WhatsApp for E-commerce in Oman: From Order Confirmation to the Customer's Door
Omani shoppers are paying online more than ever, but cash on delivery has not gone away, and a missed courier call still costs you a return trip. Here is how a store in Muscat, Sohar or Salalah can run the whole order journey on WhatsApp, and what Meta charges for each step since 1 October 2026.
Short answer: the WhatsApp messages that earn their keep for an Omani online store are the order confirmation, a COD confirmation before you hand a cash parcel to the courier, a dispatch message with tracking, and an out-for-delivery alert so the customer answers the driver. All four are utility templates at $0.0247 each (about OMR 0.0095) to a +968 number. Abandoned-cart reminders are marketing at $0.0341 (about OMR 0.0131), because Meta treats them as retargeting. A Seeb home-goods store with 2,500 orders a month pays Meta about $543 (OMR 209) for the full journey plus cart recovery and two campaigns. Cash on delivery is still common, so a COD confirmation and a prepaid payment link do more for margins than any discount. QuickWA connects Shopify, WooCommerce and Salla, starts at $5/month and adds 0% markup to Meta's fees.
How Omani shoppers pay, and why it shapes your messages
Oman's payment habits have moved quickly. Central Bank of Oman data reported by the Times of Oman shows transactions through local electronic payment gateways reached about OMR 3.2 billion in 2025, up 76.3% on 2024, while the number of gateway transactions rose from 67 million to more than 168 million. QR-code payments grew fastest of all.
Three things matter for a store owner writing WhatsApp messages:
- Most Omani cards are local debit cards on OmanNet. When Amazon Payment Services added OmanNet in 2023, the Oman Observer reported that OmanNet debit cards make up 95% of all cards in the Sultanate. A checkout or payment link that does not take OmanNet loses a large share of buyers at the last step.
- Wallets are part of the mix. Thawani Pay describes itself as licensed by the Central Bank of Oman and offers merchants a payment gateway and payment links, and shoppers a wallet and instalment store.
- Cash on delivery is still offered by large sellers. When Temu partnered with Asyad Express in December 2024, the announcement highlighted a new cash-on-delivery option for Omani customers. If one of the world's largest marketplaces added COD for Oman, your store probably cannot drop it either.
We could not find an official figure for the share of Omani online orders paid in cash, so we will not invent one. What every COD store knows is the cost: a parcel that goes out and comes back has paid for two trips and sold nothing. WhatsApp is the cheapest tool you have to reduce those returns.
The order journey, message by message
Here is a complete journey for an Omani store, with the template category Meta will expect and the cost of each message to a +968 number at the rates effective 1 October 2026.
| Stage | Message | Meta category | Cost per message |
|---|---|---|---|
| Order placed | Order number, items, total, delivery area | Utility | $0.0247 ≈ OMR 0.0095 |
| COD order placed | "Confirm your order" with Confirm / Change / Cancel buttons | Utility | $0.0247 ≈ OMR 0.0095 |
| Handed to courier | Courier name and tracking link | Utility | $0.0247 ≈ OMR 0.0095 |
| Out for delivery | "Your parcel is with the driver today", cash amount for COD | Utility | $0.0247 ≈ OMR 0.0095 |
| Delivery failed | New time slot or pickup point | Utility | $0.0247 ≈ OMR 0.0095 |
| Return or refund | Return approved, refund amount and date | Utility | $0.0247 ≈ OMR 0.0095 |
| Cart left at checkout | Reminder of the items, link back to the cart | Marketing | $0.0341 ≈ OMR 0.0131 |
| Customer replies with a question | Free-form answer inside 24 hours | Service | First 1,000 per number per month free, then $0.0247 |
OMR figures are our conversion at the rial's peg of about 0.3845 per dollar. Meta charges per delivered message, and since 1 October 2026 a utility template sent while the customer is already chatting with you is charged too. A free-form reply in that same window is a service message instead, so when the customer has just written, answering in plain text is usually the cheaper choice.
Order confirmation
Send it within a minute of checkout, in the language the customer used on your site. Keep it to facts: order number, items, total, and where it is going. Do not add "use code SAVE10 on your next order". Meta's template guidelines say a utility message must be non-promotional, and an order update that includes a promotion is classed as marketing.
COD confirmation, the message that pays for itself
For cash orders, ask the customer to confirm before you pack. A quick-reply button gets far more answers than "reply YES".
Hello {{1}}, we have received your order {{2}} for OMR {{3}}, cash on delivery. Tap Confirm and we will pack it, or Change if you need a different address or quantity.
Orders that are not confirmed after a few hours get one follow-up, then a call from your team. Orders that are cancelled never leave the warehouse, which is the whole point. QuickWA's COD-to-prepaid workflow can follow up with a payment link, so a customer who is happy to pay now can do it in the same chat.
Shipping updates with Omani couriers
Asyad Express, the Omani courier Temu chose for its Oman deliveries, is one option, and stores also ship with private couriers. Whichever you use, the customer cares about two moments: when the parcel leaves you, and the day it arrives. Two messages are enough. A tracking link in the first, the driver's day and the cash amount in the second.
Omani addresses are often described by landmark rather than street number, especially outside central Muscat. The out-for-delivery message is the right place to ask for a location pin:
طلبك {{1}} مع المندوب اليوم. المبلغ المطلوب عند الاستلام {{2}} ر.ع. لو تقدر ترسل لنا موقعك على الخريطة هنا، يوصلك المندوب أسرع.
Your order {{1}} is with the driver today. Amount due on delivery: OMR {{2}}. If you send your map location in this chat, the driver can reach you faster.
When the customer sends the pin, they have opened a 24-hour service window, so your team's replies about timing are service messages, not more templates.
Failed deliveries and returns
A failed delivery message should offer a choice, not an apology: tomorrow morning, tomorrow evening, or collect from a branch. Returns work the same way. Confirm the return is approved, say when the courier will collect, and state the refund amount and how it will be paid. Keep all of these as utility templates with no offers attached.
Cart recovery is marketing, so treat it as marketing
Many stores assume an abandoned-cart reminder is a service to the customer. Meta disagrees: its guidelines list retargeting as marketing, and a reminder to finish a purchase has persuasive intent. Budget it at $0.0341 and send it only to customers who have agreed to receive marketing from you.
That consent point matters more in Oman than in most markets. Since the September 2026 amendment to the Personal Data Protection Law, a business needs explicit consent before sending any commercial advertising or marketing, and the law covers processing of data about people in Oman wherever it happens. A pre-ticked box at checkout is weak proof. A clear, unticked checkbox that names your store and WhatsApp is much stronger. Our Oman marketing rules guide covers the details.
Practical rules for Omani cart recovery:
- One reminder, not three. Send it 1 to 3 hours after the cart is left. A second reminder a day later rarely earns its cost and adds to block-and-report risk.
- No discount by default. Customers learn to abandon carts to get a code. Use a discount only for high-value carts or first-time buyers.
- Mind the clock. The TRA's August 2026 promotional-message rules allow promotional calls and messages between 8 AM and 9 PM. As reported they are written for telecom traffic, but following them on WhatsApp is sensible. Set your sending window in QuickWA's Settings and scheduled sends outside it wait until it reopens.
Our general guide to abandoned-cart recovery covers timing and copy in more depth.
Catalogs, payment links and moving COD to prepaid
WhatsApp catalogs let customers browse a short list of products and add them to a cart inside the chat. They work best for stores with a focused range, such as perfumes, dates, honey, abayas or phone accessories, where a customer often asks "what do you have in this size?" and wants an answer with pictures.
Payment links close the loop. QuickWA creates payment links through PayTabs, Telr or Stripe, depending on which gateway your business uses. PayTabs' own support notes say OmanNet is enabled for its merchants in Oman, alongside Visa and Mastercard credit cards. That matters because a link that accepts the customer's local debit card is far more likely to be paid. Thawani Pay and other Omani gateways can also issue their own links, which your team can paste into the chat.
The COD-to-prepaid nudge works best at two moments: in the COD confirmation, and the evening before delivery. Keep the tone helpful rather than pushy, for example: "Prefer to pay now and skip the cash? Tap here." Our COD-to-prepaid guide explains the workflow.
Store platforms: Shopify, WooCommerce and Salla
QuickWA connects to Shopify, WooCommerce and Salla. Orders, COD status and abandoned checkouts flow into automations, and each message uses a template you have chosen and Meta has approved. WooCommerce suits stores that want to host their own site and plug in a local gateway; Shopify suits brands that also sell to the UAE and Saudi Arabia. Salla is a Saudi platform; if you use it, check that it supports your Omani business setup, payment gateway and shipping before you rely on it.
If your store runs on something else, QuickWA's developer API and signed webhooks let your developer send the same templates from any system. Leads from Click-to-WhatsApp ads land in the same inbox, and conversations that start from a Click-to-WhatsApp ad open Meta's free entry-point window, which can stay open for up to 7 days.
A month of Meta fees for a Seeb home-goods store
Take an online store in Seeb selling kitchenware and home goods across Oman. It handles 2,500 orders a month, 60% of them cash on delivery. It sends the four core utility messages, one cart reminder to 1,800 abandoned carts whose owners opted in, and two campaigns to a 3,000-person opted-in list. Customers write in 3,200 times with questions.
| Line | Messages | Arithmetic | Monthly cost |
|---|---|---|---|
| Order confirmations | 2,500 | 2,500 × $0.0247 | $61.75 |
| COD confirmations | 1,500 | 1,500 × $0.0247 | $37.05 |
| Dispatched, with tracking | 2,500 | 2,500 × $0.0247 | $61.75 |
| Out for delivery | 2,500 | 2,500 × $0.0247 | $61.75 |
| Cart reminders (marketing) | 1,800 | 1,800 × $0.0341 | $61.38 |
| Two campaigns (marketing) | 6,000 | 6,000 × $0.0341 | $204.60 |
| Service replies | 3,200 | (3,200 − 1,000 free) × $0.0247 | $54.34 |
| Total paid to Meta | 20,000 | $542.62 ≈ OMR 208.64 |
Where the money goes
The four utility messages cost $222.30 together, about 41% of the bill, or $0.0889 per order (about OMR 0.034). Against an average Omani home-goods basket that is a small cost for avoiding one failed COD trip. Marketing is the larger line at $265.98, and it is the easiest to tune.
Four ways to trim it
- Merge dispatch and out-for-delivery for Muscat orders that arrive next day. If half the orders are next-day, dropping one message for them saves 1,250 × $0.0247 = $30.88 a month.
- Answer in the open window. When a customer has written in the last 24 hours, a typed reply is a service message and the first 1,000 a month cost nothing.
- Send campaigns to recent buyers only. Cutting each campaign from 3,000 to 2,000 recent, engaged customers saves 2,000 × $0.0341 = $68.20 a month and protects your quality rating.
- Use Click-to-WhatsApp ads for acquisition. Conversations that start from those ads run in Meta's free entry-point window.

Frequently asked questions
Is a WhatsApp order confirmation a utility or marketing message in Oman? +
It is utility as long as it only confirms the customer's own order. To a +968 number it costs $0.0247 (about OMR 0.0095) since 1 October 2026. Add a discount code or a product promotion and Meta treats it as marketing at $0.0341.
Are abandoned-cart reminders allowed on WhatsApp in Oman? +
Yes, but Meta classes them as marketing, and Oman's amended data protection law requires explicit consent before any marketing. Send one reminder to customers who have opted in, within the 8 AM to 9 PM window the TRA sets for promotional messages.
How do I reduce cash-on-delivery returns with WhatsApp? +
Send a COD confirmation with Confirm and Change buttons before packing, ask for a map pin in the out-for-delivery message, and offer a payment link for customers who would rather pay now. Unconfirmed orders get one follow-up and a call before they ship.
Can WhatsApp payment links accept OmanNet debit cards? +
It depends on the gateway behind the link. PayTabs says OmanNet is enabled for its merchants in Oman, alongside Visa and Mastercard. QuickWA can create links through PayTabs, Telr or Stripe, and you can also paste links from Omani gateways such as Thawani Pay.
Which store platforms does QuickWA connect to? +
Shopify, WooCommerce and Salla, plus a developer API and signed webhooks for any other system. Orders, COD status and abandoned checkouts can trigger your approved templates automatically.
