WhatsApp Business API Pricing in Qatar (2026): Meta's Rates, Real Doha Budgets and What Providers Add

Qatar got its own line on Meta's rate card in July 2026, and service replies stopped being free in October. Here is what that means for a Doha clinic, brokerage and online shop.

Short answer: Meta now prices Qatar (+974) as its own market. From 1 October 2026 a delivered marketing message to a Qatari number costs $0.0341 (about QR 0.124), and a utility, authentication or service message costs $0.012 (about QR 0.044). Each business number gets 1,000 free service messages a month; after that, replies are billed too. A Doha clinic sending 800 offers, 4,000 reminders and 2,500 replies pays Meta about USD 93 (QR 340) a month. Your provider's plan sits on top. QuickWA starts at $5/month, adds 0% markup, and lets Meta bill you directly.

Meta's Qatar rates, effective 1 October 2026

WhatsApp Business Platform messages are priced per delivered message. The price depends on the template category and on the recipient's country code, not on where your company is registered. A Doha company messaging a +966 Saudi customer pays the Saudi rate; a Dubai company messaging a +974 customer in Al Wakrah pays the Qatar rate below.

Meta publishes the Qatar rate in US dollars; the riyal column is our own conversion at the Qatar Central Bank peg of QR 3.64 to the dollar, rounded to four decimals. Messages your customers send you cost nothing, and so does everything inside the free entry-point window that opens when someone taps a Click-to-WhatsApp ad (it can stay open for up to 7 days).

What changed in 2026: two dates that matter

1 July 2026: Qatar left "Rest of Middle East"

Until mid-2026 Qatar was priced inside Meta's "Rest of Middle East" bucket together with Bahrain and other markets. Meta's pricing page now lists "Qatar (QA) – 974" as a standalone market, noting it was "moved out of 'Rest of Middle East' region" effective 1 July 2026, with utility and authentication rates rising. For comparison, Bahrain, which stays in that bucket, is charged $0.0091 for utility today. Qatar's $0.012 is about 32% higher (our arithmetic: 0.012 ÷ 0.0091 = 1.319). On the other hand, Qatar's marketing rate of $0.0341 is lower than the $0.0392 that the Rest of Middle East card charges.

The practical effect: in Qatar, reminders and receipts became relatively more expensive while promotions stayed comparatively cheap. A marketing message now costs about 2.8 times a utility message here (0.0341 ÷ 0.012 = 2.84), a narrower gap than in Saudi Arabia (where Meta charges $0.0576 against $0.0107, about 5.4 times).

1 October 2026: replies are no longer automatically free

  • Service messages are now charged after the first 1,000 per business phone number per month. Unused free messages do not roll over.
  • Utility templates sent inside an open customer-service window are charged again; before October they were free when the customer had written first.
  • Meta warned that businesses with no payment method on file would stop having service messages delivered once they became chargeable, so check your WhatsApp Business Account's payment settings in Meta Business Suite.

The free Click-to-WhatsApp entry-point window was not touched, which is why ad-driven lead generation is now the cheapest way to start a conversation in Qatar.

Three Qatari monthly budgets, worked out

These are illustrative volumes, not benchmarks. Each line shows the arithmetic so you can swap in your own numbers. Service replies are billed only above the free 1,000.

BusinessMarketingUtilityService repliesMeta's monthly total
Dental and dermatology clinic, Al Sadd800 × $0.0341 = $27.284,000 reminders × $0.012 = $48.002,500 sent, 1,500 billed × $0.012 = $18.00USD 93.28 ≈ QR 339.54
Real-estate brokerage, The Pearl and Lusail listings3,000 × $0.0341 = $102.301,500 viewing confirmations × $0.012 = $18.007,000 sent, 6,000 billed × $0.012 = $72.00$192.30 ≈ QR 699.97

What the three examples teach

The clinic spends more on reminders than on promotions. That is normal for healthcare in Doha, where no-shows cost more than a reminder ever will. Before October those 4,000 reminders were already paid templates; what is new is that the 1,500 replies above the free tier now cost $18.

The brokerage is a conversation business. Agents answering questions about a two-bedroom in Porto Arabia or a Fox Hills rental generate thousands of service messages. Above the free 1,000, every one now costs $0.012, so a portal lead that turns into a 30-message chat adds about $0.36 of Meta fees. That is still small next to a commission, but worth knowing when you compare channels.

The online store shows where most money goes in Qatar: marketing volume. Its 12,000 promotional messages are 74% of its Meta bill ($409.20 ÷ $553.20). Cutting the send list to customers who actually bought in the last six months is a bigger saving than any provider discount.

How Qatar compares with its neighbours

Because the rate depends on the recipient's number, a company in Doha with customers across the Gulf pays different rates per country. On Meta's October 2026 cards, a marketing message costs $0.0341 to Qatar and Oman, $0.0392 to Bahrain, $0.0576 to Saudi Arabia and $0.0792 to Kuwait. Utility is $0.012 to Qatar, $0.0091 to Bahrain, $0.0107 to Saudi Arabia, $0.0247 to Oman and $0.044 to Kuwait. If you run a regional campaign from Qatar, segment by country code before you estimate the bill; a list that is 30% Kuwaiti numbers will cost far more per message than a purely local one.

What providers add on top of Meta

Meta's fee is the same whichever provider you use. What differs is what each provider charges around it. The common patterns on providers' own pricing pages (checked 23 October 2026) are:

  • Seat fees. respond.io's Starter plan includes 5 users and charges $12 a month for each extra user; Gallabox's Basic plan is capped at 3 users; SleekFlow's Essential plan includes 3 seats with extra seats at $15.
  • Per-number hosting. SleekFlow lists WhatsApp Business API hosting at $15 a month under its channel pricing.
  • Wallets and top-ups. respond.io states that WhatsApp fees are not included in its subscriptions and that you can top up WhatsApp credit on its platform; YCloud deducts fees from a wallet "at the WhatsApp rate".
  • Provider rate cards. Some platforms bill messages from their own rate card instead of Meta's. SleekFlow, for example, says conversation rates are "per SleekFlow rate card". When a provider resells messages, ask for its Qatar rate in writing and compare it with $0.0341 and $0.012.

To see what a markup would mean, take the online store above. A hypothetical 15% markup on its $553.20 Meta bill would add $82.98 a month, or USD 995.76 a year (our arithmetic). That is money spent on nothing but the route your messages take. Provider-by-provider prices for Qatar are in our Qatar provider comparison.

One more trap: several provider pages that call themselves "Qatar pricing" still show old regional rates, or even another country's rates. One page we checked labelled its table as Qatar while stating in the small print that the figures were Meta's India rates. Always check the number against Meta's own rate card.

How QuickWA charges businesses in Qatar

  • Plans start at $5/month. Gulf accounts, including Qatar, are billed in USD, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta. Meta invoices you directly at the published Qatar rates above. QuickWA has no message wallet, no credits and no top-ups.
  • No per-seat fees and no setup fee. Your whole front desk or sales team can work in one shared inbox, including from the Android app.
  • AI, automation, calling and integrations are included from Pro. Every plan, feature and message limit is shown after sign-up.

QuickWA also lets you set a sending window in Settings; scheduled broadcasts wait until it reopens, which is useful in Ramadan when you want campaigns to land after iftar rather than mid-afternoon. More on local setup is on our Qatar page.

Six ways to lower your WhatsApp bill in Qatar

  1. Keep transactional messages in utility. An appointment confirmation is $0.012 as utility. Add "and enjoy 20% off whitening this week" and Meta will treat it as marketing at $0.0341. Meta can also recategorise a utility template that carries promotional content.
  2. Use Click-to-WhatsApp ads for acquisition. Every message in the free entry-point window, marketing included, is free for up to 7 days. For tour operators selling Inland Sea desert trips or showrooms launching a new model, this is the cheapest first conversation available.
  3. Answer inside the customer-service window. A reply to a customer who wrote in is a service message: the first 1,000 a month per number are free, then $0.012. Starting a new marketing template to answer a question is the most expensive way to do it.
  4. Send to segments, not the whole list. On a 12,000-message campaign, removing 4,000 inactive contacts saves $136.40 (4,000 × $0.0341) and protects your quality rating.
  5. Price regional lists by country code. A Kuwait marketing message costs more than twice a Qatar one. Run separate campaigns per country when the economics differ.
  6. Compare the per-message rate, not only the plan price. A cheap plan with a marked-up rate can cost more than a dearer plan billed by Meta at cost, once you send a few thousand messages a month.
