a utility message. That gap is wider than in many markets, because the Saudi utility rate is low. It means the single biggest saving available to most Saudi businesses is not negotiating with a provider — it is making sure transactional messages are genuinely transactional so Meta prices them as utility.

What changed on 1 October 2026

  • Service messages are charged again after the first 1,000 per business phone number each month. The free tier resets monthly and does not roll over.
  • Utility templates sent inside an open customer-service window are charged. Previously, a shipping update sent while the customer was mid-conversation was free.
  • The Saudi marketing rate went up. Meta's own change log lists marketing increases for Saudi Arabia effective 1 April 2026 and again on 1 October 2026; the utility and authentication rates were cut in 2025.
  • The Click-to-WhatsApp free window is unchanged, and customer-initiated messages remain free.

For businesses that sell through conversation — car showrooms in Riyadh, furniture stores in Jeddah, brokerages in Al Khobar — the service-message change matters most. Busy sales chats now cost money after the first thousand replies a month, though at SAR 0.0401 the amounts stay modest.

Part 2: three Saudi months, worked out

These are illustrative volumes for three common Saudi business types, priced at Meta's SAR rates. Service messages are shown with the 1,000 free ones removed.

BusinessMarketingUtilityService repliesMeta's monthly charge
Dental clinic in Jeddah800 × 0.2159 = SAR 172.724,000 reminders × 0.0401 = SAR 160.402,500 (1,500 billed) × 0.0401 = SAR 60.15SAR 393.27 (≈ $104.93)
Fashion and abaya store on Salla, Riyadh12,000 × 0.2159 = SAR 2,590.809,000 × 0.0401 = SAR 360.906,000 (5,000 billed) × 0.0401 = SAR 200.50SAR 3,152.20 (≈ $841.00)
Real-estate brokerage, Al Khobar3,000 × 0.2159 = SAR 647.701,500 × 0.0401 = SAR 60.1511,000 (10,000 billed) × 0.0401 = SAR 401.00SAR 1,108.85 (≈ $295.85)

USD figures use Meta's USD card: the clinic is $46.08 + $42.80 + $16.05; the store is $691.20 + $96.30 + $53.50; the brokerage is $172.80 + $16.05 + $107.00.

What the three examples tell you

The clinic sends five times as many reminders as offers, yet the offers still cost more. If it moved its monthly whitening promotion from all patients to only those due a check-up, the bill would barely move — but if a reminder template were accidentally written with a promotional line ("book now and get 20% off whitening"), Meta would treat it as marketing and each of those 4,000 reminders would jump from SAR 0.0401 to SAR 0.2159, adding about SAR 703 a month (4,000 × SAR 0.1758 = SAR 703.20).

The Salla store is the typical Saudi e-commerce shape: marketing dominates (82% of its Meta bill), and order traffic includes a confirmation for each cash-on-delivery order before it ships with SMSA, Aramex or SPL. Those confirmations are utility messages and cost about four halalas each — cheap insurance against a parcel coming back unpaid.

The brokerage spends more on replies than on utility, because buyers ask questions. REGA's marketing and advertising rules cover social media and online channels and require each property advertisement to show its advertising licence number, so treat a WhatsApp property broadcast the same way. That is a content rule, not a cost — but a campaign held back for missing licence details is a campaign that does not go out at all. Our Saudi marketing rules guide covers it.

One more case: OTPs from abroad

A fintech or delivery app registered outside the Kingdom that sends 50,000 login codes a month to Saudi users pays the international authentication rate: 50,000 × SAR 0.224 = SAR 11,200. The same volume from a Saudi-registered business at SAR 0.0401 is SAR 2,005. Where the sending business is registered can be worth more than SAR 9,000 a month at that volume.

Part 3: what providers add on top

Meta's fees are the same for everyone. Provider charges are not, and they come in four shapes:

  • A per-message markup. Some providers resell messages from their own rate card. Zoko's own pricing page, for example, lists a $0.015 markup "on all conversations" on its Starter plan. Set against Meta's Saudi utility rate of $0.0107, that would more than double the cost of each utility message if applied per message (our arithmetic: $0.0257, about 2.4 times Meta's rate).
  • A wallet you top up. respond.io's page says WhatsApp fees are not included in any subscription and are paid by topping up WhatsApp credit on its platform. That is not necessarily a markup, but your money sits with the provider in advance.
  • Seat and number fees. SleekFlow lists a $15/month number-hosting fee and $25 for each seat beyond 10; respond.io charges $12–24 per extra user; Gallabox's Basic plan is capped at 3 users.
  • Bundled message allowances. Unifonic's Connect plan ($499) includes 10,000 multichannel campaign messages, but its page does not say whether Meta's fees are inside or outside that figure — ask before you compare it with anyone else.

Several providers selling in the Kingdom state plainly that Meta's fees reach you at cost: Taqnyat's Quick Start page says messaging fees "are charged directly by Meta", Go4whatsup says Meta's charges are "never marked up", and BusinessChat says they are billed "according to Meta's applicable rates". The full side-by-side is in our Saudi provider comparison.

What a markup costs over a year

Take the Riyadh store above. Its Meta bill is SAR 3,152.20 a month. A provider adding 10% on top of Meta's rates would add SAR 315.22 a month, or SAR 3,782.64 a year — more than many plan subscriptions. At 20% it is SAR 7,565.28 a year. Always ask a provider for its per-message rate in writing and compare it line by line with Meta's.

How QuickWA charges Saudi businesses

  • Plans start at $5/month (about SAR 19), billed in USD, monthly — or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup, add your payment method in Meta, and Meta invoices you directly at the rates in the table above — in SAR if you chose SAR. QuickWA has no message wallet, no credits and no top-ups.
  • No per-seat fees and $0 setup — no onboarding or activation charge.
  • Saudi-relevant tools: Salla and Foodics integrations, COD-to-prepaid workflows, Arabic and English templates, and a sending window you set yourself in Settings so scheduled broadcasts wait until it reopens.

Every plan, feature and message limit is shown after you sign up. AI, automation, calling and integrations are included from Pro. More on the Kingdom-specific setup is on our Saudi Arabia page.

Six ways to cut a Saudi WhatsApp bill

  1. Keep utility templates clean. No discount codes, no "you may also like", no promotional footer. Meta's categorisation rules say a template that mixes an order update with a promotion is marketing — and in Saudi Arabia that is a 5.4× price jump.
  2. Send COD confirmations as utility, not as a sales nudge. "Confirm your order of SAR 349 for delivery to Al Malqa" is utility; adding "and get free shipping on your next order" is not.
  3. Use Click-to-WhatsApp ads for acquisition. Messages inside the free entry-point window cost nothing for up to 7 days, which suits Saudi shoppers who ask several questions before buying.
  4. Answer quickly inside the 24-hour window. The first 1,000 service replies per number each month are free, and replies are SAR 0.0401 after that — far cheaper than re-opening the conversation later with a marketing template.
  5. Segment seasonal blasts. White Friday, Founding Day and Ramadan tempt businesses to message everyone. Sending to customers who bought in the last 12 months instead of the whole list often halves the marketing line.
  6. Register OTP traffic in the Kingdom where you legitimately can. The international authentication rate is more than five times the domestic one.
