WhatsApp for Real Estate in the UAE: Portal Leads, Viewings, Off-Plan Launches and the Permit Rules That Apply

A Dubai or Abu Dhabi property enquiry is usually won or lost in the first conversation, and that conversation already happens on WhatsApp. The API version adds speed, a shared inbox and records, but it also turns every listing message into an advertisement that the land department's rules can reach.

Short answer: UAE brokerages should answer Bayut and Property Finder leads on WhatsApp within minutes, book viewings with utility confirmations (AED 0.0576 each) and keep listing pushes and off-plan launch broadcasts for investors who opted in, because those are marketing (AED 0.2115). Treat any message that advertises a property as an advertisement: in Dubai, DLD and RERA require a Trakheesi permit before a property is advertised, with the permit number on the ad; in Abu Dhabi, ADREC's Madhmoun permit has been mandatory since 7 July 2025, and ADGM issues its own permit for Al Reem and Al Maryah. A 12-agent Dubai brokerage pays Meta about AED 1,693 a month; an 800-unit property manager about AED 148. QuickWA captures portal leads, starts at $5/month and adds 0% markup on Meta's fees.

Where UAE property leads actually start

Most UAE property enquiries begin in one of four places: a listing on Bayut or Property Finder, a Click-to-WhatsApp ad on Instagram or Facebook, a developer's launch event or roadshow, or a referral that arrives as a forwarded contact. In every case the buyer or tenant expects the next message to come on WhatsApp, often within minutes, and usually from someone who can answer three questions at once: is it still available, what is the real price, and when can I see it.

The WhatsApp Business app on an agent's own phone handles that well until the agency grows. Then the problems are familiar: leads sit on the phone of an agent who is at a viewing in Damac Hills, nobody can see what was promised to the client, and when an agent leaves the conversation history leaves with them. The API moves those conversations onto one company number with a shared inbox, assignment rules and a full record, while each agent still chats from their own phone or laptop.

This guide is specific to the UAE. For the general playbook see our WhatsApp for real estate guide; for the rates themselves, the UAE pricing guide.

The rules that touch a property message in the UAE

Property advertising is regulated emirate by emirate, and the rules are written for "advertisements", not for a particular app. Here is what we could verify from official and published sources on 26 October 2026.

WhereBodyWhat applies to advertising
DubaiDubai Land Department (DLD) and its Real Estate Regulatory Agency (RERA)Companies must apply for a permit through the Trakheesi system on DLD's website before publishing ads and before launching a marketing campaign; the permit number must be placed in the advertisement. Customers can report unpermitted ads on the Real Estate Violations System and check brokers in the Dubai REST app.
Dubai โ€” "Just Sold" postsDLD circular (reported December 2024)A sold announcement may only be published after the property has been formally transferred to the buyer.
Abu Dhabi emirateAbu Dhabi Real Estate Centre (ADREC)A prior Madhmoun permit, issued through the DARI platform, has been mandatory for all types of real estate advertisement since 7 July 2025; each listing can be advertised by at most three approved brokers.
ADGM (Al Reem and Al Maryah Islands)ADGM Registration Authority with DMT and ADRECSince August 2025 every property advertisement within ADGM's jurisdiction needs an Advertising Permit issued by ADGM through its AccessRP platform.
Everywhere in the UAEFederal PDPL and Meta's policyMarketing needs the person's consent; Meta requires opt-in before you message someone and honours blocks and reports through your quality rating.

For Sharjah, Ajman, Ras Al Khaimah and the other emirates, check with the local land or real estate department before you advertise there; we have not summarised their rules here.

What this means for a WhatsApp broadcast

DLD's own wording covers ads published on "electronic platforms and social media channels", and a permit is required before "launching any marketing campaign". Our reading โ€” not legal advice โ€” is that a WhatsApp broadcast or a marketing template that presents a specific property is an advertisement and should be treated like a portal listing:

  • Only advertise a property you hold a valid permit for, and put the permit number (Trakheesi in Dubai, Madhmoun in Abu Dhabi, the ADGM permit on Al Reem and Al Maryah) in the message body or in the linked listing page.
  • Keep every detail accurate โ€” price, size, view, service charge. Misleading ads are what the permit systems exist to catch.
  • Do not post "Just Sold" to your list until DLD shows the transfer.
  • One-to-one replies to an enquiry about a listing the client already found are a different situation from a broadcast, but the listing they found must itself be permitted.

If a campaign matters, ask RERA, ADREC or your compliance adviser how they classify it. The UAE WhatsApp marketing rules guide covers the PDPL and consent side in detail.

Speed-to-lead: a workflow that fits Dubai and Abu Dhabi

1. The first reply

When a portal lead or ad lead arrives, the first message should go out automatically while the enquirer is still on the listing. Name the property and the agent, confirm availability honestly, and ask one question. A natural Arabic version for an Emirati or Arab expat enquirer might be:

If the lead came from a Click-to-WhatsApp ad, everything you send in the next 7 days inside that free entry-point window costs nothing. If it came from a portal and the client wrote first, you are in the 24-hour customer-service window and your replies are service messages: the first 1,000 a month per number are free, then AED 0.0576 each.

2. Qualification without an interrogation

Use buttons rather than a questionnaire: buy or rent, budget band, community, move-in month, cash or mortgage. A no-code chatbot or a WhatsApp Flow can collect these in under a minute and hand the result to the right agent, so a JVC studio enquiry and a Palm Jumeirah villa enquiry do not land with the same person. Write the qualifiers in English and Arabic; many Dubai buyers will also answer in Russian, Hindi or Chinese, and the AI agent assist can reply in the customer's language when your team cannot.

3. Viewings that actually happen

Once a slot is agreed, send a confirmation template with the building name, the unit, a map pin, the agent's name and a "Reschedule" button, then a reminder a few hours before. These are utility messages at AED 0.0576 each when they contain only the booking details. Include access instructions that matter in UAE towers โ€” which lobby, whether the visitor needs Emirates ID at security, where to park โ€” because a viewing lost at the barrier is still a lost viewing.

4. Handover and follow-up

After the viewing, the agent follows up inside the open window. If the client goes quiet for more than 24 hours, any new message has to be a template: a "here are two similar units" message is marketing, while "your offer on unit {{1}} was accepted" is utility.

Off-plan launches: consent first, then speed

Off-plan launches are where UAE brokerages are most tempted to send to everyone. That is also where numbers get restricted. Meta monitors blocks and reports, limits how many marketing messages a person receives from businesses, and lowers your number's quality when a broadcast is unwelcome. A safer launch pattern:

  1. Build an expression-of-interest list weeks before launch โ€” a form, a CTWA ad or a "Reply YES for launch updates" message to existing clients โ€” and store the consent with a timestamp.
  2. Send the launch broadcast only to that list, with the project's advertising permit reference and a clear way to stop messages.
  3. Let replies flow to agents immediately; launches are won in the first hour.
  4. Mind the recipient's country. Meta prices each message by the recipient's country code, so a launch message to an investor in London, Mumbai or Riyadh is billed at that country's rate, not the UAE one, and arrives in their local time zone.

Property management: rent, renewals and maintenance

For landlords and property managers, WhatsApp's value is in routine, low-cost utility messages:

  • Cheque and payment reminders before a post-dated rent cheque is presented or an instalment is due, with a payment link (Ziina, Mamo, Telr, PayTabs or Stripe) for tenants who pay online.
  • Renewal notices. Under Dubai's tenancy law (Articles 13 and 14 of Law No. 33 of 2008, amending Law No. 26 of 2007), a party who wants to change the rent or other terms at renewal must notify the other at least 90 days before the contract expires unless they agreed otherwise. A WhatsApp message is a useful early heads-up and a record, but ask your lawyer which form of notice your contract and the law require before relying on it alone.
  • Ejari and move-in checklists โ€” documents needed, DEWA or ADDC connection steps, building move-in permits.
  • Maintenance tickets: logged when the tenant reports an AC fault, updated when the technician is assigned, closed with a photo.

None of these need promotional content, so they stay at the utility rate.

Worked months: a Dubai brokerage and an Abu Dhabi property manager

MessageVolumeRate (AED)Monthly cost (AED)
Dubai brokerage, 12 agents, about 1,500 portal and ad leads a month

The brokerage figure assumes every launch and alert goes to UAE numbers; overseas recipients are billed at their own country's rate. Two lessons stand out. More than two-thirds of the brokerage's bill (AED 1,163.25) is two marketing sends, so list quality matters more than the per-message rate. And the property manager's entire month costs less than one missed cheque follow-up, because every message is utility. Leads from Click-to-WhatsApp ads would cost even less, since the first 7 days of those conversations are free.

Running it on QuickWA

  • Bayut and Property Finder lead capture: portal enquiries arrive in the shared inbox as contacts with the listing attached, ready for the automatic first reply.
  • Click-to-WhatsApp and Meta Lead Ads leads land in the same place, so ad and portal leads are handled the same way.
  • Assignment and a sales pipeline so every lead has an owner and a stage, plus HubSpot, Zoho CRM and Bitrix24 connections if your agency already lives in a CRM.
  • Appointment booking for viewings, or Calendly if agents already use it, with confirmations and reminders.
  • Consent tracking and automatic STOP opt-outs, a sending window you set in Settings so scheduled launches wait for sensible hours, and a number quality view to watch the effect of each broadcast.
  • Coexistence: keep the WhatsApp Business app on the agency's existing +971 number; some app features (broadcast lists, labels, quick replies, groups) move to QuickWA's inbox equivalents. See our Coexistence guide for the UAE.

QuickWA plans start at $5/month, billed in USD, with no per-seat fees โ€” useful for agencies whose headcount changes every season โ€” and no setup fee. AI, automation, calling and integrations are included from Pro, and every plan's limits are shown after sign-up. Meta bills message fees to your own WhatsApp Business Account at its published rates, with 0% markup from us. More on the local setup at QuickWA for the UAE.

Frequently asked questions

Do I need a Trakheesi permit to advertise a Dubai property on WhatsApp? +

DLD requires a Trakheesi permit before a property is advertised, including on electronic platforms and social media, with the permit number shown in the ad. Our reading is that a WhatsApp broadcast presenting a property is an advertisement too; confirm with RERA for your case.

What is the Madhmoun permit in Abu Dhabi? +

Madhmoun is ADREC's advertising permit, issued through DARI. It has been mandatory for all real estate advertisements in Abu Dhabi emirate since 7 July 2025, and each listing can be advertised by at most three approved brokers. ADGM issues its own permit for Al Reem and Al Maryah.

How much does WhatsApp cost a Dubai real estate agency? +

Meta charges AED 0.2115 per marketing message and AED 0.0576 per utility or service message to UAE numbers, with 1,000 service messages free per number each month. A 12-agent brokerage in our example pays about AED 1,693 a month.

Can I connect Bayut and Property Finder leads to WhatsApp? +

Yes. QuickWA captures Bayut and Property Finder portal leads into its shared inbox, where an automatic first reply and assignment to an agent can start straight away.

Is a WhatsApp message valid notice of a Dubai rent increase? +

Dubai law requires notice of a change in rent or terms at least 90 days before the lease expires, unless agreed otherwise. WhatsApp is a useful record and early heads-up, but ask a lawyer which form of notice your contract and the law require.

Can agents keep using the WhatsApp Business app on our agency number? +

Yes, with Coexistence. The number keeps working in the WhatsApp Business app while QuickWA adds the API, shared inbox and automation; some app features such as broadcast lists move to QuickWA's inbox equivalents.
