WhatsApp Business API Pricing in Malaysia (2026): Meta's Ringgit Rates, Real Budgets and What Providers Add

Malaysia's per-message rates did not move on 1 October 2026, but free replies ended for everyone. Here is what that means for a Bangsar clinic, a Penang online shop and a Johor Bahru property agency.

Short answer: from 1 October 2026 Meta charges RM 0.3467 (USD 0.086) for each delivered marketing message to a Malaysian +60 number and RM 0.0564 (USD 0.014) for each utility, authentication or service message. Meta can now bill Malaysian businesses directly in ringgit. Each business number gets 1,000 free service messages a month; replies after that are charged. A KL aesthetic clinic sending 1,000 promotions, 3,500 reminders and 3,000 replies pays Meta about RM 656.90 a month. Your provider's plan sits on top: QuickWA starts at $5/month (about RM 20), adds 0% markup, and Meta bills you directly.

Meta's Malaysia rates from 1 October 2026

The WhatsApp Business Platform is priced per delivered message. Two things decide the price: the template category, and the country code of the person receiving it. Where your company is registered does not matter. A Kuala Lumpur company messaging a +60 customer in Kuching pays the Malaysia rate; the same company messaging a +65 buyer in Singapore pays the Singapore rate.

ServiceRM 0.0564 after 1,000 free per number per month$0.014Free-form replies while a customer-service window is open

Both columns are Meta's own published figures, not our conversion. The ringgit card is not an exact translation of the dollar card (0.3467 ÷ 0.086 works out at about 4.03 ringgit per dollar), so compare like with like: if your WhatsApp Business Account bills in MYR, use the MYR column.

Malaysia can be billed in ringgit

Meta added MYR as a billing currency on 1 April 2026. Currency is chosen when the WhatsApp Business Account's payment setup is created and Meta says it cannot simply be changed later (it offers a currency-migration process instead). For most Malaysian companies, billing in ringgit removes foreign-exchange fees from the card statement and makes the monthly cost easier to reconcile with ringgit revenue. Decide this before you add a payment method.

Authentication-international: a rule that only hits foreign senders

Malaysia is one of the markets where Meta charges a higher authentication-international rate, in place since 1 February 2025. It applies only when an eligible business that Meta considers based in another country sends authentication templates to +60 numbers. A Malaysian bank, e-wallet or e-commerce app sending OTPs to Malaysian customers pays the normal RM 0.0564. A regional app headquartered in Singapore or Hong Kong could pay RM 0.1685 for the same OTP, about three times as much (our arithmetic: 0.1685 ÷ 0.0564 = 2.99).

What changed on 1 October 2026

Malaysia was not among the markets whose per-message rates changed in October. What changed applies everywhere:

  • Service replies are no longer free without limit. Each business phone number gets 1,000 free delivered service messages per month. From the 1,001st, each costs RM 0.0564. Unused free messages do not roll over.
  • Utility templates inside an open customer-service window are charged. Before October, a delivery update sent while the customer was already chatting with you was free. Now it is billed at the utility rate.
  • No payment method, no paid replies. Meta warns that businesses without a payment method on file may stop having service messages delivered once the free tier is used up. Check the payment settings of your WhatsApp Business Account in Meta Business Suite.

Two things did not change. Messages customers send you are free, and the free entry-point window that opens when someone taps a Click-to-WhatsApp ad still makes every message you send in it free, for up to 7 days.

Three Malaysian monthly budgets, worked out

The volumes below are illustrations, not benchmarks. Each line shows the arithmetic, so you can replace our numbers with your own. Service replies are billed only above the first 1,000. Ringgit figures use Meta's MYR card; dollar figures use Meta's USD card.

The KL clinic: reminders are the quiet cost

A clinic offering facials, laser and filler treatments lives on its appointment book. Its 3,500 reminders cost RM 197.40, more than half of its promotional spend, and they pay for themselves if they prevent a handful of no-shows. The new cost since October is the RM 112.80 for replies above the free 1,000: patients asking about downtime, prices and parking. Keeping one number for the front desk, rather than spreading conversations across several numbers, does not change this, because the free 1,000 is per number. The real saving is answering questions inside the existing conversation instead of starting new templates.

The Penang online seller: marketing is 80% of the bill

For the skincare brand, the 5,000 marketing messages are RM 1,733.50 of a RM 2,156.50 bill, or 80% (our arithmetic: 1,733.50 ÷ 2,156.50 = 0.804). Order confirmations and courier updates for Shopify orders are cheap at RM 0.0564 each. Orders placed on Shopee are a different story: buyers there usually talk to the seller through the marketplace's own chat, so plan WhatsApp volumes around your own store and the customers who opted in there. The biggest lever for this business is list hygiene: dropping 1,500 contacts who have not bought in a year saves RM 520.05 on every full-list blast.

The JB property agency: a conversation business with a Singapore twist

A Johor Bahru agency selling condominiums in Iskandar Puteri and Medini spends most of its WhatsApp budget on chat. Buyers ask about maintenance fees, loan eligibility and completion dates, and 6,000 replies a month means 5,000 billed ones, or RM 282.00. Many JB agencies also market to buyers in Singapore. Those messages are priced at Meta's Singapore rate, not Malaysia's. On Meta's USD card, a marketing message to a +65 number costs $0.0732, so 500 messages to Singapore buyers would add $36.60 (our arithmetic: 500 × 0.0732), taking the agency to about USD 246.80 in total. If you bill in ringgit, use the Singapore line of the MYR rate card. Segment your list by country code before you estimate.

What one message costs compared with another

In Malaysia a marketing message costs about 6.1 times a utility message (0.3467 ÷ 0.0564 = 6.15). That gap is wider than in many markets, and it shapes strategy. Every time you can do a job with a utility template or inside an open conversation, you save RM 0.2903 a message. Every time a "reminder" quietly carries a promotion, it costs six times more, because Meta classifies it as marketing.

What providers add on top of Meta

Meta's fee is the same whichever platform you use. What differs is the provider's charge around it. These are examples from providers' own pricing pages, checked on 26 October 2026; the page each provider shows you may vary by region.

  • Seat fees. respond.io's Starter plan lists 5 users at $79 a month and $12 a month for each additional user. SleekFlow's Essential plan includes 3 user seats, with extra seats at US$15.
  • Number hosting fees. SleekFlow lists a WhatsApp Business API number hosting fee of US$15 a month.
  • Credits and top-ups. respond.io states that WhatsApp fees are not included in any subscription and that you can top up WhatsApp credit on its platform.
  • Provider rate cards. SleekFlow says WhatsApp per-message fees follow its own rate card and that broadcast fees are charged separately. When a provider bills messages from its own card, ask for its Malaysia marketing and utility rates in writing and compare them with RM 0.3467 and RM 0.0564.

To see what a markup would mean, take the Penang seller. A hypothetical 10% markup on its RM 2,156.50 Meta bill adds RM 215.65 a month, or RM 2,587.80 a year (our arithmetic), for exactly the same messages. How QuickWA charges Malaysian businesses

  • Plans start at $5/month, about RM 20.43 at Bank Negara Malaysia's middle rate of RM 4.0860 per dollar on 26 October 2026. Accounts outside India are billed in USD, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and Meta invoices you directly, in ringgit if you choose MYR. QuickWA has no message wallet, no credits and no top-ups.
  • No per-seat fees and no setup fee. A clinic's front desk, doctors and treatment coordinators can share one inbox, including on the Android app.
  • AI, automation, calling and integrations are included from Pro. Every plan, feature and message limit is shown after sign-up.

Shopify and WooCommerce order updates and abandoned-cart messages, Stripe payment links and Click-to-WhatsApp lead capture are built in. How a Malaysian business sets up its number, documents and first templates is on our Malaysia page.

Seven ways to lower your WhatsApp bill in Malaysia

  1. Keep transactional templates clean. A booking reminder is RM 0.0564 as utility. Add a promo line and it becomes RM 0.3467. Meta can also recategorise a utility template that carries promotional content.
  2. Answer inside the conversation. A reply to a customer who wrote in is a service message: free for the first 1,000 a month per number, then RM 0.0564. A new marketing template to answer the same question costs six times more.
  3. Use Click-to-WhatsApp ads for new leads. Every message in the free entry-point window is free for up to 7 days. For a new condo launch or a clinic opening in Mont Kiara, this is the cheapest first conversation available.
  4. Send to segments. Build lists by last purchase, treatment or project interest. A campaign that reaches 3,000 interested buyers costs RM 1,040.10; the same campaign to 8,000 mostly uninterested contacts costs RM 2,773.60 and earns more blocks.
  5. Split lists by country code. JB businesses with Singapore buyers, and Malaysian exporters with Indonesian or Thai customers, pay each country's rate. Estimate each country separately.
  6. Bill in ringgit if your revenue is in ringgit. MYR billing removes card foreign-exchange fees. Choose it at setup, because changing later is a migration.
  7. Compare effective cost, not plan price. Add the plan, seats, number hosting and any message markup for your real volume. A cheap plan with marked-up messages can cost more than a dearer plan billed by Meta at cost.
