How to Get the WhatsApp Business API in Qatar: Documents, Verification, Number and First Templates

What a Doha business needs before it starts, the order to do things in, and the mistakes that cause most rejections.

Short answer: you need four things: a Meta business portfolio, a +974 number that can receive an SMS or a voice call, a website or email on your own domain, and, for verification, your Commercial Registration (السجل التجاري) from the Ministry of Commerce and Industry. You can connect and start messaging the same day; a newly created portfolio starts at 250 unique customers per 24 hours for business-initiated messages, and verification is one of the ways to lift that to 2,000. If your number is already on the WhatsApp Business app, Coexistence lets you keep the app and add the API on the same number.

Before you start: the checklist

  • Legal documents showing your company's exact registered name and address (see the table below).
  • A Meta business portfolio (Business Manager) in the company's name, with at least two admins so you are never locked out when one person leaves.
  • A website on your own domain, ideally showing the same legal or trade name. A free email address is weaker evidence than an address on your domain.
  • A Qatari phone number you control, not currently registered on WhatsApp Messenger. A WhatsApp Business app number can be used through Coexistence.
  • Someone who can approve a payment method in Meta, because Meta invoices message fees to your WhatsApp Business Account.

Step 1: get your documents in order

Meta's business verification checks that the business is real and that the name you entered matches an official record. In Qatar, the usual documents come from the Ministry of Commerce and Industry (MoCI), most of them issued online through the government's Single Window platform (sw.gov.qa).

Qatari documentArabic nameIssued byWhat Meta can use it for
Commercial Registration (CR) extractالسجل التجاريMoCI, via the Single WindowLegal name, registration number and address: the strongest proof of identity
Commercial licenceالرخصة التجاريةMoCITrade name and the address of the licensed premises
Establishment card ("computer card")بطاقة المنشأةMinistry of InteriorSupporting evidence of the establishment and its name
Utility bill or bank statement in the company name—Kahramaa, your bankAddress and phone number, if the CR address is out of date

If your company is licensed outside the MoCI system, for example in a free zone or the Qatar Financial Centre, use that authority's registration certificate instead. The rule is the same everywhere: the legal name you type into Meta must match the document character for character, including "W.L.L." or "L.L.C." and the order of words. A common cause of failed verification is a trade name typed where the legal name was expected.

Step 2: create the WhatsApp Business Account

The fastest route is Meta's embedded signup, which your provider opens from inside its dashboard. In QuickWA it is in Settings: you log in with Facebook, pick or create your business portfolio, create the WhatsApp Business Account, add your number and verify it with a code. The account belongs to your portfolio, not to the provider, so you keep your number, templates and quality history if you ever change platform.

After connecting, add a payment method for the WhatsApp Business Account in Meta Business Suite. Since 1 October 2026 service replies beyond the free 1,000 a month per number are charged, and Meta said it would stop delivering them where no payment method was on file.

Step 3: choose your +974 number

Qatari numbers are eight digits after the +974 country code, with no area codes and no leading zero. Landlines start with 4; mobile numbers start with 3, 5, 6 or 7. Write the number in international format, for example +974 5512 3456, never 05512 3456.

Meta requires that the number can receive a voice call or an SMS for the one-time code. For a landline such as a 44xx xxxx switchboard number, choose voice verification, because a landline cannot receive the SMS. Short codes are not accepted. A new business portfolio can register two phone numbers; that cap rises to 20 once the business is verified or reaches the 2,000 messaging limit.

A number already registered on WhatsApp Messenger has to be deleted from the app first. A number on the WhatsApp Business app does not: that is what Coexistence is for.

Coexistence or a new number?

Many Qatari businesses, from Souq Waqif traders to clinic receptionists in Al Sadd, have run their customer service from one WhatsApp Business app number for years. Coexistence connects that same number to the API without moving away from the app.

Best forSmall and mid-sized businesses with an established numberNew brands, separate departments, high-volume senders

Two practical points. First, Coexistence is set up on a computer while you hold the phone with the WhatsApp Business app, because Meta shows a QR code to scan with that phone. Second, the app's own marketing tools, labels and quick replies are not available for the connected number, so use the platform's inbox instead; QuickWA provides inbox equivalents. Our Coexistence guide covers the flow in detail.

Step 4: pick a display name that will pass

The display name is the business name customers see. Meta reviews it against its display name guidelines, and again each time you change it (up to 10 changes in 30 days). Names that tend to pass match your external branding: the name on your website, shop sign or CR. Names that tend to be rejected:

  • Generic words or places on their own ("Real Estate", "Doha Cars").
  • Words that imply endorsement, such as "Official" or "Verified".
  • Slogans, offers or long descriptions ("Best Perfumes Qatar 50% Off").
  • Emojis, trademark symbols or capitalisation that does not match your branding.
  • A person's name with no visible link to the business.

If you trade under an Arabic name, keep the same name across your CR, your website and the display name. A bilingual brand can choose whichever form appears on its public branding.

Step 5: submit your first templates

Business-initiated messages outside the 24-hour customer-service window must use an approved template. Start with three: one utility, one marketing, and an authentication template if you send login codes. Each language is a separate translation of the template, approved on its own.

Utility: appointment reminder (clinic)

مرحبا {{1}}، نذكّرك بموعدك في {{2}} يوم {{3}} الساعة {{4}}. للتأكيد ردّ بـ "نعم"، ولتغيير الموعد ردّ بـ "تغيير".
Hi {{1}}, a reminder of your appointment at {{2}} on {{3}} at {{4}}. Reply YES to confirm or CHANGE to reschedule.

Marketing: weekend offer (restaurant)

هلا {{1}}! عرض الويكند في {{2}}: خصم 20٪ على طلبات التوصيل يوم الجمعة والسبت. اطلب الحين من الرابط بالأسفل. لإيقاف العروض أرسل "إيقاف".
Hi {{1}}! Weekend offer at {{2}}: 20% off delivery orders this Friday and Saturday. Order now from the link below. Reply STOP to opt out of offers.

Qatar's weekend is Friday and Saturday, so "weekend" offers mean those two days, not Saturday and Sunday.

Templates for expat customers

Marhaba, citing National Planning Council figures for May 2024, put Qatar's population at 3.08 million, of whom about 350,000 were Qatari; the largest expatriate groups were Indians (about 700,000), Nepalis (about 400,000) and Filipinos (about 220,000). A single Arabic-plus-English template set does not reach all of them in their own language. Meta supports template translations in Hindi (hi), Malayalam (ml), Urdu (ur), Filipino (fil) and Bengali (bn), among others. Nepali is not on Meta's supported-language list, so use English, or the customer's second language, for Nepali speakers. Only send a language you have actually captured, for example from the customer's reply or a sign-up form, never guessed from a name.

Why templates get rejected

  • A variable at the very start or end of the text, or two variables side by side with no words between them.
  • Missing or unrealistic sample values for the variables.
  • Promotional wording inside a template submitted as utility. Meta can also move such a template to marketing after approval, with a day's notice.
  • The wrong language tag, for example Arabic text submitted under English.
  • Vague content such as "Hi {{1}}, {{2}}" that gives Meta no idea what will be sent.

Step 6: understand your messaging limits

The messaging limit caps how many unique customers you can start conversations with, using templates, in a moving 24-hour window. It is set for the whole business portfolio, so every number in the portfolio shares it. Replies to customers who wrote to you first do not count against it.

LevelUnique customers per 24 hoursHow you get there
Starting level250Every newly created business portfolio
Level 22,000Verify your business, have your solution partner verify it, or deliver 2,000 high-quality templates to unique numbers within 30 days
Level 310,000Automatic, within about 6 hours, when quality is high and you used at least half your current limit in the last 7 days
Level 4100,000Same automatic rule
Level 5UnlimitedSame automatic rule

An established portfolio that already sends at a higher level keeps that limit for new numbers you add to it, so check your current level in WhatsApp Manager rather than assuming you start at 250.

Quality rating

Meta rates each number on how recipients react: blocks, reports and similar negative signals pull it down. Higher limits are only granted to high-quality senders, and repeated policy problems lead to template blocks, sending blocks and, in the end, account restrictions. The simplest protection is to message only people who opted in, and to stop as soon as they ask.

Your first week in Qatar

  1. Day 1: connect the number, add the payment method, submit three templates in Arabic and English.
  2. Day 2: start business verification with your CR. Import contacts who opted in, with the date and source of consent.
  3. Day 3: set your sending window. QuickWA holds scheduled broadcasts outside it, which keeps you from messaging families during prayer times or late at night.
  4. Day 4: switch on an Arabic and English AI or chatbot reply for after-hours questions.
  5. Day 5 onward: send small, well-targeted batches of good templates; quality and steady use are what move you up the levels.

Plans start at $5/month with no setup fee and no per-seat fees; every plan and limit is shown after sign-up. See the QuickWA Qatar page for what is included.

Frequently asked questions

What documents do I need for the WhatsApp Business API in Qatar? +

For Meta business verification, the strongest document is your Commercial Registration (CR) extract from the Ministry of Commerce and Industry, backed by your commercial licence. The legal name in Meta must match the document exactly.

Do I need to verify my business before I can use the WhatsApp API in Qatar? +

No. You can connect and start messaging straight away. A newly created business portfolio can start conversations with 250 unique customers per 24 hours; verification is one of three ways to lift that to 2,000.

Can I use a Qatar landline number for WhatsApp Business API? +

Yes. Landlines (numbers starting with 4) work if they can receive Meta's verification code by voice call. Choose voice verification, because a landline cannot receive the SMS.

Can I keep my WhatsApp Business app and use the API on the same number? +

Yes, with Coexistence. You need WhatsApp Business app version 2.24.17 or later. Up to 180 days of chat history can sync, but broadcast lists become read-only and some app features stop working on that number.

Can I send WhatsApp templates in Malayalam, Hindi or Tagalog in Qatar? +

Meta supports template translations in Hindi, Malayalam, Urdu, Filipino and Bengali, among many others, so you can reach expat customers in their own language. Nepali is not on Meta's supported list.

How long does Meta business verification take? +

It varies. Meta reviews the documents you submit, and a mismatch between the legal name and your documents is the most common reason for delay or rejection. You can keep messaging at your current limit while it is reviewed.
