WhatsApp Business API Pricing in the Netherlands (2026): Meta's Euro Rates, Real Budgets and What Providers Add
Dutch numbers carry the highest marketing price on Meta's European rate card, and since October replies above a free allowance are billed too. Here is what that means for a physio practice in Utrecht, a webshop in Amsterdam and a makelaar in Rotterdam.
Short answer: from 1 October 2026 Meta charges EUR 0.1323 (USD 0.1597) for every delivered marketing message to a Dutch (+31) number, and EUR 0.0414 (USD 0.05) for each utility, authentication or service message. That marketing price is the highest of any market on Meta's euro rate card, more than three times the Dutch utility price. Each business number gets 1,000 free service messages a month; replies above that are billed. A Utrecht physiotherapy practice sending 2,400 reminders, 300 offers and 2,200 replies pays Meta about EUR 189 a month. Your provider's fee comes on top: QuickWA starts at $5/month (about EUR 4.47), adds 0% markup, and Meta bills you directly.
Meta's Dutch rates, effective 1 October 2026
The WhatsApp Business Platform is priced per delivered message. What you pay depends on two things: the template category, and the country code of the person receiving the message. Where your company is registered does not matter. A Belgian webshop messaging a customer in Haarlem pays the Dutch rate below; an Eindhoven company messaging a customer in Antwerp pays the Belgian one.
| Category | Meta EUR rate card | Meta USD rate card | Typical Dutch use |
|---|---|---|---|
| Marketing | EUR 0.1323 | USD 0.1597 | Black Friday and Sinterklaas offers, new-collection launches, win-back messages |
| Utility | EUR 0.0414 | USD 0.05 | Order confirmations, track-and-trace updates, appointment reminders, viewing confirmations |
| Authentication | EUR 0.0414 | USD 0.05 | Login and verification codes |
| Service | EUR 0.0414 after 1,000 free per number per month | USD 0.05 | Free-form replies inside an open customer-service window |
Both columns come straight from Meta's own rate-card files for October 2026. Meta bills in euros natively, so a Dutch company that chooses EUR as its billing currency sees exactly the left-hand figures on its invoice. Messages customers send to you are always free, and Meta does not charge for anything inside the free entry-point window that opens when someone messages you from a Click-to-WhatsApp ad; Meta's pricing page says that window can stay open for up to 7 days.
Why Dutch marketing messages cost so much
Meta sets a separate price for each market and does not publish its reasoning. What it does publish makes the Dutch position clear. On the euro rate card, no market has a higher marketing price than the Netherlands: not in Europe, and not anywhere else Meta lists.
| Market (Meta EUR card, Oct 2026) | Marketing | Utility / auth / service | Dutch marketing price compared (our arithmetic) |
|---|---|---|---|
| Netherlands | EUR 0.1323 | EUR 0.0414 | — |
| Germany | EUR 0.1131 | EUR 0.0456 | 17% higher in NL |
| France | EUR 0.0712 | EUR 0.0248 | 1.86 times |
| Italy | EUR 0.0658 | EUR 0.0248 | 2.01 times |
| Spain | EUR 0.0585 | EUR 0.0166 | 2.26 times |
| United Kingdom | EUR 0.0526 | EUR 0.0182 | 2.52 times |
| Rest of Western Europe (includes Belgium) | EUR 0.049 | EUR 0.0142 | 2.7 times |
| Poland | EUR 0.0303 | EUR 0.0101 | 4.37 times |
Two details are easy to miss. First, Germany's utility price (EUR 0.0456) is actually higher than the Dutch one, so the Netherlands is not expensive across the board; it is expensive for promotions. Second, inside the Netherlands one marketing message costs about the same as 3.2 utility messages (0.1323 ÷ 0.0414 = 3.196). That ratio is the single most useful number in this article, because it tells you where the money goes.
The practical conclusion: lead with service and utility
Dutch consumers already use WhatsApp to ask a shop where their parcel is, or to move a physio appointment. Those conversations are cheap: the first 1,000 service replies a month per number cost nothing, and order or appointment updates cost EUR 0.0414. Broadcast promotions are where Dutch budgets disappear. The businesses that get the most from WhatsApp here treat it first as a service channel, send transactional updates as utility templates, and keep marketing for small, well-chosen segments of customers who opted in. Marketing is not forbidden or pointless; it simply has to earn three times as much per message as a reminder does.
What changed on 1 October 2026
- Service messages are no longer automatically free. Each business phone number gets one free tier of 1,000 delivered service messages a month. Unused messages do not roll over. Above that, each reply costs EUR 0.0414.
- Utility templates sent inside an open customer-service window are charged. From July 2025 they had been free when the customer wrote first; that ended on 1 October.
- A payment method is needed. Meta asked businesses to add one by 30 September 2026 and warned that service messages could stop being delivered once charging began for accounts without one. Check your WhatsApp Business Account's payment settings in Meta Business Suite.
- The Click-to-WhatsApp entry-point window stayed free, which makes ads the cheapest way to start a conversation with someone who is not yet a customer.
Volume tiers for large Dutch senders
Utility and authentication messages get cheaper at volume; marketing does not. Meta counts charged messages across your whole business portfolio each month, and the tiers reset monthly. For the Netherlands, utility messages cost the EUR 0.0414 list rate up to 100,000 a month, EUR 0.0393 (5% less) from 100,001 to 1,000,000, EUR 0.0373 (10% less) up to 4.5 million, and continue down to EUR 0.0311 (25% less) above 80 million. Authentication tiers start later, at 300,001 messages. Most Dutch SMEs will never leave the list rate, but a national retailer sending track-and-trace updates might.
Euros or dollars: which currency should you pay Meta in?
Meta's euro and dollar cards are separate price lists, not live conversions of each other. At the European Central Bank's reference rate of 23 October 2026 (EUR 1 = USD 1.1193), the Dutch marketing price of EUR 0.1323 is worth about USD 0.1481, while Meta's dollar card asks USD 0.1597. At that exchange rate a Dutch business billed in euros pays roughly 7% less for the same messages (our arithmetic: 0.1481 ÷ 0.1597 = 0.927). Exchange rates move, so the gap will move too, but for a company that earns and banks in euros, EUR billing also removes card conversion fees. Choose carefully: Meta says a billing currency cannot simply be changed once selected, although it offers currency-migration tools.
Three Dutch monthly budgets, worked out
These volumes are illustrations, not benchmarks. Each cell shows the arithmetic so you can replace our numbers with yours. Service replies are billed only above the free 1,000 per number.
| Business | Marketing | Utility | Service replies | Meta's monthly total |
|---|---|---|---|---|
| Physiotherapy practice, Utrecht (six therapists) | 300 × EUR 0.1323 = EUR 39.69 | 2,400 reminders × EUR 0.0414 = EUR 99.36 | 2,200 sent, 1,200 billed × EUR 0.0414 = EUR 49.68 | EUR 188.73 (USD card: $227.91) |
| Fashion webshop, Amsterdam, shipping nationwide | 8,000 × EUR 0.1323 = EUR 1,058.40 | 12,000 order and track-and-trace updates × EUR 0.0414 = EUR 496.80 | 5,000 sent, 4,000 billed × EUR 0.0414 = EUR 165.60 | EUR 1,720.80 (USD card: $2,077.60) |
| Makelaar, Rotterdam (sales and rentals) | 1,200 new-listing alerts × EUR 0.1323 = EUR 158.76 | 600 viewing confirmations × EUR 0.0414 = EUR 24.84 | 6,500 sent, 5,500 billed × EUR 0.0414 = EUR 227.70 | EUR 411.30 (USD card: $496.64) |
What the three examples teach
The physio practice spends most on reminders, which is the point: a no-show costs the practice a full treatment slot, so EUR 99 of reminders pays for itself quickly. Its 300 marketing messages (a reactivation note to patients who opted in and have not booked for a year) cost EUR 39.69. Keep health details out of templates altogether: "your appointment on Tuesday at 10:00" is enough, and the condition being treated never needs to appear in a WhatsApp message.
The webshop shows the Dutch pricing problem in full. Its 8,000 promotional messages are 62% of its Meta bill (1,058.40 ÷ 1,720.80). If it sent the same offer only to the 3,000 customers who bought in the last six months, marketing would cost EUR 396.90 and the whole bill EUR 1,059.30, a saving of EUR 661.50 a month without touching a single order update.
The makelaar is a conversation business. Buyers ask about a ground-floor flat in Kralingen or a family home in Hillegersberg, and each question is a service message. Above the free 1,000, a 30-message chat about one property adds about EUR 1.24 in Meta fees (30 × 0.0414). That is small next to a courtage fee, but it is no longer zero.
We recomputed every row twice. If you want to sanity-check the USD column: the physio practice on the dollar card is 300 × 0.1597 + 2,400 × 0.05 + 1,200 × 0.05 = 47.91 + 120 + 60 = USD 227.91.
Dutch customers abroad and Belgian customers at home
Because price follows the recipient's number, many Dutch businesses have a mixed bill without realising it. A webshop that also sells into Flanders pays the "Rest of Western Europe" price for +32 numbers: EUR 0.049 for marketing, about 37% of the Dutch price. A summer campaign to customers who registered with German +49 numbers costs EUR 0.1131 each. Split lists by country code before you estimate a campaign, and never assume a Dutch-language customer has a Dutch number.
What providers add on top of Meta
Meta's fee is identical whichever platform you use. The difference lies in what each provider charges around it. Two examples from pricing pages we checked on 26 October 2026:
- Trengo lists its Boost plan at EUR 299 a month billed annually or EUR 349 monthly, with 10 users and 500 conversations a month included; extra conversations are EUR 18 per 100 on monthly billing and extra users EUR 30 each. On WhatsApp fees its page says "Meta applies a charge per message", without saying whether they are passed through at cost.
- respond.io lists Starter at USD 79 a month billed yearly (USD 99 monthly) with 5 users, then USD 12 per extra user, and states that "WhatsApp fees are not included in any respond.io subscription"; you top up WhatsApp credit on its platform.
Seat fees, conversation allowances and prepaid credit are the three patterns to look for. If a provider bills messages from its own rate card instead of letting Meta invoice you, ask for its Dutch marketing and utility prices in writing and compare them with EUR 0.1323 and EUR 0.0414. To show what a markup would mean here: a hypothetical 15% on the Amsterdam webshop's EUR 1,720.80 would add EUR 258.12 a month, or EUR 3,097.44 a year (our arithmetic). A full comparison of providers selling in the Netherlands, with prices from their own pages, is in our Dutch provider comparison.
A short note on VAT
If your VAT-registered Dutch business buys a software subscription from a supplier outside the EU, the invoice normally carries no Dutch VAT: the VAT is reverse-charged ("btw verlegd") to you. You calculate it yourself in your btw-aangifte and, if you are entitled to deduct input VAT, deduct the same amount, so you end up paying nothing extra. The government's Ondernemersplein explains this, and the Belastingdienst has a tool for services to and from abroad. Meta's message fees are invoiced separately by Meta, so check the VAT treatment on that invoice on its own terms, and ask your accountant if you are unsure.
How QuickWA charges businesses in the Netherlands
- Plans start at $5/month, about EUR 4.47 at the ECB rate of 23 October 2026. Accounts outside India are billed in US dollars, monthly, or yearly at 20% less than twelve monthly payments. Subscriptions renew until you cancel.
- 0% markup on Meta's fees. You connect your own WhatsApp Business Account through Meta's embedded signup and add a payment method in Meta; Meta invoices you directly at the rates above, in euros if you choose EUR. QuickWA has no message wallet, credits or top-ups.
- No per-seat fees and no setup fee. The whole front desk or sales team can work from one shared inbox, including on the Android app.
- AI, automation, calling and integrations are included from Pro. Every plan, feature and message limit is shown after sign-up.
Shopify and WooCommerce order and abandoned-cart messages, appointment reminders and consent tracking with automatic STOP opt-outs are all part of the platform. More on how QuickWA works for Dutch businesses is on our Netherlands page.
Seven ways to lower your WhatsApp bill in the Netherlands
- Keep transactional messages strictly utility. "Your parcel is on its way" is EUR 0.0414. Add "and get 10% off your next order" and it becomes marketing at EUR 0.1323. Meta can also move a utility template that carries promotional content into the marketing category.
- Answer inside the customer-service window. A reply to a customer who wrote in is a service message: free up to 1,000 a month per number, then EUR 0.0414. Answering a question with a fresh marketing template is the most expensive route there is.
- Use Click-to-WhatsApp ads for new customers. Everything Meta delivers inside the free entry-point window, marketing included, costs nothing.
- Send promotions to segments, not the whole list. At EUR 0.1323 each, removing 1,000 inactive contacts from one campaign saves EUR 132.30, and protects your quality rating.
- Split international lists by country code. Flemish customers cost just over a third of Dutch ones for marketing; German ones cost about 15% less.
- Pick your billing currency deliberately. At 23 October's exchange rate, EUR billing was about 7% cheaper than USD for Dutch numbers.
- Compare per-message cost, not only plan price. A cheap plan with a marked-up message rate can cost more than a dearer one billed at Meta's price once you send a few thousand messages a month.

Frequently asked questions
How much does a WhatsApp marketing message cost in the Netherlands? +
Meta charges EUR 0.1323 (USD 0.1597) per delivered marketing message to a Dutch +31 number from 1 October 2026. Utility, authentication and service messages cost EUR 0.0414 (USD 0.05).
Why is WhatsApp marketing so expensive in the Netherlands? +
Meta prices each market separately and does not publish its reasons. On its October 2026 euro rate card the Dutch marketing price, EUR 0.1323, is the highest in Europe: 17% above Germany and about 2.7 times the rate for Belgium. That is why Dutch businesses get the best value from service replies and utility updates.
Are WhatsApp replies still free in the Netherlands? +
Partly. Each business phone number gets 1,000 free service messages a month, with no rollover. After that each reply costs EUR 0.0414. Messages customers send you are always free.
Can I pay Meta for WhatsApp in euros? +
Yes. EUR is one of Meta's billing currencies, and Dutch rates are published directly in euros. At the ECB rate of 23 October 2026, paying in euros was about 7% cheaper than Meta's US dollar card for Dutch numbers. Meta says the currency cannot simply be changed once chosen.
What does QuickWA cost in the Netherlands? +
QuickWA plans start at $5/month, about EUR 4.47, billed in US dollars monthly or yearly at 20% less. Meta bills message fees to your own WhatsApp Business Account at its published rates, with 0% markup from QuickWA, no per-seat fees and no setup fee.
Do I pay Dutch VAT on a WhatsApp software subscription from outside the EU? +
For a VAT-registered Dutch business, VAT on services bought from a non-EU supplier is normally reverse-charged: you report it in your btw-aangifte and, if you may deduct input VAT, deduct the same amount. Check your own situation with the Belastingdienst tool or your accountant.
