Best WhatsApp Business API Provider in Qatar (2026): Prices, Seats and Meta Fees Compared

Eight platforms that sell to Doha businesses, compared on their own pricing pages and against Meta's Qatar rate card. Where a figure could not be verified, we say so.

Short answer: in Qatar the provider you pick does not change what Meta charges ($0.0341 per marketing message, $0.012 per utility, authentication or service message to a +974 number). It changes three other things: the plan price and billing period, how many agents you pay for, and whether Meta's fees reach you at cost. QuickWA has the lowest paid entry price we found (from $5/month), no per-seat fees and 0% markup because Meta bills you directly. YCloud and Go4whatsup have free tiers; respond.io and SleekFlow suit omnichannel teams with bigger budgets. We make QuickWA, so every competitor figure below links to that company's own page.

How we compared

We opened each provider's public pricing page on 23 October 2026 and copied what it showed. We did not use reseller lists, review sites or AI summaries, because those often carry last year's prices. Three rules applied:

  • Billing period matters. Several "per month" prices are only available if you pay for a year up front. We say which.
  • Currency is what the page served us. Some providers show different currencies by visitor location. When a page showed us Indian rupees and nothing else, we did not convert or guess a Qatar price.
  • Meta's fee is separate. No provider can lower Meta's Qatar rate. What we check is whether the provider resells messages, deducts them from a wallet, or lets Meta invoice you directly.

The comparison in one table

WhautomateEngage Plus ₹2,499/month (page served in INR)Monthly or yearly3Not stated on the pricing page"0%" markup; Meta bills your WhatsApp account directly

Wati and Whautomate served us rupee prices only, so we have not quoted a USD or QAR figure for either; ask them for a written Qatar quote. Whautomate does run a Qatar-specific rates page, and it was the only third-party page we found that matched Meta's current Qatar rates exactly ($0.0341 and $0.0120, "last verified ... September 2026").

What a five-person team actually pays

Most Doha businesses that move to the API do so because more than one person needs to answer: a front desk plus a manager, or a sales floor of three to five agents. Here is the platform charge for five agents, before Meta's message fees, using only the published numbers above. Our arithmetic, in USD.

ProviderHow five agents are coveredPlatform cost per month
Go4whatsup StandardAgents not priced per seatQAR 149 ≈ $40.93
YCloud Growth$39 + 3 extra users × $10$69
respond.io Starter5 users included (yearly billing)$79
SleekFlow Essential$49 + 2 extra seats × $15 + $15 number hosting (yearly billing)USD 94
GallaboxBasic is capped at 3 users, so Essential (6 users) is needed$248 annual / $331 quarterly
QuickWANo per-seat fees; choose the plan that fits after sign-upfrom $5

We have not put a number on QuickWA's five-agent cost because plan limits are shown after sign-up and we will not quote a plan price here beyond the starting point. The point of the table is the structure: with per-seat pricing, the bill rises every time you hire; without it, adding a sixth agent for National Day or Ramadan costs nothing extra on the platform side.

Meta's Qatar fees: the part every provider shares

Meta prices Qatar as its own market from 1 July 2026. From 1 October 2026 the rates per delivered message to a +974 number are $0.0341 for marketing and $0.012 for utility, authentication and service, with 1,000 free service messages per business number each month. These are the same whichever provider you choose. Our Qatar pricing guide works through three local budgets.

Two things to watch on provider pages:

  • Stale rate tables. Older pages still show Qatar at the pre-July Rest of Middle East utility rate of $0.0091, or quote per-conversation prices from before Meta moved to per-message billing in 2025. One Qatar pricing page we checked carried a note that its figures were "Meta's published India rates". None of those numbers apply to a Doha business today.
  • Provider rate cards. When a provider bills messages "per [provider] rate card" or from a wallet, ask for its Qatar marketing and utility rates in writing and compare them with $0.0341 and $0.012. Any difference is a markup, whatever it is called.

Provider notes for Qatar buyers

QuickWA

Built on Meta's official Cloud API with embedded signup, so you connect your own WhatsApp Business Account and Meta invoices you. There is no wallet, no credits and no top-up. Plans start at $5/month, there are no per-seat fees and no setup fee, and AI, automation, calling and integrations are included from Pro. Features that matter in Qatar: Arabic and English AI replies, multilingual templates for expat customers (Hindi, Urdu, Malayalam, Filipino and other Meta-supported languages), Property Finder portal-lead capture, Shopify and WooCommerce, appointment booking for clinics, and a sending window you set yourself. See the Qatar page for the full list.

respond.io

A mature omnichannel inbox (WhatsApp alongside other messaging channels) with strong workflow tooling. Starter is $79/month on yearly billing with 5 users; the Developer API starts on Growth and incoming and outgoing webhooks on Advanced. WhatsApp fees are not in the subscription; you top up WhatsApp credit on respond.io. A sensible choice for a larger contact centre that needs several channels in one place.

SleekFlow

Also omnichannel, with a commerce focus. Essential is $49/month on yearly billing with 3 seats, and the page notes Essential "is currently rolling out by country", so confirm it is offered in Qatar. WhatsApp API hosting is listed at $15/month and message fees follow SleekFlow's own rate card, which you should compare with Meta's.

Gallabox

Sells in AED and USD across the Gulf and publishes a case study with Qatar Insurance Company (the results quoted there are Gallabox's own figures). Basic is $150/month billed quarterly or $112 billed annually, capped at 3 users, with webhooks only from Essential. Message charges are billed separately via its country rate table; check its Qatar figures against Meta's before you budget.

YCloud

Developer-friendly: API and webhooks are on every plan, including Free, and the page states "Zero Mark-up Charges on WhatsApp Messages". Fees come out of a prepaid wallet. Growth is $39/month with 2 users and $10 per extra user.

Go4whatsup

The only provider we found with a QAR plan price: Standard at QAR 149/month on its Qatar page, with agents not priced per seat, REST API and webhooks, and Meta fees passed through "at cost". There is also a free plan with 2 agents and limited monthly conversations. Its Qatar rate table should be ignored: the page itself says the figures are India rates.

Wati and Whautomate

Both served us rupee pricing only. Whautomate states 0% markup with Meta billing your account directly, and its Qatar rates page was accurate. Wati's Growth plan, as served, has no webhooks and allows no extra users.

What about Ooredoo?

Ooredoo runs its own Business WhatsApp line, launched in 2023, for its business customers to order services and get support. We found nothing showing it resells WhatsApp Business API access to other companies, so it is not on this list.

When to pick someone else

QuickWA is not the right answer for every Qatari business. Choose another provider if:

  • You need many channels in one inbox. If your agents must also handle other messaging and social channels in the same screen, respond.io and SleekFlow are built around that.
  • You want to start at zero cost. YCloud and Go4whatsup both publish free plans with limits. QuickWA's paid plans start at $5/month.
  • You need an invoice in Qatari riyals. QuickWA bills Gulf accounts in USD. Go4whatsup publishes a QAR price.
  • Procurement requires a negotiated enterprise contract with custom terms and a named account team. The enterprise tiers at respond.io, SleekFlow and Gallabox are designed for that conversation.
  • Your developers want a wallet model with one combined bill for messages and platform. YCloud and respond.io work that way; QuickWA deliberately does not.

Verify any provider in 10 minutes

  1. Open their pricing page yourself and note whether the monthly figure needs yearly or quarterly payment.
  2. Count your agents and add the per-seat price for each one beyond those included.
  3. Ask for their Qatar per-message rates in writing for marketing and utility. Compare with $0.0341 and $0.012 on Meta's pricing page.
  4. Ask who invoices the messages: Meta directly to your WhatsApp Business Account, or the provider from a wallet.
  5. Check number hosting and setup fees, which some pages list separately under channel pricing.
  6. Confirm API and webhook access is on the plan you are buying, not one tier up.
  7. Ask whether you own the WhatsApp Business Account, so you can move providers later without losing your number or templates.
  8. Test Arabic. Send yourself a template in Arabic and check that it renders right-to-left in the inbox, with the numbers the right way round.

Do WhatsApp providers in Qatar charge per agent? +

Many do. respond.io charges $12 per extra user on Starter, SleekFlow $15 per extra seat on Essential and YCloud $10 per extra user on Growth, while Gallabox's Basic plan is capped at 3 users. Go4whatsup's Standard plan and QuickWA have no per-seat fees.

Is there a WhatsApp API provider that bills in Qatari riyals? +

Go4whatsup publishes a Standard plan at QAR 149/month on its Qatar page. QuickWA bills Gulf accounts in USD. Meta's own Qatar rates are published in USD.

Can a provider lower Meta's WhatsApp rates in Qatar? +

No. Meta sets the per-message rate for +974 numbers. A provider can only pass it through at cost or add to it. Ask for the provider's Qatar rates in writing and compare them with Meta's $0.0341 marketing and $0.012 utility rates.

We found no evidence of that. Ooredoo's Business WhatsApp line, launched in 2023, is a channel for its own business customers to order services and get support.

Can I switch WhatsApp provider later without losing my number? +

Usually yes, if the WhatsApp Business Account is yours. Ask before you sign whether you own the account and your templates; with QuickWA you connect your own account through Meta's embedded signup.
