18 Arabic WhatsApp Templates for Qatar: Ready to Submit, With Category, Variables and Cost

Short answer: Qatari businesses need about 18 templates to cover the customer journey: 11 utility (orders, delivery, appointments, payments, order feedback), 1 authentication (OTP) and 6 marketing (offers, cart reminders, National Day, Ramadan, Eid). To a +974 number, 1,000 utility or authentication sends cost $12.00 (QR 43.68) and 1,000 marketing sends cost $34.10 (QR 124.12). Submit each one in Arabic and English as separate language versions under the same name, keep promotions out of utility templates, and never start or end the body with a variable.

Before you copy: five rules that decide approval

1. Category follows content, not your label. Meta's guidelines say a utility template must be non-promotional and either specific to or requested by the customer, or essential to them. Any offer, upsell or "you might also like" makes it marketing, and since April 2025 Meta approves a mis-labelled utility template as marketing rather than rejecting it.
2. A variable cannot open or close the body. Meta's template review rejects a message that starts or ends with a parameter, and one with too many variables for its length. Every template below starts and ends with fixed text.
3. Sample values are required for every variable, and Meta does not translate templates or samples, so the Arabic version needs Arabic samples.
4. No sensitive identifiers. Do not ask for full card numbers, bank account numbers or Qatar ID numbers; partial identifiers are allowed.
5. Duplicate wording is rejected. A template whose body and footer match one you already have will fail, so do not submit the same Ramadan text twice under different names.

Arabic language codes: Meta supports generic Arabic (ar) and a Qatar variant (ar_QA). Use one consistently. The Arabic below is clear Modern Standard Arabic with Gulf greetings such as حياكم and يعطيك العافية, which reads naturally to Qatari customers without slipping into slang that some expatriate Arabic speakers would find odd. What each category costs in Qatar

Rates are Meta's Qatar rates effective 1 October 2026. Since that date, utility templates sent inside an open customer-service window are charged too. Every template is free inside the entry-point window that opens when a customer taps a Click-to-WhatsApp ad (up to 7 days). Variables are written {{1}}, {{2}} and so on, in order.

Orders and delivery (utility)

1. order_confirmation

Variables: name, order number, total. Approved as utility because it confirms a transaction the customer made. Adding a discount code for the next order would make it marketing.

2. cod_confirmation (quick-reply buttons: تأكيد / إلغاء — Confirm / Cancel)

Utility. The two buttons keep the answer structured, so your system can release or cancel the parcel automatically.

3. order_shipped (button: تتبع الشحنة — Track)

Utility. Put the tracking link in a URL button with a variable suffix rather than in the body, which keeps the body short.

4. out_for_delivery

مندوبنا في الطريق إليك اليوم بين {{1}} و{{2}}. الرجاء إرسال موقعك (المنطقة، الشارع، المبنى) إذا تغيّر العنوان.
Our driver is on the way today between {{1}} and {{2}}. Please share your location (zone, street, building) if your address has changed.

Utility. Asking for Qatar's blue-plate zone, street and building numbers saves a lot of failed deliveries.

5. delivery_missed (buttons: إعادة الجدولة / اتصل بي — Reschedule / Call me)

Utility. Keep the tone neutral; Meta rejects templates that threaten or shame customers, so never say "your order will be cancelled and charged".

Appointments (utility)

6. appointment_confirmation

7. appointment_reminder (buttons: تأكيد / تغيير الموعد — Confirm / Change)

Utility. Send it in the late morning; in Ramadan avoid the hour before iftar.

Payments (utility)

Utility. Rent, school fees, subscriptions and B2B invoices all fit. Do not add late-payment threats; a firm, polite reminder is approved, a threatening one is not.

9. payment_received

Utility, with a document header for the PDF receipt. The invoice should show the amount in Qatari riyals, as MoCI's consumer guidance expects.

10. refund_processed

Utility. Refunds going back to the original payment method matches MoCI's exchange and refund guidance.

Order feedback (utility, if tied to the order)

Meta's guidelines say a general or generic survey will not be approved as utility. Tying the question to the customer's specific order number gives it the best chance of utility approval; a "rate our brand" message will be marketing.

Authentication

<VERIFICATION_CODE> is your verification code. For your security, do not share this code. This code expires in 10 minutes. [Copy code]

Authentication templates are different from every other category: the body is Meta's fixed preset text, you cannot write your own, and Meta provides the wording for each language you select, including Arabic. You choose a copy-code or one-tap button, an optional security line and an expiry of 1 to 90 minutes. No URLs, media or emojis are allowed, and the code parameter is limited to 15 characters. Cost: $0.012 per message in Qatar.

Marketing

All six need prior opt-in, and each ends with an opt-out line. QuickWA records consent and processes STOP replies automatically.

Write the discount as text ("20 percent" or "٢٠٪") in the sample, not as a bare symbol in the variable name; Meta rejects variables containing characters such as %, # or $.

14. cart_reminder (button: أكمل الطلب — Complete order)

Marketing: Meta treats messages to people who visited your site or app as retargeting. Send one reminder, not three.

Marketing. Note the opening words: the natural English draft, "{{1}} is back in stock!", starts with a variable and would be rejected even though the Arabic version is fine. Check every language version against the rules, not just one.

16. national_day (18 December)

Keep National Day messages celebratory and respectful; avoid using the national emblem or anything political. Send from about a week before 18 December.

Ramadan 2027 is expected to begin around 8 February 2027. Schedule sends after taraweeh, not in the hours before iftar; QuickWA's sending window in Settings holds scheduled broadcasts until the window opens.

A pure greeting with no offer is still marketing in Meta's eyes (it builds the relationship), so budget it at the marketing rate.

The library at a glance

A worked example: a Doha store that sends 3,000 order confirmations, 3,000 shipping notices, 500 OTPs and two National Day sends of 4,000 each in December pays Meta 6,500 × $0.012 = $78.00 plus 8,000 × $0.0341 = $272.80, so $350.80 (QR 1,276.91) for the month (our arithmetic).
