WhatsApp Business API Pricing in the UK (2026): Meta's Rates in Pounds, Real Budgets and What Providers Add
Meta can bill UK businesses in sterling, the UK marketing rate went up in July, and replies stopped being free in October. Here is what that means for a Manchester salon, a London estate agent and a Shopify brand.
Short answer: Meta charges per delivered message, by the recipient's country code. From 1 October 2026 a marketing message to a UK (+44) number costs £0.0458 on Meta's sterling rate card (USD 0.0635 on its dollar card), and a utility, authentication or service message costs £0.0159 (USD 0.022). Each business number gets 1,000 free service messages a month; after that, replies are billed too. A Manchester salon sending 600 offers, 1,800 reminders and 1,400 replies pays Meta about £62.46 a month. Your provider's fee sits on top. QuickWA starts at $5/month (about £3.74), adds 0% markup, and Meta bills you directly.
Meta's UK rates, effective 1 October 2026
On the WhatsApp Business Platform you pay Meta for each delivered template message, and since October for service replies above a free allowance. The price depends on two things only: the template category and the country code of the person receiving it. Where your company is registered does not matter. A Glasgow firm messaging a +353 customer in Dublin pays the Ireland rate; a business in Lisbon messaging a +44 customer in Bristol pays the UK rate below.
| Category | Meta GBP rate card | Meta USD rate card | Typical UK use |
|---|---|---|---|
| Marketing | £0.0458 | $0.0635 | Black Friday offers, new-listing alerts, rebooking nudges, January sale launches, win-back messages |
| Utility | £0.0159 | $0.022 | Appointment reminders, order and dispatch updates, viewing confirmations, payment receipts |
| Authentication | £0.0159 | $0.022 | One-time passcodes for logins and checkout |
| Service | £0.0159 after 1,000 free per number per month | $0.022 | Free-form replies while a customer-service window is open |
The two columns are separate price lists, not a conversion. Meta publishes rate cards in several currencies, and sterling has been available for some time; your WhatsApp Business Account is billed in whichever currency was chosen when its payment method was set up. Meta's pricing page warns that once a currency is selected it cannot simply be changed (it offers migration tools for this). Messages your customers send you cost nothing, and neither does anything inside the free entry-point window that opens when someone taps a Click-to-WhatsApp ad on Facebook or Instagram; Meta says that window can stay open for up to 7 days.
Sterling or dollars?
For a UK business, the sterling card is usually the sensible choice: your bank sees pounds, your accountant sees pounds, and there is no card conversion fee. It also happened to be slightly cheaper this month. At the Bank of England's spot rate of $1.3363 to the pound on 22 October 2026, £0.0458 is worth about $0.0612, against $0.0635 on the dollar card, roughly 3.6% less (our arithmetic: 0.0612 ÷ 0.0635 = 0.964). That gap moves with the exchange rate, so do not treat it as permanent.
What changed in 2026
1 July 2026: a higher UK marketing rate
Meta's pricing page lists the United Kingdom (country code 44) as a standalone market and notes that its marketing rate increased with effect from 1 July 2026. The utility and authentication rates were not part of that change. The result is a wide gap between the two main categories: a UK marketing message now costs about 2.9 times a utility message (0.0458 ÷ 0.0159 = 2.88). That ratio is the single most useful number in this article, because it tells you what a careless template category costs you.
1 October 2026: replies are no longer automatically free
- Service messages are charged again, after the first 1,000 per business phone number per month. They had been free since 1 November 2024. Unused free messages do not roll over, and charging starts with the 1,001st.
- Utility templates sent inside an open customer-service window are charged again. They had been free in that situation since 1 July 2025.
- Meta advised businesses to add a payment method to their WhatsApp Business Account by 30 September 2026, warning that service messages could stop being delivered where none was on file. If your replies have gone quiet since October, check this first in Meta Business Suite.
Two things did not change: messages customers send you are still free, and so is the Click-to-WhatsApp entry-point window. For many UK businesses, that window is now the cheapest way to start a sales conversation.
Three UK monthly budgets, worked out
These are illustrative volumes, not benchmarks, priced on Meta's sterling card. Each line shows its arithmetic so you can swap in your own figures. Service replies are only billed above the free 1,000 per number.
| Business | Marketing | Utility | Service replies | Meta's monthly total |
|---|---|---|---|---|
| Hair and beauty salon, Ancoats, Manchester (1 number) | 600 × £0.0458 = £27.48 | 1,800 reminders × £0.0159 = £28.62 | 1,400 sent, 400 billed × £0.0159 = £6.36 | £62.46 (USD card: $86.50) |
| Estate and letting agent, three branches in south London (2 numbers: sales and lettings) | 2,000 new-listing alerts × £0.0458 = £91.60 | 1,200 viewing confirmations × £0.0159 = £19.08 | 8,000 sent, 6,000 billed × £0.0159 = £95.40 | £206.08 (USD card: $285.40) |
| Shopify skincare brand, Leeds, selling UK-wide (1 number) | 15,000 × £0.0458 = £687.00 | 8,000 order and dispatch updates × £0.0159 = £127.20 | 3,000 sent, 2,000 billed × £0.0159 = £31.80 | £846.00 (USD card: $1,172.50) |
How the agent's service line works: the sales number sends 3,500 replies (2,500 billed) and the lettings number 4,500 (3,500 billed). Each number has its own 1,000 free, so 6,000 are billed in total. Dollar-card totals use $0.0635 and $0.022 on the same volumes.
What the three examples show
The salon spends almost as much on reminders as on promotions, and that is money well spent: a no-show on a colour appointment costs far more than 1,800 reminders. What October added is the £6.36 for replies above the free tier. For a single-site salon, the free 1,000 covers most months.
The estate agent is a conversation business. Applicants asking whether a flat in Brixton allows pets or whether a viewing can move to Saturday generate thousands of replies. With two numbers it gets 2,000 free replies a month, but the rest now cost £0.0159 each, so a lettings enquiry that turns into a 25-message chat adds about 40p of Meta fees (25 × £0.0159 = £0.3975). Trivial against a tenancy, but no longer zero, and worth knowing when you compare WhatsApp with portal messaging.
The Shopify brand shows where the money really goes in the UK: marketing volume. Its 15,000 promotional messages are 81% of its Meta bill (£687.00 ÷ £846.00 = 0.812). In November that line will be bigger still. Trimming the send list to customers who bought or engaged in the last six months is worth more than any provider discount.
What providers add on top of Meta
Meta's fee is identical whichever provider you choose, because every official provider sends through the same WhatsApp Business Platform. What differs is everything around it. These are examples from providers' own pricing pages, checked on 26 October 2026:
- Per-message platform fees. Twilio's WhatsApp pricing page states that its "per-message fee for WhatsApp is $0.005, inbound or outbound", charged in addition to Meta's fee. On a UK utility message at $0.022, that adds 23% to the per-message cost; on a marketing message at $0.0635, about 8% (our arithmetic: 0.005 ÷ 0.022 and 0.005 ÷ 0.0635). Twilio is a developer platform, so you also build or buy the inbox yourself.
- Seat-based pricing. respond.io's Starter plan includes 5 users, with extra users at $12 a month each; Trengo's Boost plan (priced in euros, €299 a month billed annually) includes 10 users, with extra users at €25 a month on annual billing.
- Prepaid credit. respond.io states that "WhatsApp fees are not included in any respond.io subscription" and that you top up WhatsApp credit on its platform to pay them. It does not state a markup on that page.
Prepaid credit is not wrong in itself, but it adds a step: money sits in a provider wallet, and you need to check that the rate deducted for a UK message matches Meta's £0.0458 or £0.0159. If a provider bills messages from its own rate card, ask for its UK rate in writing. Provider-by-provider prices and plan details are in our UK provider comparison.
What a per-message fee does to a real budget
Take the Shopify brand above. It sends 26,000 messages a month (15,000 + 8,000 + 3,000) and receives replies on top. At a flat $0.005 per outbound message, the platform fee alone is $130 a month, or about £97 at 22 October's rate (our arithmetic: 26,000 × 0.005 = 130; 130 ÷ 1.3363 = 97.28), before inbound messages are counted. Per-message fees are easy to miss on a pricing page and add up quickly in the fourth quarter.
How QuickWA charges UK businesses
- Plans start at $5/month, about £3.74 at the Bank of England rate of 22 October 2026. UK accounts are billed in US dollars, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel, and every plan, feature and message limit is shown after sign-up.
- 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta, where you can pick sterling. Meta invoices you directly at the rates above. QuickWA has no message wallet, no credits and no top-ups.
- No per-seat fees and no setup fee. Your whole front desk, lettings team or customer-care rota can share one inbox, including from the Android app.
- AI, automation, calling and integrations are included from Pro, including Shopify and WooCommerce order and abandoned-cart messages.

A short note on VAT
Two bills, two treatments. Meta's message fees are invoiced by Meta to your WhatsApp Business Account. A subscription bought from a supplier that belongs outside the UK, such as a US software company, is generally a service where a VAT-registered UK business applies the reverse charge: under HMRC's VAT Notice 741A (section 5) you account for the VAT yourself as if you were both supplier and customer, and usually reclaim it in the same return. If you are not VAT-registered, the same notice says the value of such services generally counts towards the registration threshold. This is a summary, not tax advice; your accountant can confirm how it applies to your returns.
Seven ways to lower your WhatsApp bill in the UK
- Keep transactional messages in utility. "Your appointment is at 2pm on Thursday" is £0.0159. Add "and get 15% off a blow-dry this week" and it becomes marketing at £0.0458, nearly three times the price. Meta can also recategorise a utility template that carries promotional content.
- Use Click-to-WhatsApp ads for new customers. Inside the free entry-point window, every message is free for up to 7 days, marketing included. For a gym launching January memberships or an estate agent advertising a new development, that is the cheapest first conversation available.
- Reply inside the customer-service window. A reply to someone who wrote in is a service message: 1,000 free per number each month, then £0.0159. Opening a new marketing template to answer a question is the most expensive way to do it.
- Segment before Black Friday. On a 15,000-message campaign, removing 5,000 people who have not opened or bought in a year saves £229 (5,000 × £0.0458) and protects your quality rating at the busiest time of year.
- Think about how many numbers you run. Each number has its own 1,000 free service messages, but a second number is only worth it if it reflects a real split in your business, such as sales and lettings. Do not create numbers just to collect the allowance.
- Watch the volume tiers. Meta applies volume-based pricing to utility and authentication messages, aggregated across the WhatsApp Business Accounts in a business portfolio and reset monthly. High-volume senders of order updates or passcodes can see lower rates; check the tier details for the UK on Meta's rate card.
- Compare the per-message cost, not just the plan. A cheap plan with a per-message fee on top can cost more than a dearer plan billed by Meta at cost once you pass a few thousand messages a month.

Frequently asked questions
How much does a WhatsApp marketing message cost in the UK? +

Can Meta bill my UK business in pounds for WhatsApp? +
Yes. Sterling is one of the billing currencies Meta supports for the WhatsApp Business Platform. The currency is set when the payment method is added to your WhatsApp Business Account, and Meta says it cannot simply be changed afterwards, so choose GBP at the start if you want sterling invoices.
Are WhatsApp replies still free in the UK? +
Partly. Since 1 October 2026 each business phone number gets 1,000 free service messages a month, with no rollover; after that each reply costs £0.0159. Messages customers send you are always free.
Does Meta charge a monthly fee for the WhatsApp Business API? +
No. Meta charges only per delivered message, by category and by the recipient's country code. Any monthly fee comes from your provider's plan.
How much does QuickWA cost in the UK? +
QuickWA plans start at $5/month, about £3.74 at the Bank of England rate of 22 October 2026, billed in US dollars monthly or yearly at 20% less. There are no per-seat or setup fees, and Meta bills its message fees to your own account with 0% markup from QuickWA.
Do I pay VAT on a WhatsApp software subscription from a US company? +
If your business is VAT-registered, a service bought from a supplier that belongs outside the UK is generally accounted for under the reverse charge, as HMRC's VAT Notice 741A explains. Your accountant can confirm the treatment for your returns.
