WhatsApp for Real Estate in Qatar: Portal Leads, Viewings, Off-Plan Launches and Rent Collection
In Doha a property enquiry turns into a WhatsApp chat within minutes. Here is how brokerages, developers and property managers run that chat properly, within Qatar's brokerage, off-plan and leasing rules.
Short answer: Qatari property businesses should use WhatsApp for four jobs: answering Property Finder and ad leads within minutes, confirming and reminding viewings, announcing off-plan launches only to opted-in investors and only once the project is licensed, and sending rent and renewal reminders. Viewings and rent reminders are utility messages at $0.012 each to a +974 number; launch broadcasts are marketing at $0.0341. A mid-sized Doha brokerage with a property-management arm pays Meta about USD 253.04 (QR 921.07) a month in our example. The rules to know: only licensed brokers may broker (Law No. 22 of 2017), Aqarat says no project may be marketed off-plan without its licences, and lease registration changed under Law No. 8 of 2026.
Who regulates property in Qatar, and why it matters on WhatsApp
Before you automate a single message, know whose rules apply. Qatar's property sector now has a dedicated regulator alongside the long-standing brokerage law:
| Rule or body | What it covers | What it means for your WhatsApp |
|---|---|---|
| Law No. 22 of 2017 on real estate brokerage | Licensing of brokers and brokerage offices, broker duties, discipline | Only licensed brokers should be sending listings and negotiating. Put your licence number in the WhatsApp profile and first reply |
| Real Estate Regulatory Authority (Aqarat) | Oversight of developers, off-plan projects and brokerage standards | No off-plan "launch" broadcast until the project holds the required licences and approvals |
| QCB and Aqarat escrow instructions (February 2025) | Escrow accounts for off-plan sales, deposits and withdrawals | Payment instructions you send must point to the project's escrow account, never a personal one |
| Law No. 4 of 2008 on leasing, amended by Law No. 8 of 2026 | Lease registration, the QR 250 registration fee, rental disputes | Rent and renewal reminders are utility messages; registration steps are worth a template |
| Personal Data Privacy Protection Law (Law No. 13 of 2016) | Consent for electronic direct marketing | Promotions only to people who opted in; see our Qatar marketing rules guide |
Licensed brokers only
Law No. 22 of 2017 sets the conditions for practising real estate brokerage, the duties of brokerage offices, and suspension and revocation of licences (The Peninsula). A legal commentary published in Gulf Times summarises two provisions that are directly relevant to how you work on WhatsApp: a broker must have a written brokerage contract with the client before acting, stating the parties, the property, the conditions and the fee (Article 14), and brokering without a licence carries a fine of up to QR 100,000 and up to three months' imprisonment (Article 24). The Ministry of Justice publishes its list of licensed brokers with their contact details and licence numbers; in August 2024 it reported 610 licensed brokers.
Two practical consequences. First, put your brokerage name and licence number in your WhatsApp Business profile description and in the first automated reply, so a buyer can check it. Second, send the brokerage contract as a PDF inside the chat and record the client's confirmation before you share owner details or arrange a viewing.
Aqarat and off-plan marketing
The Real Estate Regulatory Authority, known as Aqarat, now sits at the centre of the market. At a January 2026 meeting with developers, officials stated that "no project may be marketed or sold off-plan without first obtaining the required licenses and approvals", and warned that marketing projects without prior approval carries fines, imprisonment or both (Qatar Tribune). Aqarat also announced that licensed developers will be listed in an official register published on its platforms. In February 2025 the Qatar Central Bank, with Aqarat, issued instructions on escrow accounts for real estate development, covering off-plan sales and deposits.
On WhatsApp this translates into a simple sequence for any launch: no teaser broadcast, no "register your interest" template and no price list in a chat until the project is licensed; then announce only to investors who opted in, and put the project's licence reference in the message.
Where Qatari property leads come from
Property Finder
Property Finder launched propertyfinder.qa in September 2012 and describes itself as the country's first-mover portal, with listings for sale, rent, new projects and commercial rentals and an agent directory. Its Qatar country manager told Qatar Tribune in 2021 that the portal had added a WhatsApp option so users can "easily speak to agents". In practice that means many portal leads arrive as a WhatsApp message referencing a listing.
Because the customer wrote first, your reply is a service message: the first 1,000 a month per number are free, then $0.012 each. Speed is the whole game. Use the AI knowledge-base bot to answer the first questions (availability, furnishing, chiller included or not, parking, school distance) in Arabic or English, collect budget and move-in date, then hand the qualified lead to the listing agent. QuickWA captures Property Finder portal leads into contacts and the sales pipeline, so each enquiry becomes a deal you can follow, not just a chat.
Bayut, which QuickWA also supports for portal-lead capture, is primarily a UAE portal; we found no announcement of a Qatar launch, so in Qatar plan around Property Finder, your own website and paid social.
Click-to-WhatsApp ads and Meta Lead Ads
For a new tower in Lusail Marina or a villa compound in Al Waab, Click-to-WhatsApp ads on Instagram and Facebook are the cheapest way in: every message in the free entry-point window, which Meta keeps open for up to 7 days, costs nothing. Lead-form campaigns can flow in through the Meta Lead Ads integration and get an instant WhatsApp follow-up.
Viewings: confirmation, reminder, location pin
A viewing at The Pearl involves security gates, tower names and parking; in West Bay it can mean a lobby concierge; in a compound in Al Gharrafa, a gatehouse that needs your name. A good viewing template carries all of that:
تأكيد معاينة: {{1}} في {{2}} الساعة {{3}}. الوسيط: {{4}} (ترخيص رقم {{5}}). الموقع على الخريطة: {{6}}. للرد: تأكيد / إعادة جدولة
Viewing confirmed: {{1}} at {{2}}, {{3}}. Agent: {{4}} (licence no. {{5}}). Map: {{6}}. Reply Confirm / Reschedule
Send it as utility when the viewing is booked and a short reminder the morning of the viewing. Add quick-reply buttons so a reschedule comes back into the same thread, where QuickWA's appointment booking or a Calendly link can offer the next free slot. Keep promotional lines ("we also have a 3-bed in Viva Bahriya") out of the utility template; that turns it into marketing.
Many buyers in freehold areas are non-Qatari. Property Finder's 2026 guide lists ten freehold areas open to foreign ownership, including The Pearl, Lusail, West Bay Lagoon, Al Qassar, Onaiza and the newer Simaisma resort project, and gives QR 730,000 and QR 3.65 million as the purchase values linked to residency eligibility. Those numbers come up in almost every investor chat; save the answer as an approved knowledge-base entry so agents and the AI bot quote the same thing, and point buyers to official sources for confirmation.
Off-plan launches without burning your number
A launch broadcast to a cold list is the fastest way to lower your number's quality rating. Build the list first: interest forms on your site, QR codes at the sales centre, and Click-to-WhatsApp ads, each recording consent. Then:
- Licence first. Wait until the project has Aqarat's approvals and the escrow account is open, then name the licence reference in the message.
- Segment. Separate end-users from investors, Qatari buyers from expatriate buyers, and Arabic from English speakers. Send each the version that matches.
- Stage it. Day 1 announcement to the warmest segment; day 3 to the rest; reminders only to people who engaged. Use QuickWA's A/B tests on the first segment before sending to everyone.
- Time it. Qatar's weekend is Friday and Saturday. Avoid Friday midday prayer, and in Ramadan send after taraweeh; our Qatar campaign calendar has the windows.
- Never ask for a reservation fee to a personal account. Payment instructions must point to the project's escrow account.
Property management: rent, renewals and maintenance
What changed in 2026
Law No. 8 of 2026 amended the 2008 leasing law. According to The Peninsula, it set a flat QR 250 registration fee per lease transaction for each unit in the building permit, gave the Rental Disputes Settlement Committee exclusive jurisdiction over landlord-tenant disputes (court cases are inadmissible until the committee has ruled), and sends appeals to the Court of Appeal within 15 days. For a property manager, that makes a clean written record of reminders and tenant replies more useful than ever.
The messages tenants actually need
- Rent due five days before and on the due date, with the amount in QR and how to pay (bank transfer, Fawran or a payment link). Utility.
- Payment received with a receipt PDF. Utility.
- Renewal notice well before expiry, with the new terms and a button to accept or ask a question. Utility, as long as it does not upsell another unit.
- Maintenance: the tenant sends a photo of the AC leak; the chat is assigned to the maintenance team with a note; the technician's visit time goes back as a utility template.
If your leases are paid by post-dated cheques, a reminder a few days before each cheque date is cheap insurance against a bounced cheque turning into a case at the committee.
A worked monthly Meta bill for a Doha brokerage
Example: a brokerage with eight agents covering The Pearl, Lusail and West Bay, plus a property-management desk running 350 units. Rates are Meta's Qatar rates effective 1 October 2026; riyals at the 3.64 peg.
| Message | Volume | Rate | Monthly cost |
|---|---|---|---|
| Viewing confirmations | 1,200 | $0.012 | $14.40 |
| Viewing-day reminders | 1,200 | $0.012 | $14.40 |
| Off-plan launch to opted-in investors | 4,000 | $0.0341 | $136.40 |
| Rent reminders (2 per unit) | 700 | $0.012 | $8.40 |
| Lease renewal notices | 120 | $0.012 | $1.44 |
| Agent replies to leads and tenants | 7,500 sent, 6,500 billed after the free 1,000 | $0.012 | $78.00 |
| Click-to-WhatsApp ad conversations | Inside the free entry-point window | $0 | $0.00 |
| Total paid to Meta | $253.04 ≈ QR 921.07 |
The launch broadcast is 54% of the bill ($136.40 ÷ $253.04, our arithmetic), and that is a month with a launch. In an ordinary month the same brokerage pays about $116.64 (QR 424.57). Agent replies are the second-largest line: in Qatar a reply above the free 1,000 costs the same $0.012 as a utility template, so it is worth letting the AI bot answer the routine questions and keeping agents for qualified buyers.
Running it with QuickWA
- Shared inbox with assignment and round-robin, so a Pearl lead goes to the Pearl team, plus notes and a sales pipeline for each deal.
- Property Finder lead capture, Meta Lead Ads, HubSpot, Zoho CRM and Bitrix24 integrations, and Calendly for viewing slots.
- AI knowledge-base bot and agent assist that reply in the customer's language, Arabic or English, from your own approved answers.
- Consent tracking and automatic STOP opt-outs, and a sending window you set in Settings so scheduled broadcasts wait until it reopens.
- Coexistence, if your agents already use the WhatsApp Business app on the office number and want to keep it.
- Pricing: plans start at $5/month, billed in USD monthly or yearly at 20% less than twelve monthly payments; no setup fee and no per-seat fees, which matters when every agent needs access. Meta bills message fees to your own WhatsApp Business Account with 0% markup. AI, automation, calling and integrations are included from Pro. See our Qatar page.

Frequently asked questions
Do I need a licence to send property listings on WhatsApp in Qatar? +
Brokering property in Qatar requires a licence under Law No. 22 of 2017, and unlicensed brokerage is punishable by a fine of up to QR 100,000 and up to three months' imprisonment, according to legal commentary on the law. Show your licence number in your WhatsApp profile and first reply.
Can I announce an off-plan project on WhatsApp before it is licensed? +
No. Aqarat told developers in January 2026 that no project may be marketed or sold off-plan without first obtaining the required licences and approvals. Announce only after approval, only to opted-in contacts, and include the licence reference.
Are Property Finder enquiries on WhatsApp free to answer? +
When the customer messages you first, your replies are service messages. Each business number gets 1,000 free service messages a month; after that each reply costs $0.012 to a +974 number.
Is a rent reminder a utility or a marketing message? +
Utility, as long as it only states the amount, due date and how to pay. Adding an offer on another unit makes it marketing at $0.0341.
How much does WhatsApp cost a Doha brokerage per month? +
In our example, a brokerage with 1,200 viewings, a 4,000-message launch, 350 managed units and 7,500 agent replies pays Meta about $253.04 (QR 921.07). Without the launch it is about $116.64.
Does Bayut operate in Qatar? +
We found no announcement of a Bayut launch in Qatar; it is primarily a UAE portal. Property Finder has operated propertyfinder.qa since September 2012, and QuickWA can capture its leads.
