WhatsApp Business API Pricing in Singapore (2026): Meta's SGD Rates, Real Budgets and What Providers Add
Singapore got its own line on Meta's rate card in July 2026, Meta started billing in Singapore dollars in April, and service replies stopped being free in October. Here is what that means for a tuition centre, a dental clinic and an online beauty brand.
Short answer: from 1 October 2026 Meta charges S$0.0937 (US$0.0732) for each delivered marketing message to a Singapore (+65) number, and S$0.0205 (US$0.016) for each utility, authentication or service message. Every business phone number gets 1,000 free service messages a month; replies above that are billed. Meta can invoice you directly in SGD. A Tampines tuition centre sending 1,200 enrolment offers, 6,000 class reminders and 3,000 replies pays Meta about S$276 a month. Your provider's plan comes on top: QuickWA starts at $5/month (about S$6.40), adds 0% markup and lets Meta bill you directly.
Meta's Singapore rates, effective 1 October 2026
The WhatsApp Business Platform charges per delivered message. The price depends on two things: the template category, and the country code of the person receiving the message. Where your company is registered does not matter. A Johor Bahru shop messaging a +65 customer in Woodlands pays the Singapore rate below; a Singapore company messaging a +60 customer in Malaysia pays the Malaysian rate.
| Category | Meta rate in SGD (per delivered message) | Meta rate in USD | Typical Singapore use |
|---|---|---|---|
| Marketing | S$0.0937 | US$0.0732 | Term enrolment offers, 11.11 and 12.12 sales, Chinese New Year hampers, new-product launches, win-back messages |
| Utility | S$0.0205 | US$0.016 | Class and appointment reminders, delivery updates, invoices and receipts, booking confirmations |
| Authentication | S$0.0205 | US$0.016 | One-time passwords for app, portal and member logins |
| Service | S$0.0205 after 1,000 free per number per month | US$0.016 | Free-form replies while a customer-service window is open |
Both columns come from Meta's own rate-card files. Meta publishes a separate SGD rate card, so you are not exposed to a conversion done by someone else. A marketing message costs about 4.6 times a utility message in Singapore (our arithmetic: 0.0937 ÷ 0.0205 = 4.57). That gap is the single most important number for planning a Singapore budget: anything you can legitimately send as utility is far cheaper than a promotion.
What stays free: every message your customers send you, and every message inside the free entry-point window that opens when someone taps a Click-to-WhatsApp ad and you reply in time. Meta's pricing page says that window can stay open for up to 7 days.
What changed in 2026: three dates for Singapore businesses
1 April 2026: Meta started billing in Singapore dollars
Meta added SGD to the currencies it bills WhatsApp Business Platform fees in, with a launch date of 1 April 2026. It is now one of 16 billing currencies. One warning from Meta's documentation: once a currency is selected for a WhatsApp Business Account, it cannot simply be changed back; Meta provides a separate currency-migration process. If your finance team reconciles in SGD, choose SGD when you set up billing rather than defaulting to USD.
1 July 2026: Singapore left "Rest of Asia Pacific"
Until mid-2026 Singapore was priced inside Meta's "Rest of Asia Pacific" bucket. Meta's pricing page now lists Singapore (+65) as its own market, moved out of that region on 1 July 2026, and states that its utility and authentication rates became higher as a result. Messages to Singapore users also now count toward Singapore's own volume tiers, the discounts Meta gives on utility and authentication messages once you send large volumes. Meta does not publish the tier thresholds on the page; they appear in your account.
1 October 2026: replies are no longer automatically free
- Service messages are charged again from the 1,001st per business phone number per month. Unused free messages do not roll over.
- Utility templates sent inside an open customer-service window are charged. They had been free since July 2025.
- Meta warned that, without a payment method on file in Billing Hub by 30 September 2026, service messages beyond the free tier would stop being delivered. If your replies suddenly fail after the 1,000th of the month, check this first.
Three Singapore monthly budgets, worked out
These volumes are illustrations, not benchmarks. Each line shows the arithmetic so you can replace our numbers with yours. Service replies are billed only above the free 1,000 per number.
| Business | Marketing | Utility | Service replies | Meta's monthly total |
|---|---|---|---|---|
| Tuition centre, Tampines (primary and secondary maths and science) | 1,200 × S$0.0937 = S$112.44 | 6,000 class reminders, make-up slots and fee receipts × S$0.0205 = S$123.00 | 3,000 sent, 2,000 billed × S$0.0205 = S$41.00 | S$276.44 (US$215.84) |
| Dental clinic, Novena (two chairs) | 500 × S$0.0937 = S$46.85 | 3,500 appointment reminders × S$0.0205 = S$71.75 | 1,800 sent, 800 billed × S$0.0205 = S$16.40 | S$135.00 (US$105.40) |
| Shopify beauty and skincare brand, islandwide delivery | 15,000 × S$0.0937 = S$1,405.50 | 8,000 order, shipping and delivery updates × S$0.0205 = S$164.00 | 5,000 sent, 4,000 billed × S$0.0205 = S$82.00 | S$1,651.50 (US$1,290.00) |
The USD figures use Meta's USD card (US$0.0732 and US$0.016), not a conversion of the SGD total, which is why they are exact.
What the three examples teach
The tuition centre spends more on utility than on marketing. Parents in Tampines or Pasir Ris expect a reminder the evening before a lesson, a make-up slot when a child is sick, and a receipt when fees are paid. At S$0.0205 each, 6,000 of those cost S$123. Promotions for the next term are only 41% of the bill. What is new since October is the S$41 for replies: busy weeks before exams generate thousands of parent questions, and only the first 1,000 a month are free.
The dental clinic has the smallest bill but the clearest return. A two-chair practice that avoids two no-shows a month has paid for its whole WhatsApp spend. Keep the reminder strictly factual (date, time, clinic, how to reschedule); the moment it adds "and 15% off whitening", Meta treats it as marketing at more than four times the price.
The beauty brand shows where the money goes for e-commerce: marketing volume. Its 15,000 promotional messages are 85% of the Meta bill (S$1,405.50 ÷ S$1,651.50). Removing 4,000 inactive contacts from each campaign would save S$374.80 a month (4,000 × S$0.0937), more than any provider discount.
What providers add on top of Meta
Meta's fee is identical whichever platform sends the message. What differs is everything around it. On the pricing pages we loaded on 26 October 2026 (both show prices that, they say, vary by location):
- respond.io lists its Starter plan at $79 a month billed yearly ($948 a year) with 5 users, charges $12 a month per additional user, and states that "WhatsApp fees are not included in any respond.io subscription"; you can top up WhatsApp credit on its platform.
- SleekFlow lists its Essential plan at US$49 a month billed yearly (US$588 a year) with 3 user seats, US$15 per extra seat, a US$15 monthly number hosting fee, and conversation fees charged "per SleekFlow rate card".
Seat fees matter more in Singapore than in many markets, because front desks, tutors and customer-service teams are often shared across shifts. A team of eight on a plan that includes five users and charges $12 per extra user pays $36 a month for seats alone (3 × $12).
When a provider bills messages from its own rate card instead of passing Meta's invoice through, ask for its Singapore rates in writing and compare them with S$0.0937 and S$0.0205. To see what a markup would mean, take the beauty brand above: a hypothetical 15% markup on its S$1,651.50 Meta bill adds S$247.73 a month, or S$2,972.70 a year (our arithmetic). Our Singapore provider comparison lists providers' published plans side by side.
GST on WhatsApp tools bought from overseas
Most WhatsApp platforms, and Meta itself, invoice Singapore customers from outside Singapore. Since 1 January 2020, overseas suppliers of digital services that cross IRAS thresholds (global turnover above S$1 million and sales of remote services to non-GST-registered Singapore customers above S$100,000 a year) must register under the Overseas Vendor Registration regime and charge GST, now 9%. A registered overseas vendor charges GST only when the customer is not GST-registered. In practice: if your company is GST-registered, give suppliers your GST registration number; if it is not, expect 9% to appear on invoices from OVR-registered vendors. Check each invoice rather than assuming, and ask your accountant about reverse charge if your business is partly exempt.
How QuickWA charges businesses in Singapore
- Plans start at $5/month, about S$6.39 at the ECB reference rates of 23 October 2026 (our cross-rate: 1.4310 ÷ 1.1193 = S$1.2785 per US dollar). Accounts outside India are billed in USD, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel, and every plan, feature and message limit is shown after sign-up.
- 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta. Meta invoices you directly at its published Singapore rates, in SGD if you choose. QuickWA has no message wallet, credits or top-ups.
- No per-seat fees and no setup fee. All your tutors, front-desk staff or customer-service agents work in one shared inbox, including from the Android app.
- AI, automation, calling and integrations are included from Pro. That covers things like the AI knowledge-base bot that replies in the customer's language, Shopify and WooCommerce order and abandoned-cart messages, and appointment booking with reminders.
For what is included and how Singapore businesses use it, see the QuickWA Singapore page.
Seven ways to lower your WhatsApp bill in Singapore
- Keep transactional messages in utility. A lesson reminder is S$0.0205. Add a promotion and it becomes marketing at S$0.0937. Meta can also recategorise an approved utility template to marketing, normally with one day's notice.
- Answer inside the customer-service window. A reply to a parent or patient who wrote in is a service message; the first 1,000 a month per number are free. Sending a new marketing template to answer a question is the most expensive way to reply.
- Use Click-to-WhatsApp ads for new customers. Messages inside the free entry-point window cost nothing, for up to 7 days. For a Shopify brand running Instagram ads before 11.11, this is the cheapest first conversation available.
- Segment before every campaign. Send the Chinese New Year hamper offer to people who bought last year, not to everyone who ever enquired.
- Choose SGD billing on day one if your accounts are in SGD, so you avoid card foreign-exchange fees and month-end conversion work.
- Price regional lists by country code. If a third of your list is +60 Malaysian numbers, those messages are billed at Malaysia's rates, not Singapore's.
- Compare the per-message rate, not only the plan price. A cheap plan with a marked-up message rate costs more than a dearer plan billed at Meta's cost once you send a few thousand messages a month.
