How to Get the WhatsApp Business API in Bahrain (2026): From Your CR to Your First Approved Template
Most Bahraini businesses can be sending on the official API the same day. What slows them down is almost always paperwork: a CR name that does not match, an expired certificate, or a number still tied to someone's personal phone.
Short answer: you need a Facebook account with access to your business portfolio, a +973 number you control (new, or your existing WhatsApp Business app number through Coexistence), and, to scale past the starting limit, Meta business verification using your Commercial Registration (CR) certificate from Sijilat. Connect through a provider's Meta embedded signup, set a display name that matches your brand, and submit your first utility templates in Arabic and English. A newly created business portfolio starts at 250 unique customers per 24 hours, then grows to 2,000, 10,000, 100,000 and unlimited.
What you need before you start
| Item | Where it comes from in Bahrain | Why Meta wants it |
|---|---|---|
| Commercial Registration (CR) certificate | Sijilat, the MOIC commercial registration portal. Download it from "My Commercial Registrations"; you sign in with your eKey. | Proves your legal business name for business verification |
| A document showing your legal name with your address or phone | A utility bill (for example electricity or telecom) or a bank statement in the company's name | Proves the address or phone number you enter in Meta |
| A website or public page in the business's name | Your own domain is best; it should show the same legal or trading name | Meta checks that the business is real and matches the documents |
| A +973 phone number | Any Bahraini operator, or the number you already use on the WhatsApp Business app | The number customers will see and message |
| Admin access to a Meta business portfolio | business.facebook.com | The WhatsApp Business Account lives inside it |
| A payment method in Meta | Any accepted card on the WhatsApp Business Account | Meta bills message fees directly; without one, service messages stop after the free 1,000 a month |
Two Bahrain-specific warnings. First, most CRs are renewed once a year on Sijilat. An expired certificate is a common reason for a rejected verification, so renew first and download the new certificate. Second, if your CR has an Arabic name and an English name, decide which one you will enter as the legal name in Meta and use it everywhere: the portfolio, the website footer and the display name.
Step 1: Decide which number to use
Bahraini numbers are written as +973 followed by eight digits, with no area codes and no leading zero, for example +973 3XXX XXXX. Write them that way in your contact lists too: always with the + and the country code, because Meta prepends your business's own country code when the + is missing. A number can be on the API through only one WhatsApp Business Account at a time.
Option A: a new number
Best if your current number is someone's personal WhatsApp, or if you want a separate line for marketing. It must be able to receive an SMS or a voice call once for the verification code.
Option B: Coexistence with your existing WhatsApp Business app number
This is what most Bahraini shops, salons and restaurants want: keep the number every customer already has saved, keep the app on the owner's phone, and add the API and a shared team inbox on top. Meta's requirements and side effects, from its own documentation:
- The WhatsApp Business app must be version 2.24.17 or newer.
- If you choose to share it, chat history from up to 180 days before onboarding is synced (group chats are excluded).
- Broadcast lists in the app become read-only, group chats are not synced, and linked companion devices are unlinked when you onboard.
- Numbers used with both the app and the API have a fixed throughput of 20 messages per second, which is plenty for nearly every Bahraini business.
QuickWA supports Coexistence and gives you inbox equivalents for the app features that stop working on that number. Our Coexistence guide covers it in more detail; the process is the same from Bahrain.
Option C: a number currently on another provider
Ask the old provider to release it, or delete it from their WhatsApp Business Account, before you connect. Export your approved template wording first, so you can resubmit it under the new account if needed.
Step 2: Connect through embedded signup
With QuickWA, the connection runs through Meta's own embedded signup window, so you sign in with Facebook, pick or create the business portfolio, create or select the WhatsApp Business Account, and verify the number, all without sharing passwords with us. The WhatsApp Business Account stays yours. Meta invoices it directly for messages, so the fees you see are Meta's rates with 0% markup. Start from the QuickWA Bahrain page. Plans start at $5/month and there is no setup fee.
Step 3: Business verification (do it in week one)
You can start sending before you are verified. Verification is how you lift the starting limit. In Meta Business Suite go to Settings, then Security Centre, then Start verification, and:
- Enter the legal name exactly as on the CR certificate, including "W.L.L.", "S.P.C." or "B.S.C." if it appears there.
- Enter the registered address and a business phone number that also appear on your supporting document.
- Upload the CR certificate from Sijilat as the legal-name document.
- Upload a utility bill or bank statement in the company's name as the address or phone proof.
- Complete the domain or phone confirmation step Meta offers.
The rejections we see most often
- Name mismatch. The portfolio says "Seef Smiles", the CR says "Al Seef Dental Centre W.L.L.". Use the legal name in verification and put the brand in the display name.
- Expired or cropped documents. A CR that lapsed last month, or a phone photo with the edges cut off.
- Address differs between the CR, the bill and what you typed. Building, road, block and area should match.
- No public website carrying the business name.
Step 4: Display name
The display name is what customers see once your name is approved. Meta's display-name guidelines cover how the name relates to your business, capitalisation, emojis, generic terms, punctuation and length, so use the brand on your website and signage rather than something like "Bahrain Offers". Meta reviews the name again after any change and when you reach a higher messaging limit. You can change it up to 10 times in 30 days, and after approval you have 14 days to re-register the number or the name must be resubmitted.
Step 5: Your first templates, in Arabic and English
Any message that starts a conversation, or is sent more than 24 hours after the customer last wrote, must be an approved template. Create Arabic and English versions as separate language entries of the same template. Start with utility templates, because they cost a quarter of marketing ones in Bahrain ($0.0091 against $0.0392) and are what customers expect first.
| Use | Category | English | Arabic (Gulf) |
|---|---|---|---|
| Order confirmation | Utility | Hi {{1}}, we have received your order {{2}}. We will message you here when it is out for delivery. | هلا {{1}}، استلمنا طلبك رقم {{2}}. بنبلغك هني أول ما يطلع للتوصيل. |
| Appointment reminder | Utility | Reminder: your appointment at {{1}} is tomorrow at {{2}}. Reply 1 to confirm or 2 to change the time. | تذكير: موعدك في {{1}} باجر الساعة {{2}}. رد بـ 1 للتأكيد أو 2 لتغيير الموعد. |
| Delivery update | Utility | Your order {{1}} is on its way and should reach you in {{2}} today. | طلبك رقم {{1}} في الطريق ويوصلك اليوم في {{2}}. |
| Login code | Authentication | Meta's fixed OTP format: "{{1}} is your verification code." | صيغة ميتا الثابتة لرمز التحقق |
| National Day offer | Marketing | Happy National Day! 20% off everything until 18 December. Reply STOP to unsubscribe. | عيد وطني سعيد! خصم ٢٠٪ على كل شي لين ١٨ ديسمبر. أرسل STOP لإيقاف الرسائل. |
Why templates get rejected or recategorised
- A promotion inside a utility template. Meta changes it to marketing, normally with a day's notice, and you pay the marketing rate from then on.
- A variable at the very start or end of the text, or several variables in a row with no words between them.
- Vague wording such as "Hi {{1}}, {{2}}" that could carry anything.
- Mismatched language. Arabic text submitted under the English language code, or the reverse.
Step 6: Messaging limits and how to grow them
Messaging limits count unique customers you can message with templates in a rolling 24 hours, and they belong to the business portfolio, not to one number. All numbers in the portfolio share it. If your company already uses an established, verified portfolio for ads, a new number added there may start far higher than 250; check in WhatsApp Manager rather than assume.
| Level | Unique customers per 24 hours | How you get there |
|---|---|---|
| Start | 250 | Every newly created business portfolio |
| 2 | 2,000 | Complete business verification, or have your partner verify it, or deliver 2,000 high-quality template messages to unique customers within 30 days |
| 3 | 10,000 | Automatic: high-quality messaging and at least half your current limit used in the last 7 days |
| 4 | 100,000 | Same rule; Meta raises the limit within about 6 hours |
| 5 | Unlimited | Same rule |
A Bahraini retailer with 4,000 customers on its list will want level 2 before its first National Day campaign. Verify early; do not leave it to the week of 16 December.
Step 7: Protect your quality rating
Every template gets a quality rating from customer feedback and read rates. Meta's documented sequence when a template hits the lowest rating: paused for 3 hours the first time, 6 hours the second time, and disabled the third time. New marketing and utility templates can also be paced, sent to a small group first and held until feedback is good. The habits that keep you safe in Bahrain:
- Message only people who opted in, and record when and how. Bahrain's data protection law expects written, specific consent; see our Bahrain marketing rules.
- Put an opt-out line in every marketing template and honour it immediately. QuickWA processes STOP replies automatically.
- Avoid sending at prayer times and late at night. Set a sending window in QuickWA's Settings so scheduled broadcasts wait until it reopens.
- Do not send the same promotion to your whole list several times in one week, which is the classic National Day and White Friday mistake.
A realistic first week
- Day 1: download your current CR from Sijilat, connect the number through embedded signup, add a payment method in Meta.
- Day 1–2: submit business verification and your first three utility templates in Arabic and English.
- Day 2–3: import opted-in contacts with the +973 (and +966 for Saudi customers) prefix, tag them by language and source.
- Day 3–5: switch on order or appointment notifications; let customers reply into the shared inbox.
- After verification: plan your first marketing template around a real date from our Bahrain campaign calendar.

Frequently asked questions
Do I need a CR to get the WhatsApp Business API in Bahrain? +
You can connect and start sending before Meta verifies your business, but to lift the starting limit of 250 unique customers a day you will normally verify with your Commercial Registration certificate from Sijilat.
Can I use my existing WhatsApp Business app number in Bahrain? +
Yes, through Coexistence, if the app is version 2.24.17 or newer. You keep using the app on your phone and add the API. Broadcast lists become read-only and group chats are not synced.
How should Bahraini numbers be formatted for WhatsApp? +
+973 followed by eight digits, with no leading zero, for example +973 3XXX XXXX. Always include the + and country code in contact lists.
How long does Meta business verification take? +
Meta does not publish a fixed time, so plan for days rather than hours. Matching names, a current CR and a clear, uncropped document make the biggest difference.
What is the WhatsApp messaging limit for a new Bahraini business? +
A newly created business portfolio can message 250 unique customers with templates in 24 hours. Verification, partner verification or 2,000 high-quality template messages within 30 days unlock 2,000, and the limit then grows automatically to 10,000, 100,000 and unlimited.
Can I write templates in Gulf Arabic? +
Yes. Meta reviews the content, not the dialect. Submit Arabic text under the Arabic language code and English under English, as two languages of the same template.
