Best WhatsApp Business API Provider in Israel (2026): Prices, Seats and Meta Fees Compared
Israeli and global platforms that sell to businesses in Israel, compared on their own pricing pages and against Meta's Israel rate card. Where a provider publishes no price, or a figure is unclear, we say so.
Short answer: in Israel the provider you pick does not change what Meta charges — $0.0353 (about ₪0.11) per marketing message and $0.0053 (about ₪0.016) per utility, authentication or service message to a +972 number, from 1 October 2026. It changes three other things: the platform price and whether VAT is on top, how many agents you pay for, and whether Meta's fees reach you at cost. On the pricing pages we checked on 26 October 2026, QuickWA had the lowest paid starting price (from $5/month, about ₪16), no per-seat fees and 0% markup, because Meta bills you directly. Israeli platforms such as NextBot, Gambot and WBsender price in shekels and support you in Hebrew; respond.io and SleekFlow suit larger omnichannel teams. We make QuickWA, so every competitor figure below links to that company's own page.
How we compared
We opened each provider's public pricing page on 26 October 2026 and copied what it showed. We did not rely on review sites or AI summaries: several Hebrew comparison posts we read this month still describe Meta's 24-hour conversation pricing, which Meta replaced with per-message billing in July 2025. Four rules applied:
- VAT is stated or flagged. Israeli VAT is 18%. Gambot says its prices exclude VAT (המחירים אינם כוללים מע״מ); NextBot and WBsender do not say either way on the pages we read, so we mark them "VAT not stated".
- Billing period matters. Some "per month" figures apply only if you pay a year in advance. We say which.
- Shekel conversions are approximate. Where we convert, we use the Bank of Israel representative rate of ₪3.112 per US dollar (23 October 2026, the latest published before our check) and round to the nearest agora or cent.
- Meta's fee is separate. Meta publishes Israel's rates in US dollars only; there is no shekel rate card. No provider can lower Meta's rate. What we check is whether a provider passes it through at cost, resells it from a wallet, or does not say.
The comparison in one table
| Provider | Cheapest paid plan (as shown) | VAT / billing | Agents included | API | How Meta's fees are handled |
|---|---|---|---|---|---|
| QuickWA | from $5/month (about ₪16) | Billed in USD; monthly, or yearly at 20% less | No per-seat fees | Developer API and signed webhooks; integrations included from Pro | Meta invoices you directly, 0% markup; no wallet |
| NextBot | Starter ₪99/month (₪990/year) | VAT not stated; yearly = 10 months' price | 2 service agents; up to 1,000 messages | "API מלא" listed on the top plan (Elite ₪525) | Not stated on pricing page |
| Gambot | Basic ₪179/month | Excludes VAT (₪211.22 with 18%); yearly saves up to 20% | 2 users; ₪30 per extra user | 1,000 API/MCP credits a month, then ₪0.10 per credit | "Meta charges by message type and destination country"; who invoices not stated |
| WBsender | Base ₪297/month (monthly plan); ₪267 on the annual plan | VAT not stated | 1 agent; ₪85 per extra agent | "שליחה באמצעות API" on every plan | "Does not include WhatsApp conversation payments" |
| respond.io | Starter US$79/month | Shown with yearly billing (US$948/yr) | 5 users; extra US$12/month | Developer API from Growth (US$159) | Not in the subscription; you top up WhatsApp credit on respond.io |
| SleekFlow | Essential US$49/month | Shown with yearly billing (US$588/yr) | 3 seats; extra US$15 | API access from Pro (US$109) | Per SleekFlow rate card, plus US$15/month number hosting |
| YCloud | Free plan; Growth US$39/month | Growth shown billed yearly (US$468/yr) | Free 1, Growth 2; extra US$10 | "API & Webhooks" on every plan | "Zero Mark-up"; deducted from a YCloud wallet at the WhatsApp rate |
| Twilio | No monthly fee on the WhatsApp pricing page | Pay per message | Not a team inbox | It is an API | Meta's fee passed through, plus Twilio's US$0.005 per message, inbound or outbound |
Three Israeli companies that clearly sell WhatsApp services publish no WhatsApp plan price, so they are not in the table: Glassix (a 30-day trial on its WhatsApp page, no price), InforU (describes "official infrastructure as Meta partners" and routes you to sales) and ActiveTrail (asks you to choose a WhatsApp package and wait for a sales call; its page says prices exclude VAT). Wati served us Indian rupees only, so we have not quoted an Israel price for it.
What a three-agent team actually pays
Most Israeli businesses move to the API because one phone is no longer enough: a clinic front desk plus a manager, or two sales reps and an owner in a real-estate office. Here is the platform charge for three agents, before Meta's message fees, using only the published numbers above. Our arithmetic; shekel-to-dollar at ₪3.112.
| Provider | How three agents are covered | Platform cost per month |
|---|---|---|
| NextBot | Starter has 2 agents, so Builder (3 agents) | ₪135 ≈ US$43.38 (VAT not stated) |
| YCloud Growth | US$39 + 1 extra user × US$10 (yearly billing) | US$49 |
| SleekFlow Essential | 3 seats included + US$15 number hosting (yearly billing) | US$64 |
| Gambot Basic | ₪179 + 1 extra user × ₪30, excluding VAT | ₪209 ≈ US$67.16 (₪246.62 with VAT) |
| respond.io Starter | 5 users included (yearly billing) | US$79 |
| WBsender | Business plan, up to 3 agents (cheaper than Base + 2 × ₪85 = ₪467) | ₪397 ≈ US$127.57 (VAT not stated) |
| QuickWA | No per-seat fees; choose the plan that fits after sign-up | from $5 |
We have not put a number on QuickWA's three-agent cost because plan limits are shown after sign-up and we will not quote a plan price here beyond the starting point. The table's point is the structure: with per-seat pricing the bill rises each time you hire for the Tishrei holidays or the Black Friday rush; without it, a fourth agent costs nothing extra on the platform side. Several Israeli plans also cap volume — NextBot Starter at 1,000 messages, Gambot Basic at 300 conversations and 1,000 broadcast messages a month — so check the cap as well as the price.
Meta's Israel fees: the part every provider shares
From 1 October 2026 Meta charges, per delivered message to a +972 number, $0.0353 for marketing and $0.0053 for utility, authentication and service. Each business phone number gets 1,000 free service messages a month, with no rollover, and messages your customers send you are free. Since 1 October, utility templates sent inside an open customer-service window are charged too. Our Israel pricing guide works through local monthly budgets.
| Example month | Meta's charge (USD) | About, in shekels |
|---|---|---|
| 1,000 marketing messages (a Hanukkah offer to opted-in customers) | $35.30 | ₪109.85 |
| 2,000 marketing messages | $70.60 | ₪219.71 |
| 5,000 utility messages (appointment reminders, order updates) | $26.50 | ₪82.47 |
| Same 2,000 marketing messages sent through Twilio | $70.60 to Meta + $10.00 Twilio fee | ₪219.71 + ₪31.12 |
Two things to watch on provider pages:
- Old conversation prices. Any page quoting "per 24-hour conversation" rates for Israel predates July 2025. Gambot's plans still count "שיחות" (conversations) as a plan allowance, which is a plan limit, not Meta's billing unit — ask how it maps to Meta's per-message charges.
- Provider rate cards and wallets. When a provider bills messages "per [provider] rate card" or from a wallet, ask for its Israel marketing and utility rates in writing and compare them with $0.0353 and $0.0053. Any difference is a markup, whatever it is called.
Provider notes for Israeli buyers
QuickWA
Built on Meta's official Cloud API with embedded signup, so you connect your own WhatsApp Business Account and Meta invoices you. There is no wallet, no credits and no top-up. Plans start at $5/month, there are no per-seat fees and no setup fee, and AI, automation, calling and integrations are included from Pro. What matters in Israel: Hebrew templates that display right-to-left, AI replies in Hebrew, Arabic, Russian or English, appointment booking with reminders for clinics, Shopify and WooCommerce order messages, and a sending window you set yourself. Two honest limits: automatic opt-out recognises English keywords such as STOP, so a Hebrew "הסר" reply must be actioned by an agent; and QuickWA's built-in payment links run on Stripe, which does not currently onboard Israeli-registered businesses. There is an Android app for the inbox, no iOS app, and support is in English at [email protected]. See the Israel page for the full list.
NextBot
An Israeli AI customer-service agent built for Hebrew, with a full right-to-left interface, connecting to WhatsApp through Meta's Business API. Starter is ₪99/month (₪990 a year — yearly costs ten months) with 2 agents, up to 1,000 messages and 1,800 AI agent replies a month. Full API access is listed on Elite at ₪525. A good fit if you mainly want an AI that answers in Hebrew; its pricing page does not say how Meta's message fees are billed.
Gambot
Describes itself as an official Meta partner and Israel's leading WhatsApp Business API platform. Basic is ₪179/month excluding VAT with 2 users, 1 WhatsApp number, 300 conversations, 1,000 broadcast messages and 1,000 AI credits; extra users are ₪30 and extra numbers ₪119. Basic includes no human support (knowledge base only); a Support Plus add-on is ₪650/month. Strong on Hebrew-first automation, with CRM, quotes and digital signature in the same suite.
WBsender
Run by an Israeli company that says it has sold WhatsApp services since 2019. Its plans are described as an official Meta system, and its FAQ says it also runs a separate system of its own called "WBsender Cloud API" — ask which one your plan uses. Base is ₪297/month on the monthly plan with 1 agent; extra agents are ₪85, and every plan states that WhatsApp payments are not included.
respond.io and SleekFlow
Both are mature omnichannel inboxes — WhatsApp alongside other messaging channels — and are sensible for a larger contact centre. respond.io Starter is US$79/month on yearly billing with 5 users; WhatsApp fees are not included and you top up credit on the platform. SleekFlow Essential is US$49/month on yearly billing with 3 seats, plus US$15/month to host the WhatsApp number, and messages follow SleekFlow's own rate card, which you should compare with Meta's.
YCloud and Twilio
Developer-first options. YCloud has a free plan and puts API and webhooks on every plan; its page states "Zero Mark-up Charges on WhatsApp Messages", with fees taken from a prepaid wallet. Twilio has no monthly platform fee on its WhatsApp pricing page but adds US$0.005 to every message in either direction, and it is an API, not a ready-made inbox — you build the interface yourself.
A note on WhatsApp Web tools
Some popular Israeli tools are not the official API at all. Botomat's own FAQ says it connects through WhatsApp Web with a QR or pairing code and needs no Meta or template approval; it has a free tier and paid plans from ₪49/month plus VAT. 2Chat sells both QR connections to ordinary WhatsApp numbers and official API connections, from US$31/month billed yearly (US$40 monthly). A QR-linked number has no approved templates, no Meta quality rating and no messaging-limit tiers, and depends on a connection Meta does not offer for business messaging. If you send marketing at volume, use the official API.
When to pick someone else
QuickWA is not the right answer for every Israeli business. Choose another provider if:
- You want Hebrew-speaking support and onboarding. NextBot, Gambot and WBsender sell and support in Hebrew; QuickWA's support is in English.
- You need a shekel invoice from an Israeli company. QuickWA bills Israeli accounts in US dollars. The Israeli providers price in shekels.
- You need many channels in one screen. If agents must also handle other messaging and social channels together, respond.io and SleekFlow are built around that, and Glassix sells an omnichannel platform.
- You want to start at zero platform cost. YCloud publishes a free plan with limits; Twilio has no monthly fee, though you pay per message and build your own interface.
- You take payments in chat through Stripe. Stripe does not currently onboard Israeli-registered businesses, so QuickWA's payment links will not suit you unless you trade through a company registered elsewhere.
- Procurement wants a negotiated enterprise contract with custom terms and a named account team. The enterprise tiers at respond.io and SleekFlow, and quote-based vendors such as InforU and Glassix, are built for that conversation.
Verify any provider in 10 minutes
- Open their pricing page yourself and check whether VAT is included and whether the monthly figure needs yearly payment.
- Count your agents and add the per-seat price for each one beyond those included.
- Check the volume cap — messages, conversations or broadcast messages per month — and the price of going over.
- Ask for their Israel per-message rates in writing for marketing and utility, and compare with $0.0353 and $0.0053 on Meta's pricing page.
- Ask who invoices the messages: Meta directly to your WhatsApp Business Account, or the provider from a wallet or bundle.
- Confirm it is the official API, not a WhatsApp Web or QR connection.
- Ask whether you own the WhatsApp Business Account, so you can move providers later with your number and templates.
- Test Hebrew. Send yourself a template in Hebrew with a price and a date, and check it reads right-to-left with the numbers the right way round.

Frequently asked questions
What is the cheapest WhatsApp Business API provider in Israel? +
On the pricing pages we checked on 26 October 2026, QuickWA had the lowest paid starting price at $5/month, about ₪16. NextBot starts at ₪99/month, Gambot at ₪179/month plus VAT and WBsender at ₪297/month. YCloud has a free plan with limits, and Meta's message fees are the same with every provider.
Is there a WhatsApp API provider in Israel that bills in shekels? +
Yes. NextBot, Gambot and WBsender all price their plans in shekels; Gambot states its prices exclude VAT, while NextBot and WBsender did not say on the pages we read. QuickWA bills Israeli accounts in US dollars, from $5/month.
Do WhatsApp providers in Israel charge per agent? +
Many do. Gambot charges ₪30 per extra user, WBsender ₪85 per extra agent, respond.io US$12 on Starter and SleekFlow US$15 per extra seat. NextBot moves you to a higher plan for more agents, and QuickWA has no per-seat fees.
Can a provider lower Meta's WhatsApp rates in Israel? +
No. Meta sets the rate for messages to +972 numbers — $0.0353 for marketing and $0.0053 for utility, authentication and service from 1 October 2026. A provider can pass it through at cost or add to it, so ask for its Israel rates in writing.
Is Botomat the official WhatsApp Business API? +
No. Botomat's own FAQ says it connects through WhatsApp Web with a QR or pairing code and needs no Meta approval. That means no approved templates, quality rating or messaging tiers, so for marketing at volume the official API is the safer route.
Can I switch WhatsApp provider later without losing my number? +
Usually yes, if the WhatsApp Business Account is yours. Ask before you sign whether you own the account and your templates; with QuickWA you connect your own account through Meta's embedded signup.
