WhatsApp for Hotels and Tourism in Oman (2026): From the First Enquiry to the Review
Oman's hotels had a strong January and a hard spring in 2026, Khareef grew again, and every guest now arrives with WhatsApp open. Here is how a Muscat resort, a Sharqiya Sands camp and a dive centre should run the channel, and what it costs at Meta's new Oman rates.
Short answer: Omani hospitality businesses should use WhatsApp for four jobs: answering booking enquiries fast (service messages), confirming and preparing the stay (utility templates), selling extras and return visits only to guests who opted in (marketing templates), and asking for a review after check-out. Since 1 October 2026 Meta charges $0.0247 (about OMR 0.0095) per utility or service message to a +968 number and $0.0341 (about OMR 0.0131) per marketing message, with 1,000 free service messages per number each month. A 120-room Muscat resort in January pays Meta about $302 (OMR 116); a 40-tent desert camp about $86. The season matters more than the hotel size: NCSI data show rated-hotel occupancy at 69.8% in January 2026 and 36% in June, so your message plan should change with it.
Where Oman's guests are coming from in 2026
Before you plan messages, look at who is actually staying. The National Centre for Statistics and Information (NCSI) publishes monthly figures for 3–5 star hotels, and 2026 has been an uneven year.
| Indicator (3–5 star hotels, NCSI) | Figure | What it means for your WhatsApp plan |
|---|---|---|
| Occupancy, January 2026 | 69.8% (62.6% a year earlier) | Winter is when most enquiries arrive; staff the inbox for replies, not just templates |
| Occupancy, June 2026 | 36% | Low season: the time to build your opted-in list and fix templates, not to blast offers |
| Occupancy, August 2026 | 51.4%, up 8.8 points on July | Khareef and summer domestic travel lift the second half |
| Guests to end of August 2026 | 1.32 million, down 10.7% | Fewer guests means each enquiry is worth more |
| Omani guests to end of August | 583,702, up 2.7% | Arabic-first messaging matters more, not less |
| European guests to end of August | 273,654, down 29.8% | English templates still needed, but plan for a smaller winter European share |
| GCC guests to end of August | 119,000, down 19% | Gulf visitors expect Gulf Arabic and fast answers about families and transfers |
Two other numbers matter for operators outside the city hotels. NCSI's preliminary figures put Khareef visitors to Dhofar between 21 June and 31 August 2026 at 1,116,051, up 8.6%, of whom 73.2% were Omani and 183,861 came from GCC countries; 831,384 arrived by land. And the Ministry of Heritage and Tourism reported 137,330 tourists arriving on cruise ships and yachts in 2025, with calls at Sultan Qaboos Port in Muscat, Khasab and Salalah. The Environment Authority recorded 136,549 visitors to the Daymaniyat Islands Nature Reserve in 2025, up from 105,686.
The pattern is clear. Domestic and Gulf travellers are your steadiest guests, they drive by road, and they plan on WhatsApp. Our Oman campaign calendar covers when to promote; this guide covers what to send once someone is talking to you.
The guest journey, message by message
1. The enquiry
Most enquiries arrive as free-form questions: "Do you have a family room for 12 to 14 December?", "Is breakfast included?", "Can you pick us up from Muscat airport?". Customers' messages are free, and your replies inside the 24-hour window are service messages. The first 1,000 each month on each number cost nothing; after that each reply costs $0.0247.
Speed wins the booking. A Gulf family comparing three Jabal Akhdar hotels will book with whoever sends rates and photos of the room first. Use quick replies for the questions you get every day, and keep the room rate, cancellation terms and what is included in one message rather than four.
2. The confirmation
Once the guest pays a deposit or confirms, send a utility template with the booking reference, dates, room type and cancellation terms. It is non-promotional and tied to their booking, which is what Meta's utility category is for. Since 1 October 2026 a utility template sent while the chat is still open is charged too, so you pay $0.0247 whether the guest is mid-conversation or not.
3. Pre-arrival
Two or three days before arrival, one utility message does more work than any other: check-in time, a map pin, parking, and a question about arrival time or airport transfer. For a camp in Al Sharqiya Sands or a lodge in the Hajar mountains, include where the tarmac ends and whether the guest needs a 4x4 or should meet your driver at a fuel station. Guests who know the way arrive happier and on time.
4. During the stay
Let guests message reception on WhatsApp instead of calling. Requests for towels, late check-out, a dinner table or a taxi to Muttrah Souq are service messages and usually fall inside the window the guest opened. Assign them to the right department in the shared inbox so housekeeping and the restaurant do not miss each other's requests.
5. Upsells, with consent
A spa slot, a sunset dhow cruise, a dolphin trip or a dinner in the dunes can be offered during the stay in reply to the guest's own questions. A proactive template that promotes extras is marketing, and under Oman's amended Personal Data Protection Law you need the guest's explicit consent before sending marketing. Ask for it at check-in or in the confirmation chat, record it, and do not assume a booking equals consent. Our Oman marketing rules guide explains the 2026 amendment.
6. The review
After check-out, ask once for a review and give one link. If the stay went wrong, the WhatsApp reply is your chance to fix it privately before it becomes a public review. Meta decides the template's category; in our budgets below we price review requests at the marketing rate to be safe.
Different businesses, different message plans
City hotels and beach resorts in Muscat
Volume is in confirmations and in-stay service. The risk is staff answering from personal phones, which leaves no record when a guest disputes a promise about late check-out. Put the hotel's number on the API, give reception, reservations and the concierge shared access, and use notes on each chat for handovers between shifts.
Desert camps in Al Sharqiya Sands and around Bidiyah
Few messages, high stakes. The pre-arrival message with the meeting point is the one that matters, and many guests will message from the road with patchy signal. Keep messages short, send the pin as a location, and add a voice note option for drivers who prefer to talk.
Mountain hotels on Jabal Akhdar and Jabal Shams
Guests ask about weather, road access and whether their car can make the climb. A short utility message the day before arrival with road guidance saves the reception phone from ringing all afternoon.
Dive centres and dhow operators
Trips to the Daymaniyat Islands depend on weather and on the Environment Authority's controls on visits. Use utility templates for confirmations and for the inevitable "sea conditions have changed, here are your options" message, which should go to every booked guest at once.
Tour operators handling cruise passengers
Cruise passengers have a few hours ashore and book tours in advance or at the pier. A confirmation that shows the pickup point at Sultan Qaboos Port, the guide's name and the latest time to be back at the ship is the message they will open again and again. They rarely have a +968 number: a German or British passenger is charged at their own country's rate, not Oman's.
Salalah hotels and car-hire desks in Khareef
Khareef is a service-message season with heavy Gulf demand. We worked out a full Salalah Khareef month in our Oman pricing guide, so we do not repeat it here. The short version: the first 1,000 replies are free and the rest are billed, so the season's cost sits mostly in replies.
Arabic and English templates that work for guests
Omani guests made up about 44% of rated-hotel guests to the end of August 2026 (583,702 of roughly 1.32 million, by our arithmetic), so every template should exist in Arabic as well as English. Write the Arabic first, in plain Gulf-friendly Modern Standard Arabic, and translate, rather than the other way round. Short examples you can adapt:
تم تأكيد حجزك رقم {{1}} من {{2}} إلى {{3}}. الدخول من الساعة 2 ظهرًا. لأي استفسار رد على هذه الرسالة.
Your booking {{1}} from {{2}} to {{3}} is confirmed. Check-in is from 2 PM. Reply to this message with any questions.
نلتقي بك عند محطة الوقود في بدية الساعة {{1}}. سائقنا {{2}} سيرافقك إلى المخيم. أرسل لنا موقعك عند الوصول.
Our driver {{2}} will meet you at the Bidiyah fuel station at {{1}} and take you to the camp. Send us your location when you arrive.
Gulf visitors are happy in Arabic. For European winter guests, English is usually enough; for German-speaking cruise passengers and Russian or Chinese tour groups, Meta supports templates in many other languages, and an AI agent assist that answers in the guest's language helps the team with free-form questions. Keep the hotel's name in every template so the guest knows who is writing. For a full Arabic template library see our Arabic templates for Oman.
A month of Meta fees for three Omani operators
Meta's USD rates for +968 numbers, per delivered message. Service replies are billed above the first 1,000 per number per month. OMR at 0.3845 per dollar, rounded. VAT and provider charges are extra.
| Operator and month | Utility templates | Marketing templates | Service replies | Meta's monthly charge |
|---|---|---|---|---|
| 120-room beach resort in Muscat, January | 1,400 confirmations + 1,400 pre-arrival = 2,800 × $0.0247 = $69.16 | 2,100 offers to opted-in past guests + 1,100 review requests = 3,200 × $0.0341 = $109.12 | 6,000, of which 5,000 billed × $0.0247 = $123.50 | $301.78 ≈ OMR 116.03 |
| 40-tent camp in Al Sharqiya Sands, December | 650 confirmations + 650 meeting-point messages = 1,300 × $0.0247 = $32.11 | 500 × $0.0341 = $17.05 | 2,500, of which 1,500 billed × $0.0247 = $37.05 | $86.21 ≈ OMR 33.15 |
| Dive and dhow centre trading to Daymaniyat, November | 450 confirmations + 450 sea-condition updates = 900 × $0.0247 = $22.23 | 800 × $0.0341 = $27.28 | 1,800, of which 800 billed × $0.0247 = $19.76 | $69.27 ≈ OMR 26.63 |
What the numbers say
- The resort's biggest line is replies, not campaigns. 5,000 billed replies cost $123.50. Answering in one complete message instead of three short ones is the easiest saving.
- Marketing to past guests is cheap per head but needs consent. 2,100 opted-in past guests cost $71.61. Sending the same offer to 6,300 numbers scraped from old booking forms would cost three times as much, and risks blocks that lower your quality rating.
- The camp's bill is small, and the meeting-point message is worth every baisa. A lost guest in the dunes costs a driver and an evening.
- Cruise and foreign guests are priced by their own country code. A message to a +49 or +44 number is billed at Germany's or the UK's rate, not Oman's, so check Meta's rate card if most of your guests are international.
- Click-to-WhatsApp ads change the maths. When a guest starts the chat from a Facebook or Instagram ad on their phone, Meta's free entry-point window can stay open for up to 7 days, and messages inside it are free.
Privacy and etiquette for guest data
Hotels collect passports and civil ID details for registration. That does not mean WhatsApp is the place for them. Ask for documents at the front desk or through your property-management system, not as photos in a chat that several staff can open. Oman's PDPL requires controllers to protect personal data and, after the September 2026 amendment, to delete it once the purpose is fulfilled. Keep WhatsApp for logistics: dates, times, pins and requests.
A few rules that guests in Oman will notice if you break them:
- Do not send marketing late at night. Set your sending window to 8 AM–9 PM Muscat time, which mirrors the TRA's 2026 rule for promotional telecom messages. QuickWA holds scheduled broadcasts that fall outside the window until it reopens.
- Do not message families with photos of guests or other people without permission.
- During Ramadan, adjust breakfast and check-in messages to the guest's routine; suhoor and iftar times matter more than the restaurant's usual hours.
- Honour STOP immediately. A guest who opts out of offers can still receive the confirmation for a booking they make next year.
Running it on QuickWA
QuickWA runs on Meta's official WhatsApp Cloud API. You connect your own WhatsApp Business Account through Meta's embedded signup, and Meta invoices you directly at the rates above, with 0% markup from us and no message wallet or credits. Plans start from $5/month, billed in USD for Gulf accounts, with no per-seat fees and no setup fee. AI, automation, calling and integrations are included from Pro. Every plan, feature and limit is shown after sign-up.
- Shared team inbox with assignment and notes, so reservations, reception and the concierge work from one number. An Android app lets the duty manager answer from the lobby.
- Appointment booking and Calendly for spa slots, tours and transfers; catalog and payment links through Stripe, PayTabs or Telr for deposits.
- AI knowledge-base bot and agent assist that reply in the guest's language, Arabic or English, for the questions you answer fifty times a week: check-in time, parking, pool hours, directions.
- Click-to-WhatsApp ad leads, drip journeys for pre-arrival and post-stay messages, and consent tracking with automatic STOP opt-outs.
- Google Sheets, HubSpot, Zoho CRM, Zapier and signed webhooks to connect your booking system.
If your front desk already uses the WhatsApp Business app on its number, you can keep it through Coexistence; our Coexistence guide for Oman explains what changes. Tour operators renting cars to guests may also want our car rental guide for Oman. Setup details are on our Oman page.

Frequently asked questions
How much does WhatsApp cost a hotel in Oman per guest? +
At Meta's October 2026 Oman rates, a confirmation plus a pre-arrival message costs 2 × $0.0247 = $0.0494, about OMR 0.019 per booking. Replies to the guest's questions are free for the first 1,000 per number each month, then $0.0247 each.
Can a hotel in Oman send offers to past guests on WhatsApp? +
Only with their explicit consent. Oman's PDPL as amended in September 2026 requires explicit consent before any marketing, and Meta's opt-in rules require the consent to name your business. A past booking is not consent by itself.
Is a booking confirmation a utility or a marketing message? +
A confirmation with dates, reference and terms is utility. If you add a promotion, such as a discount on the spa, Meta classes the whole template as marketing, which costs $0.0341 instead of $0.0247 in Oman.
Should guests send passport copies on WhatsApp? +
Avoid it. Collect identity documents at check-in or through your booking system, where access is controlled. Use WhatsApp for logistics such as dates, times, directions and requests.
How do cruise passengers fit in? +
Most cruise passengers have foreign numbers, so you pay Meta's rate for their country, not Oman's. Send one clear confirmation with the pickup point at the port and the time they must be back on board.
Can QuickWA answer guests in Arabic automatically? +
Yes. QuickWA's AI knowledge-base bot and agent assist reply in the guest's language, Arabic or English. AI, automation, calling and integrations are included from Pro; plans start from $5/month.
