WhatsApp for Real Estate in Oman: Portal Leads, Viewings, Off-Plan Launches and Rent Reminders
Oman's property market got a new rulebook in March 2026, and most buyers and tenants still want to talk to an agent on WhatsApp before they visit. Here is how brokerages, developers and property managers in Muscat, Sohar and Salalah can run that conversation properly, and what it costs.
Short answer: in Oman, the property portal that matters for WhatsApp leads is Bayut, which runs a dedicated Oman site; Property Finder's own country list covers the UAE, Saudi Arabia, Qatar, Bahrain and Egypt, but not Oman. Leads that arrive from portals and Click-to-WhatsApp ads should get a reply within minutes, then a utility viewing confirmation and reminder at $0.0247 each (about OMR 0.0095). Off-plan launches and new-listing alerts are marketing at $0.0341 (about OMR 0.0131) and need the customer's explicit consent under Oman's amended data protection law. Since 10 March 2026, the Real Estate Regulation Law (Royal Decree 79/2025) requires anyone doing brokerage or marketing to hold a licence from the Ministry of Housing and Urban Planning. A six-agent Muscat brokerage pays Meta about $214 (OMR 82) a month. QuickWA starts at $5/month, with no per-seat fees and 0% markup on Meta's fees.
What changed for Oman's property businesses in 2026
Before you automate anything, know the rules your messages sit inside. Oman's real estate sector moved onto a new law this year.
The Real Estate Regulation Law (Royal Decree 79/2025)
According to a summary by Omani law firm BSA, the new law entered into force on 10 March 2026. It repeals the old Real Estate Brokerage Regulation Law (Royal Decree 78/86), the apartment-and-floor ownership system (Royal Decree 48/89) and the escrow system for real estate development projects (Royal Decree 30/2018), and brings them under one framework. The points that touch WhatsApp work:
- Licensing covers marketing, not just brokerage. Anyone engaged in real estate brokerage or marketing needs an official licence from the Ministry of Housing and Urban Planning and must be registered in the national register of real estate sector workers. A freelancer forwarding listings to a WhatsApp group for a commission is doing exactly the activity the law licenses.
- Developers need a prior licence and a project escrow account. Buyers' payments for a development go into an independent escrow account in the project's name, with withdrawals tied to approved construction stages.
- Off-plan units must be registered. Developers must register subdivided units in off-plan projects, and earlier dispositions, within six months of the law taking effect.
- Penalties include fines and licence revocation, according to the same summary.
We read a summary, not the gazetted text, and the executive regulations will add detail. If you are a developer about to launch, ask your lawyer what the regulations say about advertising content before your first broadcast.
What it means on WhatsApp
- Put your brokerage licence details in your WhatsApp Business profile and in the footer of launch templates. It answers the first question a careful buyer asks, and it separates you from unlicensed intermediaries.
- For off-plan launches, say plainly who the developer is and that payments go to the project's escrow account. Never ask buyers to transfer a deposit to a personal account over chat.
- Keep agents' personal numbers out of it. When every agent replies from the company's number inside one shared inbox, the brokerage keeps the conversation history when an agent leaves.
Where Omani property leads come from
| Source | How the lead reaches you | First reply | What Meta charges for the conversation |
|---|---|---|---|
| Bayut Oman (bayut.om) | Call, email or WhatsApp enquiry on a listing | Template if the buyer has not messaged your number; free-form if they tapped WhatsApp and wrote to you | Template: budget at $0.0341. Replies after the buyer writes: service |
| Click-to-WhatsApp ads on Facebook and Instagram | The buyer taps the ad and writes to you | Free-form, straight away | Free entry-point window, which can stay open for up to 7 days |
| Your website or a developer's launch page | Form with a WhatsApp opt-in | Template | $0.0341 if it promotes; $0.0247 if it only confirms their request |
| Walk-ins and phone calls | Agent saves the number | Template, with consent recorded | As above |
| Meta Lead Ads | Instant form inside Facebook or Instagram | Template | As above |
Two portal facts we checked on 26 October 2026. Bayut's Oman site describes itself as "your ultimate destination for all your real estate needs in Oman", connecting buyers, sellers and renters with developers and agents in the country. Property Finder's main site links to its UAE, Saudi, Qatar, Bahrain and Egypt sites, with no Oman site. So for Omani listings, Bayut is the portal to wire up. QuickWA's Bayut lead capture turns each enquiry into a contact and a deal in the sales pipeline, so the agent on duty sees it in the shared inbox rather than in someone's email.
Why Meta may treat your first portal reply as marketing
Meta's template guidelines say a conversation starter sent when the user has not asked to move the chat to WhatsApp is marketing. A buyer who left a phone number on a portal may not have asked for WhatsApp at all. If your first template mentions "other similar units", it is marketing for certain. Budget first replies at the marketing rate and you will not be surprised. Better still, encourage portal enquirers to tap WhatsApp themselves: once they write first, your replies are service messages.
Answering fast, in the buyer's language
Oman's buyers and tenants range from Omani families to Gulf buyers and expatriate professionals renting in areas such as Al Khuwair, Qurum, Madinat Sultan Qaboos, Al Mouj and Bawshar. Your reply should match their language from the first message. QuickWA's AI bot can answer common questions in Arabic or English from your own knowledge base (service charges, parking, whether a unit is furnished, distance to schools) and hand over to an agent when the buyer asks for a viewing.
أهلاً {{1}}، شكراً لاستفسارك عن الشقة في {{2}}. متى يناسبك نرتب معاينة؟ عندنا مواعيد الصبح وبعد العصر هذا الأسبوع.
Hello {{1}}, thank you for your enquiry about the apartment in {{2}}. When would suit you for a viewing? We have morning and late-afternoon slots this week.
Route leads by area or language so the right agent answers. QuickWA assigns conversations to team members, and internal notes let the listing agent brief the colleague who will show the unit.
Booking viewings that people actually attend
A viewing confirmation and a reminder are utility messages: they relate to a booking the customer asked for. Keep them factual and include what the buyer needs on the day.
- Confirmation, sent at booking: address, building name, map pin, agent's name, and parking or gate instructions. In gated communities, tell the visitor what to say at security.
- Reminder, sent the morning of the viewing: time, agent, and Confirm or Reschedule buttons.
- After the viewing: if the buyer replies, you are in a service window. Send floor plans, the service-charge breakdown and a short voice note from the agent. Free-form replies are service messages; the first 1,000 each month are free per number.
QuickWA's appointment booking and Calendly integration can create the viewing and send both messages automatically. In Muscat's summer, offer morning and evening slots first.
Off-plan launches and new listings
A launch broadcast is marketing, and in Oman marketing needs explicit consent. Since the September 2026 amendment to the Personal Data Protection Law, controllers must obtain explicit consent before sending any commercial advertising or marketing, and the law reaches processing of data about people in Oman wherever it happens. That covers a Dubai developer marketing a Muscat project to Omani buyers. Our Oman marketing rules guide sets out what a defensible consent record looks like.
What works for launches:
- Segment. Buyers who asked about two-bedroom units in Al Mouj want that, not a villa launch in Barka. QuickWA's contacts and segments let you send each launch only to the people it fits.
- One strong message with a clear next step: a brochure, a price-list request button, or a site-visit date.
- Mind the hours. The TRA's August 2026 promotional-message rules set 8 AM to 9 PM for promotional calls and messages. They are written for telecom traffic, but following them on WhatsApp is sensible. Set a sending window in QuickWA's Settings and scheduled broadcasts wait until it reopens.
- Plan around the calendar. If you time a launch around National Day or Eid, book the template a week ahead. Our Oman campaign calendar has the dates.
Property management: tenancy registration and rent reminders
For landlords and managers, WhatsApp is most useful after the tenant moves in.
Tenancy registration
In Muscat Governorate, lease agreements are registered with Muscat Municipality. The Oman Observer reported in 2022 that the landlord is bound to register the agreement and pay a fee of 3%, within one month of signing, and that failing to do so brings a fine of three times the fee and leaves the contract void before government authorities. Other governorates have their own procedures. A utility message to the tenant confirming that the lease has been registered, with the reference number, saves a lot of phone calls.
Rent reminders and receipts
- Reminder a few days before the due date, with the amount, the unit and how to pay. Utility, as long as it carries no offer.
- Payment received, with a receipt. Also utility.
- Payment link. QuickWA can create links through PayTabs, Telr or Stripe so a tenant can pay by card from the chat.
- Maintenance requests. Let tenants send a photo or voice note of the problem. QuickWA transcribes voice notes if you add your own OpenAI key, which helps when the technician prefers text.
Keep the tone of overdue reminders neutral. Meta's template review rejects threatening content, including threats of legal action, so a reminder that reads like a legal notice will not be approved. Formal notices belong in the channels your lease specifies.
A month of Meta fees for a Muscat brokerage
Take a six-agent brokerage in Al Khuwair. It gets 400 portal leads that need a first template and 600 leads from Click-to-WhatsApp ads, books 350 viewings, sends one off-plan launch to 2,500 opted-in contacts, manages 220 rented units with a rent reminder and a receipt each, and its agents send 4,500 free-form replies outside ad conversations.
| Line | Arithmetic | Monthly cost |
|---|---|---|
| First replies to portal leads (budgeted as marketing) | 400 × $0.0341 | $13.64 |
| Click-to-WhatsApp ad leads | 600 conversations in the free entry-point window | $0.00 |
| Viewing confirmations and reminders | 350 × 2 = 700 × $0.0247 | $17.29 |
| Off-plan launch broadcast | 2,500 × $0.0341 | $85.25 |
| Rent reminders and receipts | 220 × 2 = 440 × $0.0247 | $10.87 |
| Agents' free-form replies | (4,500 − 1,000 free) × $0.0247 | $86.45 |
| Total paid to Meta | $213.50 ≈ OMR 82.09 |
OMR at the peg of about 0.3845 per dollar. Two lessons from the numbers. First, the launch is the largest single line, so segmenting it matters: sending to 1,200 well-matched contacts instead of 2,500 would cost $40.92 rather than $85.25. Second, the ad leads cost nothing in Meta fees, which is a good argument for shifting some budget from cold portal follow-ups to Click-to-WhatsApp ads. Replies inside an ad conversation are covered by the free entry-point window; we have counted only the replies outside it. The full rate card is in our Oman pricing guide.
How QuickWA fits an Omani brokerage
- One company number, one shared inbox, with assignment, notes and a sales pipeline. No per-seat fees, so adding a seventh agent or the leasing team costs nothing extra, and the Android app lets agents reply from viewings.
- Bayut lead capture, Meta Lead Ads, HubSpot, Zoho CRM and Bitrix24, so leads land as contacts and deals rather than forwarded emails. AI, automation, calling and integrations are included from Pro.
- Arabic and English templates with correct right-to-left layout, and consent tracking with automatic STOP opt-outs.
- Plans start at $5/month, billed in USD, monthly or yearly at 20% less than twelve monthly payments. No setup fee. Meta invoices your own WhatsApp account directly and QuickWA adds 0% markup; there is no message wallet or top-up.
Every plan, feature and message limit is shown after sign-up. See our Oman page for more, and the general WhatsApp for real estate guide for scripts that work in any market.

Frequently asked questions
Does Property Finder operate in Oman? +
When we checked on 26 October 2026, Property Finder's main site linked to its UAE, Saudi Arabia, Qatar, Bahrain and Egypt sites, with no Oman site. Bayut runs a dedicated Oman portal at bayut.om, so that is the portal most Omani brokerages connect to WhatsApp.
Do I need a licence to market property on WhatsApp in Oman? +
Under the Real Estate Regulation Law (Royal Decree 79/2025), in force since 10 March 2026, anyone engaged in real estate brokerage or marketing needs a licence from the Ministry of Housing and Urban Planning. This is a summary of the law, not legal advice.
Is a viewing reminder a utility or marketing template? +
A reminder about a viewing the customer booked is utility, at $0.0247 to a +968 number. If it also promotes other listings, Meta treats it as marketing at $0.0341.
Can I send off-plan launch messages to everyone in my contacts? +
No. Oman's amended data protection law requires explicit consent before any marketing, and Meta requires an opt-in that names your business. Send launches only to contacts who agreed, and segment by what they asked about.
Who registers a tenancy contract in Muscat? +
According to an Oman Observer report from 2022, the landlord registers the agreement with Muscat Municipality and pays a 3% fee within one month of signing. Other governorates have their own procedures, so confirm with your municipality.
How much does QuickWA cost for a brokerage in Oman? +
Plans start at $5/month, billed in USD, with no setup fee and no per-seat fees, so every agent can use the shared inbox. Meta bills your own WhatsApp account for messages and QuickWA adds 0% markup.
