How to Get the WhatsApp Business API in Kuwait (2026): From Commercial Licence to First Template

Short answer: you can connect a +965 number to the WhatsApp Business Platform in under an hour through Meta's embedded signup, and start sending to up to 250 unique customers per 24 hours. To go beyond that, the usual route is Meta business verification using your commercial licence from the Ministry of Commerce and Industry, with the legal name matching exactly. If your number already runs on the WhatsApp Business app, Coexistence lets you keep the app and its chats. Before you start: what you need on the table

One Kuwait-specific point: a commercial licence generally requires a physical commercial location, according to a Kuwaiti lawyer's published Q&A — so home-based Instagram sellers who have never registered will struggle with verification. Step 1: choose which +965 number to use

Kuwaiti numbers are eight digits after +965, with no area codes. In WhatsApp and in Meta's tools you enter them in international format, for example +965 5XXX XXXX. • Use a business email on your own domain ([email protected]) in your portfolio rather than a personal Gmail address, so the contact details tell the same story as the licence.
• Make the website match. Put the legal entity name in the footer, along with the same address and +965 phone you gave Meta.

Common reasons Kuwaiti verifications stall

• The trading name ("Salmiya Smile Clinic") is entered instead of the legal name on the licence ("Al-Waha Medical Company W.L.L.", for example).
• A photographed licence that is cropped, blurred or expired.
• An address in Meta that does not match the licence — common when a business moved from Hawalli to Shuwaikh and only updated Instagram.
• A website that is just an Instagram link.

Step 4: the display name

Your display name is reviewed separately. It should match your brand as it appears on your website and signage — "Gulf Auto Showroom", not "Best Cars Kuwait" and not a person's name. Step 5: your first templates, in Arabic and English

Why templates get rejected

Step 6: messaging limits and quality rating

Meta caps how many unique customers a business can start conversations with in a moving 24-hour window. The limit belongs to the business portfolio and is shared by all its numbers. Replies to customers who messaged you first do not count toward it.

• 250 — where every newly created business portfolio starts.
• 2,000 — reached by verifying the business, by partner-led verification, or by sending 2,000 delivered template messages outside service windows within 30 days using high-quality templates.
• 10,000 → 100,000 → unlimited — automatic, one level at a time, within about 6 hours, when your quality is high and you have used at least half your current limit in the last 7 days.

An established business portfolio may already sit above 250 — check WhatsApp Manager rather than assuming.
