Meta Business Verification in the UAE: Documents, Timeline & Every Rejection Fixed

What Meta actually asks a UAE company for, why most submissions fail on a single character, and why you should connect your number before you verify.

Meta Business Verification is the step UAE businesses fear most and understand least. It is not required to start using the WhatsApp Business API, it is not the green tick, and it is not difficult — but it is unforgiving about detail. This guide covers exactly which UAE documents Meta accepts, the mismatch that causes most rejections, and what verification actually unlocks.

What Business Verification actually is — and what it is not

Business Verification is Meta confirming that the company behind a Business Manager account is a real, registered business, and that the person submitting it is entitled to act for it. It happens inside Meta Business Suite → Business Settings → Security Centre, and it applies to the business, not to a phone number, not to an app, and not to WhatsApp specifically.

Three things it is commonly confused with, and is not:

  • It is not the green tick. The green tick is an Official Business Account, a separate review based on how well known your brand is. Plenty of verified UAE businesses will never get it.
  • It is not display-name approval. Your WhatsApp display name is reviewed separately when you register a number.
  • It is not a requirement to start. This is the one that costs UAE businesses the most time — see the next section.

You do not need verification to start sending

A great deal of UAE-facing content states that you must complete Business Verification before you can use the WhatsApp Business API. You do not. You can create a WhatsApp Business Account, register a number, get templates approved and send real messages to real customers while your business is still unverified.

What verification actually buys you is scale. Meta applies a messaging limit to your business portfolio — not to an individual phone number — and a newly created portfolio starts at 250 unique customers in any rolling 24 hours, whether or not it is verified.

That last point matters, and most guides get it wrong. If your company already has an established Business Manager that has been messaging for a while, your limit may already be well above 250, and a new number added to that portfolio inherits it. So do not assume 250 — go and look. Your real figure is in WhatsApp Manager under the phone number, and QuickWA reads it straight from Meta and shows it to you, so nobody has to guess.

For a salon confirming tomorrow's appointments or an agent replying to portal leads, 250 a day is plenty for the first few weeks. For a 2,000-contact Ramadan campaign, it is not.

Above 2,000, Meta raises the limit by one level within six hours when two things are true at once: your messaging quality is high across all your numbers and templates, and in the last 7 days you have used at least half of your current limit. That second condition is the one businesses miss — if you never approach your ceiling, Meta has no reason to raise it.

Nobody can buy a tier, and no provider can raise it for you, whatever they tell you. Verification also unlocks adding more phone numbers, and it is a prerequisite for applying for the green tick later.

Exactly which UAE documents Meta accepts

Meta asks for two things: proof that the business is legally registered, and proof of the address or phone number you entered. Here is what works in the UAE.

Documents should be recent — a utility bill older than about 90 days is often refused. Upload clear colour scans or photographs of the full page, including the header and any stamp. Cropped screenshots are a common rejection.

The name-match rule that causes most rejections

This is the single biggest reason UAE submissions fail, and it is entirely avoidable.

The Legal business name you type into Business Settings must match the name on your trade licence character for character. UAE licences are full of details that people quietly drop:

  • L.L.C versus LLC versus L.L.C. — copy whichever your licence prints
  • FZE, FZ-LLC, FZCO, DMCC suffixes left off entirely
  • The Arabic portion of a bilingual licence — enter the English legal name only, exactly as printed
  • A trading name used instead of the licensed name (your salon may trade as "Hair Focus" while the licence says "Hair Focus Gents Salon L.L.C" — Meta wants the second)
  • Extra spaces, an ampersand where the licence has "and", or a hyphen that is not on the licence

Your brand name can differ from the legal name — that is what the display name is for. The legal name field is not the place to be creative.

Step by step: how to submit

  1. Open business.facebook.com and switch to the Business Manager that owns your WhatsApp Business Account. Getting this wrong — verifying a personal or agency portfolio instead of the one holding your WABA — wastes days.
  2. Go to Business Settings → Security Centre and press Start verification.
  3. Enter the legal business name, address, and business phone number exactly as they appear on the trade licence.
  4. Choose how Meta should confirm the phone number — usually a call or SMS to the landline or mobile printed on the licence.
  5. Upload your documents.
  6. Submit, then leave it alone. Editing details while a review is in progress restarts the clock.

Two things that measurably help before you press submit: use an email address on your own domain rather than Gmail, and make sure your website is live and shows the same company name, address and phone number as the licence. Reviewers check.

How long it takes, and what "pending" means

Most UAE submissions are decided within one to five business days. Some clear in hours. If you submitted on a Friday, expect the UAE weekend to add to it.

"Pending" means nobody has looked yet. It does not mean anything is wrong, and there is no queue position to check. Resubmitting does not speed it up — it usually slows it down, because the new submission goes to the back.

Meanwhile, keep sending within your current limit. Real conversations with good quality are the best possible backdrop to a review.

You get a limited number of attempts before a cool-down. Fix everything you can see in one pass rather than guessing one field at a time.

Business Verification versus the green tick

UAE clients ask for the green tick constantly, so it is worth being blunt about it. Business Verification is an administrative check almost every real company passes. The green tick — an Official Business Account — is granted on notability: Meta looks for coverage of your brand in independent, credible publications. A neighbourhood salon with a perfectly valid trade licence will normally not qualify, and no provider can arrange it.

What actually builds trust in a WhatsApp thread is a clean display name, a complete business profile with your real address and website, and fast replies. Customers notice those long before they look for a badge.

After you are verified

  • Watch your quality rating in the WhatsApp Manager. Green is healthy. If it drops to amber, stop marketing sends for a few days and look at what you sent last.
  • Do not rush the tier. Sending to your whole list on day one, to people who have not heard from you in a year, is the fastest way to get blocked and knocked back down.
  • Warm up. Start with your most engaged customers, use utility templates where the message is genuinely transactional, and let volume rise over a couple of weeks.
  • Keep the licence current. When you renew, Meta may re-check. A lapsed licence on file can interrupt a verified status you had for years.

Who inside your company should submit it

Verification is submitted by a person, and that person needs the right role. You must be an admin of the Business Manager — an employee or partner role cannot open the Security Centre.

Two UAE-specific habits cause trouble here. The first is submitting from the personal Facebook account of whoever happened to set things up, who then leaves the company. The second is letting a marketing agency create the Business Manager in their own portfolio, which means your trade licence ends up verifying their business, not yours.

The safe arrangement is simple: the company owns the Business Manager, at least two people from the company are admins, and any agency is added as a partner with limited access. If you are already in the wrong shape, fix it before you verify rather than after — moving a WhatsApp Business Account between portfolios later is far more painful than setting it up correctly now.

What changes for a free zone company

Free zone companies — DMCC, JAFZA, DAFZA, SHAMS, RAKEZ, Meydan, IFZA and the rest — pass verification routinely, but a few details differ from a mainland DED licence.

  • Your licence may not carry a street address. Many free zone licences show a unit or office number inside the zone. Enter it exactly as printed rather than inventing a tidier address; if Meta asks for address proof, the lease agreement from the free zone authority is the document to send.
  • Flexi-desk and virtual office setups still verify, but the address on your website, your Business Manager and your licence must agree. A mismatch between a flexi-desk licence address and a home address on the website is a common rejection.
  • The establishment card is a valid registration proof if the licence itself is thin on detail — send both if you have them.
  • Some free zone licences are bilingual. Use the English legal name, complete with the FZ-LLC, FZE or FZCO suffix.

Who verifies what when you use a provider

There is a persistent claim in UAE marketing material that you must go through a Business Solution Provider to use WhatsApp at all. That is out of date. Since Meta opened the Cloud API and the Tech Provider programme, a business can hold its own WhatsApp Business Account and simply use a platform to operate it.

Ask any provider one question before you sign: whose Business Manager will own my WhatsApp Business Account? If the answer is not "yours", you are renting your own phone number.

  1. Trade licence is current, not expired, and you have a full-page colour scan.
  2. Legal name in Business Settings matches the licence character for character, suffix included.
  3. Address matches the licence, and the same address appears on your website.
  4. Phone number on the licence is live, and whoever answers it knows a verification call may come.
  5. Your website is reachable, has a working contact page, and is not a "coming soon" placeholder.
  6. Business email is on your own domain, not Gmail or Hotmail.
  7. You are an admin of the correct Business Manager — the one that owns the WABA.
  8. Address proof is dated within the last 90 days.
