Best WhatsApp Business API Provider in Saudi Arabia (2026): Prices, Seats and Meta Fees Compared

Ten providers that sell to businesses in the Kingdom, compared only on what their own pricing pages say on 23 October 2026 — with the gaps marked where a page does not say.

Short answer: in Saudi Arabia the cheapest-looking plan is rarely the cheapest month. Three things decide the real bill: how many agents you must pay for, whether Meta's SAR 0.2159 marketing and SAR 0.0401 utility rates reach you at cost, and whether the price shown is monthly or a yearly-billed equivalent. Go4whatsup (SAR 149, not priced per seat) and Taqnyat (a SAR 150 quick-start offer) are the low-cost local options with published prices; Unifonic and respond.io suit larger omnichannel teams; QuickWA starts at $5/month (about SAR 19), charges no per-seat fee and adds 0% markup because Meta bills your own account. We make QuickWA, so every competitor figure below links to that provider's own page.

How we compared

We opened each provider's own pricing or offer page on 23 October 2026 and recorded what it states: the cheapest paid plan, how it is billed, how many agents it includes, whether API access and webhooks are on that plan, and how WhatsApp message fees are charged. We did not use review sites, reseller listings or prices quoted second-hand. Where a page does not say something, the table says "not stated" rather than guessing. Prices exclude VAT unless the provider includes it.

Meta's own per-message fees are identical whichever provider you pick: from 1 October 2026, SAR 0.2159 ($0.0576) for marketing and SAR 0.0401 ($0.0107) for utility, authentication and service messages to +966 numbers, with 1,000 service messages free per number each month. What differs is what the provider puts on top. Our Saudi pricing guide has the full rate card and worked monthly bills.

Wati's pricing page served us Indian-rupee prices, so its USD or SAR figures could not be verified from the source and are left out. Taqnyat's offer page carries a banner image named "offer-ended" and invites visitors to "stay tuned for upcoming offers", so confirm the package is still available before you plan around it.

What the table means for a typical Saudi team

Picture a team of five people answering chats — a Riyadh clinic's reception, a Jeddah e-commerce brand's customer-service desk, or a Dammam car-service centre's advisers. At that size, seat pricing decides more than the headline price. Here is what each provider's cheapest plan that fits five agents costs per month on its own page, before Meta's fees:

ProviderPlan that fits 5 agentsMonthly cost shownNotes
QuickWAAny planfrom $5 (≈ SAR 19)No per-seat fee; feature tier depends on plan
Go4whatsupStandardSAR 149Page says the fee is the same for 5 or 50 agents

GallaboxEssential (Basic caps at 3)$248 annual / $331 quarterly6 users included

Arithmetic note: SleekFlow's $124 is its $109 yearly-billed Pro price plus the $15 monthly number-hosting fee. SAR conversions use the official peg of SAR 3.75 to the dollar.

Provider by provider

Taqnyat — the Saudi telecom-messaging specialist

Taqnyat is licensed by the Communications, Space and Technology Commission (CST) to provide internet-to-mobile SMS (licence 38-10-471, per its own compliance guide), so many Saudi businesses already know it from OTP and SMS campaigns. Its WhatsApp Quick Start package lists SAR 150 for Meta number verification with guidance, five active seats, full platform access free for the first month, account setup and team training, with "no long-term contracts". The page does not state the monthly price after the first month. Meta's fees are charged by Meta directly. Pick Taqnyat if you want SMS and WhatsApp from one locally licensed company and SAR invoicing from a Saudi entity.

Unifonic — enterprise omnichannel

Unifonic publishes Connect at $499 (SMS, voice, email and WhatsApp, 10,000 multichannel campaign messages a month, 25 messages per second on WhatsApp), Engagement at $999 (adds Messenger and Instagram and one basic Agent Console seat, 20,000 campaign messages) and a custom-priced Intelligence tier. The page does not say whether the bundled messages include Meta's fees or how extra agent seats are priced. It suits banks, telcos and government-adjacent organisations that want one vendor and one contract for every channel.

Go4whatsup — low entry, not priced per seat

Go4whatsup shows a Saudi-specific Standard price of SAR 149 a month (US$39 elsewhere), states that pricing is per tier and not per seat, includes a REST API and webhooks on every paid plan, and says Meta's charges are "passed through at cost — never marked up". It also has a free plan with a limited number of monthly conversations. A strong choice for a small team that wants a SAR price on the page.

respond.io — omnichannel with per-user pricing

respond.io's Starter is $79 a month on yearly billing ($99 monthly) for five users; Growth is $159/$199 for ten, with the developer API; Advanced is $279/$349 with incoming and outgoing webhooks. Extra users cost $12–24 a month. WhatsApp fees are not included in any subscription and are paid by topping up WhatsApp credit on the platform. Good for teams that run Instagram, Messenger, email and WhatsApp from one inbox and are comfortable with seat-based billing.

Gallabox — strong automation, watch the seat cap

Gallabox shows Basic at $112 a month billed annually or $150 billed quarterly, with a hard cap of three users and no webhooks; Essential is $248/$331 with six users and webhooks. Usage charges are billed separately, and its Enterprise column advertises "template message charges 5% off" and a "discounted markup" — wording that implies message fees on lower plans are not at Meta's rate. No SAR prices are shown.

Zoko — Shopify-first, pay attention to the Starter markup

Zoko's Starter is $49.99 a month with no per-agent fee, but it lists a $0.015 markup "on all conversations". Against Meta's Saudi utility rate of $0.0107, that would more than double the cost of each order update if applied per message (our arithmetic). Plus ($79.99, five agents included) removes the markup for the first 5,000 conversations. Zoko states that its charges are always in USD.

SleekFlow — ten seats from the start

SleekFlow's Pro is $109 a month on yearly billing ($1,308 a year) with ten seats, extra seats $25 each and a $15 monthly number-hosting fee for the WhatsApp Business API. Webhook automations and the HubSpot and Zoho integrations sit on Premium ($279). Message fees are pay-as-you-go on SleekFlow's own rate card.

BusinessChat — Salla and Zid with AI

BusinessChat describes itself as an official WhatsApp Business Solution Provider, offers an Arabic site and lists three plans: AI Essentials $99 (five agents, 5,000 monthly customers), Marketing Automation $199 and Integrated AI $399, with yearly billing equal to ten monthly payments. Salla and Zid connections start on Marketing Automation and carry a $150-a-year fee paid directly to Salla, Zid or Foodics. Meta's fees are billed separately at Meta's rates.

Mottasl — ask for a written quote

Mottasl, which lists Salla and Zid integrations, publishes no plan prices on its pricing page; it directs buyers to its sales team. Ask for the monthly fee, seats, and per-message rate in writing so you can compare it with the tables above.

QuickWA — what we offer, plainly

QuickWA runs on Meta's official WhatsApp Cloud API with Meta's embedded signup. Plans start at $5/month, billed in USD monthly, or yearly at 20% less than twelve monthly payments, renewing until you cancel. There is no per-seat fee and $0 setup. You connect your own WhatsApp Business Account and Meta invoices you directly — in SAR if you choose SAR billing — so there is no markup, no wallet and no credits. Saudi-relevant features include Salla and Foodics integrations, COD-to-prepaid workflows, Arabic (right-to-left) and English templates, a shared inbox with assignment and notes, consent tracking with automatic STOP opt-outs, a sending window you set in Settings, a number-health view, the developer API with signed webhooks, and an Android app for the inbox. AI, automation, calling and integrations are included from Pro, and every plan's features and message limits are shown after you sign up. Details for the Kingdom are on our Saudi Arabia page.

When to pick someone else

  • You need SMS, voice and WhatsApp under one Saudi contract — Unifonic or Taqnyat. QuickWA does WhatsApp only.
  • You run Zid — BusinessChat and Mottasl list Zid integrations; QuickWA integrates with Salla, Shopify and WooCommerce, not Zid.
  • You want a free tier to experiment — Go4whatsup has a free plan with limits; QuickWA's entry plan is paid.
  • You need Instagram, Messenger and email in the same inbox — respond.io, SleekFlow or Unifonic Engagement.
  • Your procurement requires a Saudi-registered vendor or in-Kingdom data hosting — ask each provider in writing where your data is stored; the pricing pages we read do not say.

Verify any provider in 10 minutes

  1. Open the pricing page yourself and note whether the figure is monthly, quarterly or a yearly-billed equivalent.
  2. Count your agents and price the plan that fits them, not the headline plan.
  3. Ask: "Do you charge anything per message above Meta's published Saudi rate?" Get the answer in writing, with their per-message rate for marketing and utility.
  4. Ask who invoices the Meta fees — Meta directly, or the provider from a prepaid balance.
  5. Check API and webhooks are on the plan you will actually buy, not only on the top tier.
  6. Ask about Arabic: right-to-left templates, Arabic quick replies, and whether the inbox shows Arabic correctly on mobile.
  7. Ask what happens to your number if you leave. When you connect through Meta's embedded signup, the WhatsApp Business Account sits in your own business portfolio; if a provider creates it under theirs instead, make sure the contract says the number is yours to move.

Frequently asked questions

Which WhatsApp Business API provider is cheapest in Saudi Arabia? +

On the pages we checked on 23 October 2026, QuickWA has the lowest paid entry (from $5/month, about SAR 19, with no per-seat fee), Go4whatsup lists SAR 149 for Standard and has a free plan with limits, and Taqnyat lists a SAR 150 quick-start offer. Meta's message fees come on top with every provider.

Do Saudi providers mark up Meta's WhatsApp fees? +

Some do and some do not. Taqnyat, Go4whatsup, BusinessChat and QuickWA state that Meta's fees reach you at Meta's rates. Zoko's Starter plan lists a $0.015 markup per conversation, and Gallabox's Enterprise plan advertises a 'discounted markup'. Ask any provider for its per-message rate in writing.

Can I pay for the WhatsApp API in Saudi riyals? +

Meta itself offers SAR billing for message fees since 1 April 2026. Provider subscriptions vary: Go4whatsup and Taqnyat show SAR prices, while most international platforms, including QuickWA, bill their subscription in USD.

Do I need a Saudi company to use the WhatsApp Business API? +

No foreign entity is needed, but Meta's business verification — one of the routes from the starting messaging limit of 250 customers per rolling 24 hours to 2,000 — asks for official documents, and for businesses in the Kingdom the Commercial Registration (CR) extract is the usual one.

Which provider works with Salla? +

QuickWA, BusinessChat and Mottasl all list Salla integrations. BusinessChat includes Salla from its $199 plan plus a $150-a-year connection fee paid to Salla.
