WhatsApp Business API Pricing in Israel (2026): Meta's +972 Rates, Real Shekel Budgets and What Providers Add

Israel is one of the cheapest WhatsApp markets on Meta's rate card, but Meta bills it in dollars and service replies stopped being free on 1 October. Here is what that means for a clinic in Tel Aviv, a property office in Haifa and an online store shipping nationwide.

Short answer: Meta prices Israel (+972) as its own market and bills it in US dollars; there is no shekel rate card. From 1 October 2026 a delivered marketing message to an Israeli number costs $0.0353 (about ₪0.110), and a utility, authentication or service message costs $0.0053 (about ₪0.016), at the Bank of Israel representative rate of ₪3.112 per dollar on 23 October 2026. Each business number gets 1,000 free service messages a month; replies above that are billed. A Tel Aviv aesthetic clinic sending 600 offers, 3,000 reminders and 2,200 replies pays Meta about $43 (₪135) a month. Your provider's plan comes on top: QuickWA starts at $5/month (about ₪15.56), adds 0% markup and lets Meta bill you directly.

Meta's Israel rates, effective 1 October 2026

WhatsApp Business Platform messages are priced per delivered message. The rate depends on the template category and on the recipient's country code, not on where your company is registered. A Ramat Gan company messaging a +972 customer pays the Israel rate below; the same company messaging a customer's +44 number in London pays the UK rate. Meta's pricing page lists "Israel (IL) - 972" as a market of its own, and the rates come from Meta's USD rate-card file.

CategoryMeta rate (USD, per delivered message)Approx. ILS at ₪3.112 per $1Typical Israeli use
Marketing$0.0353₪0.1099Hanukkah and Passover offers, Black Friday, new collections, win-back messages
Utility$0.0053₪0.0165Appointment reminders, order and courier updates, viewing confirmations, receipts
Authentication$0.0053₪0.0165One-time login codes for apps, customer portals and checkouts
Service$0.0053 after 1,000 free per number per month₪0.0165Free-form replies while a customer-service window is open

The shekel column is our own conversion at the Bank of Israel representative rate of ₪3.112 per US dollar published for 23 October 2026, rounded to four decimals. It is an approximation: Meta charges in dollars, and the shekel amount on your statement depends on the rate your card or bank applies on the billing date. Meta's rate card also has a EUR file, in which Israel is listed at €0.0292 for marketing and €0.0044 for the other categories; an Israeli business would normally use the dollar figures.

Messages customers send you cost nothing. Neither does anything you send inside a free entry-point window, which opens when a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action and you reply within the customer-service window. Meta's pricing page says that window may remain open for up to 7 days.

How Israel compares with other markets

Israel is cheap by international standards. On Meta's October 2026 cards, a marketing message costs $0.0353 to Israel against $0.0635 to the United Kingdom, $0.0732 to Singapore, $0.086 to Malaysia and $0.1597 to the Netherlands. A utility message is $0.0053 to Israel against $0.022 to the UK and $0.05 to the Netherlands. The other notable feature is the gap between categories: in Israel a marketing message costs about 6.7 times a utility message (our arithmetic: 0.0353 ÷ 0.0053 = 6.66). That makes the category of each template the single biggest lever on an Israeli bill.

What changed on 1 October 2026

Two changes on Meta's pricing page apply to every market, Israel included:

  • Service messages are charged after the free tier. Every business phone number gets 1,000 free service messages a month. From the 1,001st, each service message is billed at the utility rate, which for Israel is $0.0053. Unused free messages do not roll over.
  • Utility templates inside an open customer-service window are charged again. They had been free since 1 July 2025 when the customer wrote first. Since 1 October 2026 they are billed like any other utility message.

Meta also said that for businesses with no payment method on file, it would deliver service messages within the free tier but not after it. If your team answers more than 1,000 chats a month on one number, check the payment method on your WhatsApp Business Account in Meta Business Suite's Billing Hub. In practice that means an Israeli credit card that accepts US-dollar charges.

Nothing changed for the free entry-point window, so ads that open a chat are now, relatively, the cheapest way to start a conversation.

Three Israeli monthly budgets, worked out

The volumes below are illustrative, not benchmarks. Each line shows the arithmetic so you can substitute your own numbers. Service replies are billed only above the free 1,000 per number. Shekel totals use ₪3.112 per dollar.

BusinessMarketingUtilityService repliesMeta's monthly total
Aesthetic clinic, Tel Aviv (Dizengoff area)600 × $0.0353 = $21.183,000 reminders × $0.0053 = $15.902,200 sent, 1,200 billed × $0.0053 = $6.36$43.44 ≈ ₪135.19
Real estate office, Haifa (Carmel and downtown listings)2,000 × $0.0353 = $70.60800 viewing confirmations × $0.0053 = $4.245,000 sent, 4,000 billed × $0.0053 = $21.20$96.04 ≈ ₪298.88
Shopify fashion store, nationwide delivery15,000 × $0.0353 = $529.5010,000 order and courier updates × $0.0053 = $53.003,500 sent, 2,500 billed × $0.0053 = $13.25$595.75 ≈ ₪1,853.97

The Tel Aviv clinic

A clinic offering Botox, fillers and laser hair removal lives on bookings. Its 3,000 reminders cost $15.90, less than a single missed appointment. The 600 marketing messages, a monthly offer to patients who opted in, cost $21.18. What is new since October is the $6.36 for the 1,200 replies above the free tier; for a clinic with one number that is a small line, but it grows if the front desk handles every enquiry on WhatsApp. Our arithmetic: 600 × 0.0353 = 21.18; 3,000 × 0.0053 = 15.90; 1,200 × 0.0053 = 6.36; total 43.44 × 3.112 = ₪135.19.

The Haifa real estate office

Property is a conversation business. Agents answering questions about a four-room flat in Ahuza or a rental near the Technion generate thousands of replies. Above the free 1,000, each now costs $0.0053, so a lead that becomes a 40-message chat adds about $0.21 in Meta fees (40 × 0.0053 = 0.212). New-listing broadcasts are the biggest line at $70.60, and they are also the ones that need clear consent under Israel's anti-spam rules, covered in our Israel marketing rules guide.

The Shopify store

For an online store, marketing volume dominates: 15,000 promotional messages are 89% of its Meta bill ($529.50 ÷ $595.75 = 0.889). Order confirmations and courier updates for 10,000 shipments cost only $53. That asymmetry is the most useful fact in this article for Israeli e-commerce: send everything transactional as utility, and spend your attention on who receives the marketing. Trimming 5,000 inactive contacts from the campaign list would save $176.50 a month (5,000 × 0.0353), about ₪549.

What providers add on top of Meta

Meta's fee is the same whichever provider you use. What differs is what each provider charges around it. A few examples from providers' own pricing pages, checked on 26 October 2026:

  • Per-message platform fees. Twilio's WhatsApp pricing page states a fee of $0.005 per message, inbound or outbound, in addition to Meta's fees, plus $0.001 for messages that end in a failed status. On Israel's $0.0053 utility rate, a $0.005 platform fee almost doubles the cost of each utility message (our arithmetic: 0.0053 + 0.005 = 0.0103). For the Shopify store above, 28,500 outbound messages would add $142.50 a month (28,500 × 0.005), before counting inbound messages.
  • Per-number fees. 360dialog lists its WhatsApp API plans per number per month, starting at €49 for Regular, with "+Meta WhatsApp Messaging Fees" on top and a statement of no markup on Meta fees.
  • Seat fees and top-ups. respond.io's Starter plan is $99 a month billed monthly ($79 billed yearly) with 5 users included and $12 a month for each extra user. Its FAQ says WhatsApp fees are not included in any subscription and that you add WhatsApp credit on its platform.
  • Provider rate cards. Some platforms resell messages at their own prices rather than passing Meta's through. When a provider quotes an Israel rate, compare it with $0.0353 and $0.0053.

To see what a markup would mean, take the store again. A hypothetical 15% markup on its $595.75 Meta bill would add $89.36 a month, or $1,072.35 a year (our arithmetic). A full provider-by-provider comparison for Israel, with plan names and check dates, is in our guide to the best WhatsApp Business API providers in Israel.

Paying in dollars from Israel

Because Meta bills Israel in dollars, two practical points apply. First, the shekel cost moves with the exchange rate: the same $595.75 bill was ₪1,840 at the ₪3.089 rate of 16 October and ₪1,854 at ₪3.112 a week later. Second, your card issuer may add its own conversion charge on foreign-currency transactions, so check your card terms or use a card with a dollar account. On VAT, the Israeli government has proposed several times (in 2016, 2021 and 2023) to make foreign suppliers of digital services charge Israeli VAT, but the 2023 version was dropped from the budget law, and we found no enacted rule as of our check. Ask your accountant how to book Meta's and your provider's dollar invoices.

How QuickWA charges businesses in Israel

  • Plans start at $5/month, about ₪15.56 at ₪3.112. Israeli accounts are billed in USD, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel, and every plan, feature and message limit is shown after sign-up.
  • 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta. Meta invoices you directly at the published Israel rates above. QuickWA has no message wallet, credits or top-ups.
  • No per-seat fees and no setup fee. Receptionists, agents and the owner can share one inbox, including from the Android app.
  • AI, automation, calling and integrations are included from Pro. That covers Shopify and WooCommerce order and abandoned-cart messages, Hebrew, Arabic and Russian templates, and an AI assistant that replies in the customer's language.

You can also set a sending window in Settings, which matters in Israel: scheduled broadcasts wait until the window reopens, so a campaign scheduled for Friday afternoon can be held until Shabbat is over. It is not switched on by default, so set it yourself. More on local setup is on the QuickWA Israel page.

Six ways to lower your WhatsApp bill in Israel

  1. Keep transactional messages in utility. A delivery update costs $0.0053. Add "and 15% off your next order" and it becomes marketing at $0.0353, almost seven times as much. Meta can also recategorise a utility template that carries promotional content.
  2. Use Click-to-WhatsApp ads to start conversations. Messages in the free entry-point window are not charged, marketing included. For a clinic promoting a new treatment or a developer launching a project, this is the cheapest first contact available.
  3. Reply inside the customer-service window. The first 1,000 service messages a month per number are free and the rest cost $0.0053. Answering a question with a new marketing template is the most expensive way to do it.
  4. Send to segments, not the whole list. On Israel's rate card, every 1,000 marketing messages you do not send saves $35.30, about ₪110.
  5. Price international lists separately. If your list includes customers' foreign numbers, for example Russian or French numbers kept after moving to Israel, those messages are billed at that country's rate, not Israel's.
  6. Compare per-message costs, not only plan prices. On a market as cheap as Israel, a platform fee per message can be larger than Meta's own fee. Add both before you compare plans.
