WhatsApp for Restaurants in Kuwait (2026): Direct Orders, Reservations and Ramadan After the Commission Cap

In July 2026 Kuwait capped what delivery apps can charge restaurants and confirmed that restaurants may sell more cheaply on their own channels. That makes a direct WhatsApp channel worth building properly. Here is how, and what it costs.

Short answer: under Ministerial Resolution No. 109 of 2026, delivery apps in Kuwait may charge restaurants at most 17% commission (10% if you deliver yourself), may not demand your lowest prices, and customers pay at most KD 1 delivery. Restaurants can now steer repeat customers to their own channel — and WhatsApp is the obvious one. Use it for reservations, direct orders with a catalog, order updates, loyalty and Ramadan pre-orders. A three-branch group taking 4,000 direct orders a month pays Meta about $1,610 (≈ KWD 499) in our example, against roughly KWD 4,080 in commission if the same KWD 24,000 of orders went through an app at 17%. QuickWA integrates Foodics, starts at $5/month and adds 0% markup to Meta's fees.

What changed for Kuwaiti restaurants in 2026

Kuwait's Ministry of Commerce and Industry first issued Resolution No. 10 of 2026 for restaurant delivery, then replaced it with Ministerial Resolution No. 109 of 2026, published in the official gazette in July 2026 (Kuwait Times). It covers platforms used by restaurants, cafés, groceries, pharmacies and retailers. The points that matter for your WhatsApp strategy:

Rule under Resolution 109/2026What it means for you
Commission capped at 17% where the platform delivers, 10% where you deliver yourself (some platforms previously charged up to 35%)Apps are cheaper than before, but a direct order still saves you that percentage
Consumer delivery fee capped at KD 1Your own delivery fee needs to be competitive with KD 1
Platforms cannot require your lowest prices only through themYou may offer lower prices on your own website or WhatsApp
You can sell on several platforms, and use your own drivers without extra feesDirect ordering and app ordering can run side by side
No extra "operational", "processing" or "administrative" feesCompare platforms on the commission line alone

The rules took effect on publication, with existing agreements given until 1 September 2026 to comply. On 27 September 2026 Kuwait Times reported that the Administrative Court, in a case brought by talabat, struck down Article 15 — the graduated penalties — because the minister lacked explicit legislative authority for them; the caps themselves remain, and the ministry can appeal. Check the current position with your adviser before relying on any one clause.

Who you are competing with on delivery

Kuwaiti diners order through several apps. talabat serves all six governorates (its Kuwait site lists Ahmadi, Hawally, Jahra, Farwaniya, Mubarak Al-Kabeer and Kuwait City). Deliveroo runs a Kuwaiti site in Arabic and English. Jahez, the Saudi group, entered Kuwait in 2022 through its subsidiary Jahez-Kuwait. Keeta, owned by Meituan, launched in Kuwait on 15 September 2025 as its third Middle Eastern market after Saudi Arabia and Qatar.

WhatsApp is not a replacement for these apps — they bring you new customers you would never reach alone. It is the channel for the customers you already have: the office that orders lunch every Sunday, the family that books the same table every Thursday, the regular who asks for "the usual". Those are the orders where paying up to 17% commission is hardest to justify.

Five ways a Kuwaiti restaurant uses WhatsApp

1. Reservations

A guest messages "table for six tonight at 9?". QuickWA's appointment booking can offer free times and confirm in the chat; a utility reminder on the day costs $0.044. For busy weekend nights, ask guests to confirm or release the table, so you can rebook it.

حجزك مؤكد: {{1}} أشخاص، {{2}} الساعة {{3}} في فرع {{4}}. إذا تغيّرت خططك اضغط «إلغاء» حتى نعطي الطاولة لغيرك.

2. Direct orders with a catalog

Show the menu as a WhatsApp catalog or a WhatsApp Flow, so the customer taps items instead of typing. That matters for cost: after the free 1,000 a month, every reply you send costs $0.044, so a two-message order is half the price of a four-message one. Send a payment link for card payment (QuickWA integrates PayTabs, Telr and Stripe — check which your Kuwaiti acquirer offers), or take cash or KNET at the door if your drivers carry a terminal.

3. Order updates from your POS

Foodics operates in Kuwait (it lists a Kuwaiti support line), and QuickWA integrates with it: when an order is created, ready or out for delivery in Foodics, QuickWA can send the matching utility template. One "order received" and one "on the way" is plenty.

Your order {{1}} from {{2}} is on its way. Expected arrival: {{3}}. Driver: {{4}}.

4. Loyalty and reorders

Kuwait's resolution explicitly lets you offer lower prices on your own channels. A WhatsApp-only price, a free dessert on every fifth direct order, or a weekday office-lunch bundle are all marketing messages ($0.0792) and must go only to customers who opted in. Segment by branch and by what people order — a Jahra customer does not want a Salmiya-only offer.

5. Catering, ghabga and event orders

Large orders — a company iftar, a diwaniya gathering, a ghabga during Ramadan — involve menus, quantities, deposits and timing. Run them as one WhatsApp thread with your events manager, assigned in the shared inbox, with a payment link for the deposit.

Ramadan 2027 for Kuwaiti restaurants

Ramadan 2027 is expected to begin around Monday 8 February 2027 (provisional, subject to moon sighting), with Kuwait's National Day on 25 February and Liberation Day on 26 February falling inside it, and Eid al-Fitr expected around 10 March (Calendarific's provisional Kuwait dates). For restaurants this compresses the year's biggest weeks together:

  • Before Ramadan: invite opted-in customers to pre-book iftar tables and ghabga packages. One marketing message per customer, not a series.
  • During Ramadan: iftar orders cluster in the hour before sunset. Send order confirmations and "on the way" updates as they happen — these are utility messages about orders customers placed, so they can go when the order does.
  • Promotions: schedule them after iftar and inside your QuickWA sending window; nobody wants an offer while fasting, and broadcasts scheduled for later will wait until the window reopens.
  • Suhoor deliveries: late-night order updates are fine because the customer asked for the order. Late-night marketing is not.

A worked month: direct orders vs app commission

A burger and machboos brand with branches in Salmiya, Kuwait City and Jahra takes 4,000 direct WhatsApp orders a month. The average order is KWD 6 (an illustration — use your own), so KWD 24,000 a month in direct sales. It has 6,000 customers who opted in to offers and sends two campaigns a month.

LineTyped chat orderingCatalog / Flow ordering
Order confirmations (4,000 × $0.044)$176.00$176.00
"On the way" updates (4,000 × $0.044)$176.00$176.00
Replies while taking orders4 per order: 16,000 − 1,000 free = 15,000 × $0.044 = $660.002 per order: 8,000 − 1,000 free = 7,000 × $0.044 = $308.00
Campaigns (2 × 6,000 × $0.0792)$950.40$950.40
Meta total$1,962.40 (≈ KWD 608)$1,610.40 (≈ KWD 499)

The same KWD 24,000 of orders through a delivery app would cost KWD 4,080 in commission at 17% (24,000 × 0.17), or KWD 2,400 at 10% if you use your own drivers. Direct ordering is not free — you pay your own drivers, card fees and whatever you spend on ads, none of which is in the table — but the comparison shows why a direct channel for regulars is worth the effort.

Three ways to shrink the WhatsApp line

  • Move ordering into a catalog or Flow: saves $352.00 a month in the example above.
  • Send campaigns to recent customers. If 3,500 of the 6,000 ordered in the last 60 days, two campaigns to them cost 7,000 × $0.0792 = $554.40 instead of $950.40.
  • Use Click-to-WhatsApp ads to acquire. Conversations that start from those ads are free for up to 7 days for every message category.

KWD at about 0.31 per USD (26 October 2026); Kuwait has no VAT. The full rate card is in our Kuwait pricing guide.

Setting it up

  • Connect your WhatsApp Business Account through Meta's embedded signup. Meta bills you directly; QuickWA adds 0% markup.
  • Keep your famous number with Coexistence, so the branch manager can still use the WhatsApp Business app while the team works in the QuickWA inbox. Some app features (broadcast lists, labels, quick replies) move to or are unavailable on that number; QuickWA provides inbox equivalents.
  • Connect Foodics for order updates, or Google Sheets and webhooks if you use another POS.
  • Give each branch its own queue in the shared inbox, with the Android app for managers on the floor — no per-seat fees, $0 setup fee.
  • Build the menu as a catalog or WhatsApp Flow, and the reservation flow with the no-code chatbot.

Plans start at $5/month, billed in USD; AI, automation, calling and integrations are included from Pro, and every plan and limit is shown after sign-up. See the Kuwait page, or the general restaurant guide for templates that work anywhere.
