Best WhatsApp Business API Provider in Singapore (2026): Prices, Seats and Meta Fees Compared
Nine platforms that sell to Singapore businesses, compared on their own pricing pages and against Meta's Singapore rate card. Where a figure could not be verified, we say so.
Short answer: every provider in Singapore passes on the same Meta rates — S$0.0937 per marketing message and S$0.0205 per utility, authentication or service message to a +65 number from 1 October 2026. What differs is the platform fee and its billing basis, how many people you can put on the inbox, and who invoices Meta's fees. On the pricing pages we opened on 26 October 2026, QuickWA had the lowest paid starting price (from $5/month, about S$6.40), with no per-seat fees and 0% markup because Meta bills you directly. Moobidesk is the Singapore-built option at SGD 45.00/month for three agents; SleekFlow and respond.io suit larger omnichannel teams; Twilio suits developers who only want an API. We make QuickWA, so every competitor figure below links to that company's own page.
How we compared
We opened each provider's public pricing page on 26 October 2026 from a browser outside Singapore and copied what it showed. We did not use review sites, reseller lists or AI summaries, because Singapore comparison posts often repeat prices from a year ago or from another country. Three rules applied:
- Billing basis is part of the price. A "per month" figure that only exists if you pay twelve months up front is not the same offer as a month-to-month plan. Each row says which one it is.
- Currency is copied exactly. Some providers serve SGD, some USD, one served us Indian rupees. Where a page did not show SGD, we did not invent an SGD price. Conversions in this article use the ECB reference rates of 23 October 2026 (US$1 ≈ S$1.2785) and are approximate.
- Meta's fee is separate and fixed. No provider can lower Meta's Singapore rate. What we checked is whether the provider resells messages from its own rate card or wallet, or lets Meta invoice your WhatsApp Business Account directly.
The comparison in one table
| Provider | Cheapest paid plan (as shown) | Billing basis | People included | API and webhooks | How Meta's fees are handled |
|---|---|---|---|---|---|
| QuickWA | from $5/month | Monthly, or yearly at 20% less; billed in USD | No per-seat fees | Developer API and signed webhooks; integrations included from Pro | Meta invoices you directly, 0% markup; no wallet |
| Moobidesk (Maven Lab, Singapore) | Standard SGD 45.00/month | Monthly; SGD 36.00/month on yearly billing | Price shown for 3 agents; "add as many agents as you want" (extra price not stated) | "API" ticked on both plans; webhooks not mentioned | Not stated on the pricing page |
| ChatMaxima | Starter $19/month | Monthly, or $99/year | 3 team members; +$6/month each | Developer API from Pro ($99/month); webhooks not mentioned | "Flat $19/mo with no per-message markup" (its Singapore rates page) |
| YCloud | $0 tier; Growth $39/month | Monthly or yearly | Growth: 2; +$10/user/month | "API & Webhooks" on all plans | "Zero Mark-up"; deducted from a prepaid YCloud wallet |
| respond.io | Starter US$79/month | Shown with yearly billing (US$948/yr) | 5; +US$12/user/month | Developer API from Growth (US$159); webhooks on Advanced (US$279) | Not in any subscription; WhatsApp credit is topped up on respond.io |
| SleekFlow (Singapore page) | Pro S$209/month | Shown with yearly billing (S$2,508/yr) | 3; seat add-on (price not listed) | API access on Pro; webhook automations on Premium (S$419) | "Per SleekFlow rate card"; WhatsApp number hosting S$19/month |
| Twilio | No monthly plan fee listed | Pay as you go | Not applicable (API only, no team inbox) | API and webhooks are the product | $0.005 Twilio fee per message, inbound or outbound, on top of Meta's fee |
| Omnichat | "Quote" on every plan | Annual subscriptions only | Basic: 3 users | Third-party API on the Customisation tier | "Plan fees do not include WhatsApp Business API … usage fees and message fees" |
| Wati | Growth ₹2,699/month (page served in INR) | Shown as billed quarterly | 3; "No additional users" on Growth | 10k API calls; no webhooks on Growth | Per-message charges; no markup statement on the page |
Two of these need a footnote. SleekFlow's global page also lists an Essential plan at US$49/month, but notes that Essential "is currently rolling out by country", and the Singapore page we were served starts at Pro. Wati served us rupee prices only, so we have not quoted an SGD or USD figure; ask Wati for a written Singapore quote.
What a three-person team pays each month
Most Singapore businesses that move to the API do it because more than one person must answer: a salon's front desk and its manager, a tuition centre's admin team, a property agent and an assistant. Here is the platform fee for three people, before Meta's message fees, using only the published numbers above. Our arithmetic; SGD converted at S$1.2785 per US$1.
| Provider | How three people are covered | Platform cost per month |
|---|---|---|
| ChatMaxima Starter | 3 members included; yearly plan $99 ÷ 12 | $8.25 (yearly) or $19 (monthly) |
| Moobidesk Standard | Price is shown for 3 agents | SGD 36.00 (yearly) ≈ US$28.16, or SGD 45.00 (monthly) ≈ US$35.20 |
| YCloud Growth | $39 for 2 users + 1 extra user at $10 | $49 |
| respond.io Starter | 5 users included (yearly billing) | US$79 |
| SleekFlow Pro | 3 seats included + S$19 number hosting (yearly billing) | S$228 ≈ US$178.33 |
| QuickWA | No per-seat fees; pick the plan that fits after sign-up | from $5 |
We have not put a number on QuickWA beyond its starting price, because plan limits are shown after sign-up and we only quote the entry point. The useful thing in this table is the structure. With per-seat pricing, the bill climbs each time you add a part-timer for the 11.11 and 12.12 sales or a second agent at the showflat. Without it, the sixth person on the inbox costs nothing extra on the platform side.
Meta's Singapore rates: the part every provider shares
Meta publishes a Singapore rate card in Singapore dollars as well as US dollars. These rates apply per delivered message from 1 October 2026:
| Message category | SGD (Meta's SGD card) | USD (Meta's USD card) |
|---|---|---|
| Marketing | S$0.0937 | US$0.0732 |
| Utility | S$0.0205 | US$0.016 |
| Authentication | S$0.0205 | US$0.016 |
| Service (after 1,000 free per number per month) | S$0.0205 | US$0.016 |
Two things changed on 1 October 2026: service replies are charged once a business number has used its 1,000 free service messages that month, and utility templates sent inside an open customer-service window are now charged too. Messages your customers send you stay free, and so does the entry-point window opened by a Click-to-WhatsApp ad. ChatMaxima's Singapore rates page adds that these figures are "exclusive of 9% GST"; check how GST applies to your own Meta invoice with your accountant. Our Singapore pricing guide works through monthly budgets for local businesses.
When a provider charges messages "per [provider] rate card" or from a wallet, ask for its Singapore marketing and utility rates in writing and set them beside S$0.0937 and S$0.0205. If they are higher, the difference is a markup, whatever the invoice calls it.
Provider notes for Singapore buyers
QuickWA
Built on Meta's official WhatsApp Cloud API with embedded signup, so you connect your own WhatsApp Business Account and Meta invoices you directly. There is no wallet, no credits and no top-up, no per-seat fee and no setup fee. Plans start at $5/month, billed in USD monthly or yearly, and AI, automation, calling and integrations are included from Pro. The features that matter in Singapore: templates in English, Simplified Chinese, Malay and Tamil; an AI assistant that replies in the language the customer writes in; appointment booking with reminders for salons, clinics and tuition centres; Stripe payment links for deposits; Shopify and WooCommerce order messages; consent tracking; and a sending window you set yourself. Automatic opt-out works on English keywords such as STOP and UNSUBSCRIBE. See the Singapore page for the full list.
Moobidesk
The only provider here built in Singapore: Moobidesk is a product of Maven Lab Pte Ltd, founded in 2006, with a Toa Payoh office and a helpdesk on Singapore time. Its Standard plan shows SGD 45.00/month for three agents on monthly billing and SGD 36.00 on yearly billing, and its FAQ says you can add as many agents as you want, without listing the extra price. It is omnichannel, listing WhatsApp alongside SMS, voice, email, Line, Instagram, Facebook, Telegram and WeChat. The pricing page does not say how Meta's message fees are billed, so ask.
SleekFlow
Runs a Singapore pricing page in SGD. Pro is S$209/month on yearly billing with three seats, API access and 500 monthly active contacts to start; Premium is S$419/month with five seats and HTTP request and webhook automations. A WhatsApp number costs S$19/month to host, and conversation and broadcast messages follow SleekFlow's own rate card. A good fit for retail and commerce teams who also want other social channels in one inbox.
respond.io
A mature omnichannel inbox with strong workflow tooling. Starter is US$79/month on yearly billing with five users and US$12 per extra user; the Developer API starts on Growth and incoming and outgoing webhooks on Advanced. The page states that WhatsApp fees are not included in any subscription; you top up WhatsApp credit on the platform. Sensible for a contact centre that needs several channels and complex routing.
ChatMaxima
Prices in USD: Starter $19/month billed monthly, or $99 for a year, with three team members and $6/month for each extra one. The Developer API starts on Pro. Its Singapore rates page states a "flat $19/mo with no per-message markup and no setup fee" and lists Meta's Singapore rates correctly. The plan includes a monthly message allowance (10,000 on Starter), so check how that interacts with Meta's own billing before you plan a big campaign.
YCloud
Developer-friendly, with API and webhooks on every plan, including a $0 tier. Growth is $39/month with two users and $10 per extra user. The page states "Zero Mark-up Charges on WhatsApp Messages"; fees come out of a prepaid wallet at the WhatsApp rate.
Twilio
Not an inbox, an API. Twilio's WhatsApp page lists a fee of $0.005 per message, inbound or outbound, on top of Meta's charge, with no monthly platform fee. For 10,000 marketing messages a month that is $50 in Twilio fees before Meta's charge, and replies coming back cost the same $0.005 each (our arithmetic). Right for a developer team building its own product; wrong for a front desk that needs a screen to reply from.
Omnichat and Wati
Omnichat publishes plan features but no prices: every tier says "Quote", subscriptions are annual only, and plan fees exclude WhatsApp API fees. Wati served us rupee pricing; its Growth plan, as served, allows no extra users and has no webhooks.
When to pick someone else
QuickWA is not the right answer for every Singapore business. Choose another provider if:
- You need WeChat or Line in the same inbox. Many Singapore businesses also serve customers from China, Japan or Thailand. Moobidesk lists WeChat and Line; SleekFlow and respond.io are built around many channels. QuickWA is WhatsApp only.
- You want a local team you can meet. Moobidesk's office and helpdesk are in Singapore. QuickWA supports customers by email at [email protected].
- You need an invoice in Singapore dollars. QuickWA bills in USD. Moobidesk and SleekFlow show SGD prices.
- You want to start at zero platform cost. YCloud publishes a $0 tier and Twilio has no monthly fee. QuickWA's paid plans start at $5/month.
- Procurement needs an enterprise contract with negotiated terms, an SLA and a named account manager. SleekFlow, respond.io, ChatMaxima and Omnichat all sell enterprise tiers by quote.
- You need an iPhone app for agents. QuickWA's mobile app is Android only.
A Singapore-specific check: the Do Not Call rules
Whichever provider you pick, the PDPC's advisory guidelines on the Do Not Call provisions say they apply to marketing messages sent through apps "such as 'Whatsapp'" to Singapore telephone numbers. Unless you hold clear and unambiguous consent in evidential form, you must check each +65 number against the DNC Registry within 21 days before a marketing message, identify your business in the message and act on opt-outs within 21 days. None of the pricing pages above claims to run DNC checks for you, so ask any provider how its contact import, consent records and opt-out handling fit that routine. Our Singapore marketing rules guide explains the details; it is not legal advice.
Verify any provider in 10 minutes
- Open the pricing page yourself and switch between monthly and yearly. Note which one the headline figure belongs to.
- Check the currency. If the page serves USD or another currency from your location, ask for a written SGD quote rather than converting a guess.
- Count your people, including part-timers, and add the per-seat price for each one beyond those included.
- Ask for Singapore per-message rates in writing for marketing and utility, and compare them with S$0.0937 and S$0.0205 on Meta's pricing page.
- Ask who invoices the messages: Meta directly to your WhatsApp Business Account, or the provider from a wallet or rate card.
- Look for number hosting and setup fees, which some pages list under a separate heading.
- Confirm the API and webhooks are on the plan you are buying, not one tier up.
- Ask whether you own the WhatsApp Business Account, so you can move later without losing your +65 number or your templates.
- Send yourself a Mandarin and a Tamil template and check that the inbox renders both cleanly on a phone.
